REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS SEPTEMBER 1, 2015- The Regular Meeting of the West Haven Board of Police Commissioners was held on Tuesday, September 1, 2015 at Police Headquarters, 200 Saw Mill Rd., West Haven, CT. Present were Deputy Chief Joseph Perno, Commissioners R.K. Smith, Paul Butler, Jr . Deborah Wright and Andrew Giaquinto. Also present were Det/Sgt Walter Casey, President of Local 895 and Brent Watt, Council Liaison. Chief Karajanis and Commissioner Collins were not present. In the absence of Chairperson Collins, Vice Chairperson Smith asked for the Pledge of Allegiance and then called the meeting to order at 7:00 PM/ There were no items added to the September 1, 2015 Agenda. A motion was then presented by Commissioner Giaquinto to accept the September 1, 2015 Agenda. The motion was seconded by Commissioner Butler and approved unanimously. 1. Minutes of August 4, 2015 There were no corrections/additions made to the Minutes of August 1, 2015 Minutes.. A motion was then presented by Commissioner Butler to accept the Minutes of August 4, 2015.. The motion was seconded by Commissioner Giaquinto and approved unanimously. 2. Public Input Det/Sgt Casey addressed the Commissioners regarding the absence of promotion to Det/Sgt on the Agenda and how disappointed he was that it had not been addressed. He stated he was told that the process had started but no action was taken due to the absence of the Chief. He also stated that he is a dedicated officer serving under 11 chiefs and 5 mayors and has always been optimistic and dedicated to the union members. He also stated that he made a promise to the members to fix the pension. He also stated that the promotion to Det/Sgt must be taken care of. 3. Report of the Chief Deputy Chief Perno reported that the annual 9/11 ceremonies will take place on Friday. 5. Old Business None 6. New Business 6.1 Resignation of Ofc Carlos Roman, effective 9/9/15 . 6.2 Resignation of Ofc David Sydnor, effective 08/20/15 6.3 Block Party- Hawthorne St., Saturday 9/19/15 A motion was presented by Commissioner Wright to approve Traffic Management Teams request for Block Party on Hawthorne St., Saturday 9/19/15 and to close Hawthorne St between 76 Hawthorne & 250 Connecticut Ave.The motion was seconded by Commissioner Butler and approved unanimously. 6.4 Autumn on the Sound Road Race – Sunday, 10/18/15 A motion was presented by Commissioner Wright to approve Traffic Management Teams request for the Autumn on the Sound Road Race, Sunday, 10/18/15, starting on Kelsey Ave and proceeding West on Capt Thomas Blvd to Ocean Ave to Tyler Ave to Connecticut Ave to Seaview Ave back East onto Ocean Ave to Capt Thomas Blvd and ending back at Kelsey Ave and to have Public Service Officers assist. The motion was seconded by Commissioner Giaquinto and approved unanimously.  -3- 6. New Business (Con’t) 6.5 Apple Festival on the Green A motion was presented by Commissioner Wright to approve Traffic Management Teams request for the Apple Festival on the Green, Friday, September 25, 2015 from 12pm – 9 pm, Saturday 26, 2015 from 10 am to 9 pm & Sunday, September 27, 2015 from 12 pm to 6 pm and to Close Church St between Savin Ave and Campbell Ave from 10 am on Friday September 25, 2015 through Sunday September 27, 2015 at 8 pm and to have an officer for both days to assist with the crowds. The motion was seconded by Commissioner Giaquinto and approved unanimously. 6.6 Folks on Spokes/Foot – Sunday, 09/27/15 A motion was presented by CommissionerWright to approve Traffic Management Teams request for the Folks on Spokes/Foot – Sunday, 09/27/15. bringing riders through West Haven. The motion was seconded by Commissioner Butler and approved unanimously. 7. Pension Board Chairperson Wright had no report 8. Report of Committees – Personnel Committee Chairperson Smith had no report 9. Commissioners Reports None 10. Executive A motion was presented by Commissioner Wright to enter into Executive Session at 7:30 pm to discuss the following: 10.1 Special Victims Unit Monthly Report – July 2015 The motion was seconded by Commissioner Butler and approved unanimously.
