REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS SEPTEMBER 15, 2015- The Regular meeting of the West Haven Board of Police Commissioners was held on Tuesday, September 15, 2015, at Police Headquarters, 200 Saw Mill Rd., West Haven, CT. Present were Commissioners Raymond Collins, R.K. Smith, Deborah Wright, Paul Butler, Jr., and Andrew Giaquinto. Also present were Chief John Karajanis, Deputy Chief Joseph Perno, Det/Sgt Walter Casey, President of Local 895 and Brent Watt, Council Liaison. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00 pm. After the Pledge, the West Haven Police Honor Guard presented the medals to be given to Ofc D’Amico and Ofc Haynes. There were no additions made to the September 15, 2015 Agenda: A motion was then presented by Commissioner Smith to accept the September 15, 2015 Agenda. The motion was seconded by Commissioner Butler and approved unanimously. 1 Minutes of September 1, 2015 There were no corrections/additions made to the Minutes of September 1, 2015: A motion was then presented by Commissioner Smith to accept the Minutes of September 1, 2015. The motion was seconded by Commissioner Giaquinto and approved unanimously. 2. Public Input Det/Sgt Casey congratulated the 2 officers and reminded the Commissioners regarding the position of Det/Sgt needed. 3. Communications 3.1 Monthly Overtime Report – August 2015 3.2 Monthly Attendance Report – August 2015 3.3 K-0 Monthly Report – August, 2015 3.4 Animal Control Division Monthly Report – August 2015 3.5 Support Services Monthly Reports – August 2015 3.6 Training Division Monthly Reports – August 2015 3.7 Investigative Services Division Monthly Reports – August 2015 3.8 Letter of Appreciation – MPO Costanzo, Ofc Dias & Ofc Carleton – Mary Kelly Durand -2- 4. Report of the Chief Chief Karajanis presented the Commisioners the ATAK report. He also reported that he attended the 9/11 Memorial Service.and reported that the Coffee with a Cop was held at the new restaurant Bistro. 5. Old Business None 6. New Business 6.1 Departmental Medal of Merit Award – Ofc D’Amico & Ofc Haynes Deputy Chief Perno read letters regarding the difficult situation the two officers were involved in on 12/2/14. He also read a letter from Mayor O’Brien commended the officers and asked that the letters be put in their personnel file. Capt Guliano commended the officers and stated that they were great examples of Respect/Protect and Serve ideas of the department. He also stated he was proud to have them as part of the department. Lt Proto also addressed all those present and reminded everyone that 2014 as the darkest year in law enforcement and that year the image of police was tarnished. He stated on 12/2/14 the officers came face to face with an armed subject and due to their actions they became true heroes. He thanked the officers for their actions taken on that day. Det/Sgt Raucci stated that they were worthy recipients of this award. And thanked them for their professionalism and strength.and they were prime examples of what a police officer is. Sgt Celentano also thanked them for their courage and strength and that it is a honor to work with them. Ofc D’Amico and Ofc Haynes were then presented the Medal of Merit by Chief Karajanis and were given a standing ovation. -3- 6.2 West Haven Community House Shoreline Walk – Sunday, 9/27/15 A motion was presented by Commissioner Smith to approve Traffic Management Team’s request for the West Haven Community House Shoreline Walk on Sunday, 9/27/15, starting at Savin Rock Conference Center at 10:30 am, walk east on Capt Thomas Blvd using the sidewalk then turn south of Washington Ave then returning to the Conference Center via the boardwalk. Public Service Officers will assist with the crossing at above mentioned streets, if available. The motion was seconded by Commissioner Butler and approved unanimously. 7. Pension Board Chairperson Wright had no report. 8. Report of Committees – Personnel Committee Chairperson Smith had no report 9. Commissioners Report None 10. Executive A motion was presented by Commissioner Smith to enter into Executive Session at 7:30 pm to discuss the following: 10.1 Street Crime Unit Monthly Reports – May 2015 10.2 Street Crime Unit Monthly Reports – June 2015\ 10.3 Special Victims Unit Monthly Reports – August 2015 10.4 Personnel Matters The motion was seconded by Commissioner Butler and approved unanimously.
