REGULAR MEETING
WEST HAVEN BOARD OF POLICE COMMISSIONERS
OCTOBER 6, 2015
The Regular Meeting of the West Haven Board of Police Commissioners was
held on Tuesday, October 6, 2015 at Police Headquarters, 200 Saw Mill Rd.,
West Haven.
Present were Commissioners Raymond Collins, R.K Smith, Deborah Wright, Paul
Butler, and Andrew Giaquinto. Also present were Chief John Karajanis, Deputy
Chief Joseph Perno, Det/Sgt Walter Casey, President of Local 895 and Brent Watt,
Council Liaison.
After the Pledge of Allegiance, Chairperson Collins called the meeting to order at
7:00pm.
The following items were added to the October 6, 2015 Agenda:

10.1 Budget
A motion was then presented by Smith to accept the October 6, 2015 Agenda, as
amended. The motion was seconded by Commissioner Butler and approved
unanimously.
1. Minutes of September 15, 2015
There were no corrections/additions made to the Minutes of September 15,
2015: A motion was then presented by Commissioner Smith to accept the
Minutes of September 15, 2015. The motion was seconded by Commissioner
Butler and approved unanimously.
Minutes of the Special Meeting, September 21, 2015
There were no corrections/additions made to the Minutes of the Special
Meeting, September 21, 2015: A motion was then presented by Commissioner
Butler to accept the Minutes of the Special Meeting, September 21, 2015. The
motion was seconded by Commissioner Smith and approved unanimously.
2. Public Input
Det/Sgt Casey addressed the Commissioners and thanked them for the
promotions tonight and he hoped by November there would be another
promotion to Det/Sgt. Regarding the budget, there is money budgeted for a
Captain. He also stated that there is a need for a pension for the officers and
that there are 36 sworn officers with no pension. He also stated that if there is
no change in the pension the department will lose officers. He stated that he’s
looking forward to working with Det/Sgt Cole and Sgt Weatherspoon and
congratulated them both on for their service and dedication.

2. Public Input (Con’t)
Mr. Chris Suggs of 152 Terrace Ave also addressed the Commissioners regarding
the parking on both sides on Terrace Ave and Homeside Ave. He stated that most
of the cars are from out of state and that the area is also a school bus route. He
stated that during snow storms with cars parked on both sides of the street,
plowing is difficult. He would like to see parking restrictions made in the area. He
also congratulated the officers that were promoted.
Brent Watt, Council Liaison urged people to attend the Planning and Zoning
hearing on October 13, 2015 in the Harriet North Building because of a discussion
regarding opening an Adult Entertaining Business on the Post Rd.

Chief Karajanis had no report.

6. New Business
6.1 Promotion Detective Sergeant – Sgt William Cole
A motion was presented by Commissioner Butler to approve the
promotion to Det/Sgt to Sgt William Cole. The motion was seconded by
Commissioner Giaquinto and approved unanimously.
Deputy Chief Perno noted that Det/Sgt Cole started with the department
on 9/30/92 as a Patrol Officer. He then helped with training, was a Traffic
Division Commander and worked in the Marine Unit. He also received
numerous commendations and was called by the US Coast Guard for his
assistance during Hurrian Katrina in Louisiana.
6.2 Promotion Sergeant – Ofc Eric Weatherspoon
A motion was presented by Commissioner Wright to approve the
promotion to Sgt to Ofc Eric Weatherspoon. The motion was seconded by
Commissioner Butler and approved unanimously.

Deputy Chief Perno noted that Sgt Weatherspoon joined the department
on 4/16/96 as a Patrol Officer. He was also a School Resource Officer and
was with the Investigative Services. He also received several
commendations.
At this time Chief Karajanis presented other officers with their new
badges and everyone in attendance rose and congratulated both officers.
7. Pension Board
Chairperson Wright introduced Dave Moran from Morgan Stanley who
addressed the Commissioners regarding the pension cash flow, pension
funds and annual activity. He also stated that he would be back either at
next meeting or in December.
8. Report of Committees – Personnel Committee
Chairperson Smith had no report.
9. Commissioner Reports

10. Executive Session
A motion was presented by Commissioner Smith to enter into Executive
Session at 7:50pm to discuss the following:

The motion was seconded by Commissioner Wright and approved unanimously.
