REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS JULY 7, 2015 The Regular Meeting of the West Haven Board of Police Commissioners was held on Tuesday, July 7, 2015 at Police Headquarters, 200 Saw Mill Rd., West Haven. Present were Commissioners Raymond Collins, R.K. Smith, Deborah Wright, Paul Butler, Jr and Andrew Giaquinto. Also present were Chief John Karajanis, Deputy Chief Joseph Perno, Det/Sgt Walter Casey and Brent Watt, Council Liaison. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00 PM. The following items were added to the July 7, 2015 Agenda; 6. New Business 6.2 Curtiss Ave Block Party 6.3 Savin Rock Festival – July 23, 2015 – July 26, 205 7. Pension Board 7.2 Dave Moran – Morgan Stanley A motion was then presented by Commissioner Smith to approve July 7, 2015 Agenda, as amended. The motion was seconded by Commissioner Giaquinto and approved unanimously. 1. Minutes of June 16, 2015 and Minutes of June 30, 2015 Special Meeting The following corrections or additions were made to the Minutes of June 16, 2015 and Minutes of June 30, 2015 Special Meeting; A motion was the presented by Commissioner Wright to approve the Minutes of June 16, 2015 and Minutes of June 30, 2015 Special Meeting, as amended. The motion was seconded by Commissioner Giaquinto and approved unanimously. 2. Public Input None 3. Communications 3.1 Monthly Injury & Lost Time Reports – April & May 2015 3.2 Monthly Overtime Report – June 2015 3.3 Letter of Appreciation – Traffic Division – Carmelee Quinous 3.4 Letter of Appreciation – Nikki Stancarone – Frank & Mary Taverna 3.5 Letter of Appreciation – Sgt Hancock, Ofc M. Vere, Ofc J Healey, Ofc Hayward, Ofc S Vitelli & Ofc C. Morse – Patricia M Ferrick, Special Agent in Charge 3.6 Street Crime Unit Award  -2- 4. Report of the Chief Chief Karajanis presented the Commissioners with the ATAC Synopsis. He also reported that all preparations for the fireworks display were all in place and commended all the officers for a tremendous job. He also reported that high alerts were in place with no incidents. . 5. Old Business None 6. New Business 6.1 Request Retirement – Lt James Donovan A motion was presented by Commissioner Smith to approve the Request for Retirement from Lt James Donovan, effective 07/30/15. The motion was seconded by Commissioner Butler and approved unanimously. 6.2 Curtiss Ave Block Party – August 16. 2015 A motion was presented by Commissioner Smith to approve Traffic Management Teams request for the Curtiss Ave Block Party on August 16, 2015 from 2:00 pm to 10:00 pm and that Curtiss Ave between White St and the Dead End of Curtiss Ave be closed for the duration of the party. The motion was second by Commissioner Butler and approved unanimously. 6.3 Savin Rock Festival – July 23rd – July 26th, 2015 A motion was presented by Commission Butler to approve Traffic Management Teams request for the Savin Rock Festival – July 23rd-July 26, 2015 and to close Palace St starting at 09:00 a.m. on Monday July 20, 2015 and keep the street closed until Monday, July 27th so vendors & equipment can be moved and the street cleaned. The motion was seconded by Commissioner Giaquinto and approved unanimously. 7. Pension Board 7.1 Request Retirement Benefits – Lot James Donovan A motion was presented by Det/Sgt Casey to approve the request for Retirement Benefits and monies as outlined by the Pension Benefit Coordinator. The motion was seconded by Commissioner Wright and approved unanimously. 7.2 Dave Moran – Morgan Stanley Dave Moran presented the Commissioners with a Pension Fund |Review 8. Report of Committees – Personnel Committee Chairperson Smith had no report. 9. Commissioners Reports Commissioner Wright reported she was overwhelmed and extremely proud of the support she and her family received for the death of her father.  -3- 10.
