REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS OCTOBER 20, 2015- The Regular Meeting of the West Haven Board of Police Commissioners was held on Tuesday, October 20, 2015 at Police Headquarters, 200 Saw Mill Rd., West Haven, CT. Present were Commissioners Raymond Collins, R.K. Smith, Deborah Wright, Paul Butler, Jr and Andrew Giaquinto. Also present were Chief John Karajanis, Deputy Chief Joseph Perno, Det/Sgt Walter Casey, President of Local 895 and Brent Watt, Council Liaison. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00 pm. The following items were added to the October 20, 2015 Agenda: 6. New Business 6.2 State Presentation – Rep Ferraro A motion was then presented by Commissioner Wright to accept the October 20, 2015 Agenda, as amended. The motion was seconded by Commissioner Butler and approved unanimously. 1. Minutes of October 6, 2015 There were no corrections/additions made to the Minutes of October 6, 2015. A motion was then presented by Commissioner Smith to accept the Minutes of October 6, 2015. The motion was seconded by Commissioner Butler and approved unanimously. 2. Public Input Cheryl D’elpiano-Kirk of 50 Bassett St., West Haven addressed the Commissioners regarding the speeding on her street. She noted that the Stop sign has no effect. And is worried about someone getting injured or killed. She stated that the stop sign doesn’t have any effect. Deputy Chief stated that she will be contacted regarding her concerns. Det/Sgt Casey also addressed the Commissioners, first by thanking the State for recognizing Ofc D’amico and Ofc Haynes for the bravery. He also wanted to remind the Commissioners about the need for additional Det/Sgt and is in hopes that the matter will be taken care of by the next meeting. 3. Communications 3.1 Support Services Monthly Report – September 2015 3.2 Training Division Monthly Reports – September 2015 3.3 Animal Control Monthly Report – September 2015 -2- 3. Report of the Chief Chief Karajanis reported on the following: 1. Attended training with 2 school resource officers regarding Safety in Schools. He noted that the departments school resource officers are ahead in training in the country. 2. He also had an evaluation of staffing noting that there are 7 now at the Academy, 10 officers are out ill and that the department is operating with 99 officers. He also noted that there are 20 eligible for retirement and reminded the Commissioners the need for more new vehicles and that the present fleet runs 24/7. 5. Old Business None 6. New Business 6.1 Ordinance Violation Hearing – J. Handel Blight Property A motion was presented by Commissioner Butler to have the fine of $100 stand even though the property has been cleaned and that this problem has been going on for a long time. The motion was seconded by Commissioner Smith and approved unanimously. 6.2 State Presentation – Rep Ferraro Rep Ferrraro thanked everyone and presented Ofc D’Amico and Ofc Hayes with a presentation from the State recognizing their courage and strength on 12/2/14. Rep Ferraro stated that the citation was from the State Assembly and thanked them for being outstanding officers. 7. Pension Board Chairperson Wright stated that Dave Moran from Morgan Stanly would be at the next meeting to discuss the Pension fund. 8. Report of Committees – Personnel Committee Chairperson Smith had no report. 9. Commissioners Reports None -3- 10. Executive A motion was presented by Commissioner Smith to enter into Executive Session at 7:25 pm to discuss the following: 10.1 Special Victims Unit Monthly Report – September 2015 10.2 Interviews 10.3 Review Applicants File 10.4 Interview Applicants 10.5 Action on Interviews (if necessary) 10.6 Budget Review The motion was seconded by Commissioner Butler and approved unanimously.
