August 4, 0015 The Regular Meeting of West Haven Police Commissioners was held on Tuesday, August 4, 2015 in the meeting room at Police Headquarters, 200 Saw Mill Road, West Haven. Present were Commissioners Collins, Smith, Wright, Butler and Giaquinto. Also present were Chief Karajanis, Deputy Chief Joseph Perno, Det/Sgt Casey and Councilman Watt, Council liaison. Mayor O’Brien was also present. After the Pledge of Allegiance Chairman Raymond Collins called the meeting to order at 7:05 P.M. The following item was added to the agenda: NEW BUSINESS: 6.12 Hiring of an Animal Control Officer. MINUTES OF JULY 7, 2015 Commissioner Wright presented a MOTION to APPROVE the Minutes of July 7, 2015 as presented which was SECONDED by Commissioner Butler and APPROVED unanimously. PUBLIC INPUT: Det./Sgt Casey addressed the Commissioners about tine need to promote personnel to the position of Sergeant. Mayor O’Brien stated he was in favor of reinstating pension plans for officers. COMMUNICATIONS: 3.1 investigative Services Division Monthly Report – June, 2015 3.2 K-9 Monthly Report – June, 2015 3.3 Monthly Attendance Report – June, 2015 3.4 Letter of Appreciation – Chief Karajanis from Phyllis Siclari and family. August 7, 2015 3.5 Letter of Appreciation to the W.H. Police Dept. from Mary and Wayne Hugli and Carla and Mark Consorte. 3.6 Letter of Appreciation to Sgt. R. O’Neill from Louise C. Pyers, M.Alliance vna0012.wav to benefit Law Enforcement (CABLE) Inc. 3.7 Letter of Appreciation to the W.H. Police Department from David S. Busch. REPORT OF CHIEF: Chief Karajanis had no report at this time. OLD BUSINES: None. NEW BUSINESS: 6.1 Promotion to Lieutenant – Sgt Kaitlyn Flavin Commissioner Wright presented a MOTIOI to promote Sgt Flavin to Lieutenant effective August 7, 2015 which was SECONDED by Commissioner Butler and APPROVED unanimously. 6.2 Promotion to Sergeant – Office William Maruottolo Commissioner Smith presented a MOTION to promote Officer William Maruottolo to Sergeant, effective August 7, 2015 which was SECONDED by Commissioned Giaquinto and APPROVED unanimously. Chie Karajanis then swore in Sgt Flavin as Lieutenant Chief Karajan’s then swore in Officer Maruottolo as Sergeant. 6.3 West Haven Music Festival Commissioner Wright presented a MOTION to APPROVE the request for the closure of Palace and Oak Street on August 16, 2015 for the West Haven Music Festival which was SECONDED by Commissioner Butler and APPROVED unanimously. Augusts 4, 2015 6.4 Breaking the Cycle Benefit Ride Commissioner Giaquinto presented a MOTION to APPROVE the request to hold the annual bicycle benefit ride through the City on Saturday, September 26, 2015 from the hours of 1:30 p.m. and 6:00 P.M. which was SECONDED by Commissioner Butler and APPPROVED unanimously. 6.5 Westfest Commissioner Wright presented a MOTION to APPROVE the request to close Church Street between Savin Avenue and Campbell Avenue on August 29, 2015 from 6:000 a.m. until closing for the Westfest. This Motion was SECONDED by Commissioner Butler and APPROVED unanimously. 6.6 Block Party – Washington Manor Commissioned Smith presented a MOTION to APPROVE the request for a block party on Saturday, September 12, 2015 from 12:00 p.m. to 10:00 p.m. and to close Washington Manor between Washington Avenue and Court Street. This Motion was SECONDED by Commissioner Butler and APPROVED unanimously. 6.7 Scott Street – No Parking Commissioner Wright presented a MOTION to APPROVE the request for No Parking Any Time on the West Side of Scott Street, which was SECONDED by Commissioner Butler and APPROVED unanimously. 6.8 VA 5K Road Race Tabled until the September, 2015 meeting. 6.9 Third Avenue Extension Commissioner Smith presented a MOTION to APPROVE the request for No Parking June 1, to September 15 from 9:00 a.m. to 6:00 p.m. for Third Avenue Extension. This Motion was SECONDED by Commissioner Giaquinto and APPROVED unanimously. August 4, 2015 6.10 Special Olympics Commissioner Smith presented a MOTION to APPROVE the request from the Special Olympics to close Palace Street on Saturday, September 12, and Sunday, September 13, 2015 from 8:00 a.m. to 4:00 p.m. for a Special Olympic bocce tournament. This motion was SECONDED BY Commissioner Butler and APPROVED unanimously. 6.11 Dispute Violation Commissioner Giaquinto presented a MOTION to Waive the violation for Stephen Gigliotti, 23 Arlington Street due to the fact that the property has been cleaned up. This motion was SECONDED by Commissioner Butler and APPROVED unanimously. 6.12 Appointment of Animal Control Officer Commissioner Butler presented a MOTION to APPROVE the hiring of Shannon Rose as animal control officer which was SECONDED by Commissioner Giaquinto and APPROVED unanimously. Chief Karajanis swore in Shannon Rose as Animal Control Officer effective August 7, 2015. 7. Pension Board – no report 8. Report of Committees – Personnel Committee – no report 9. Executive Session Commissioner Wright presented a MOTION to enter into Executive Session for the purpose of Special Victims Unit Monthly Report – June, 2015 which was DULY SECONDED and APPROVED unanimously.
