REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS DECEMBER 15, 2015 The Regular Meeting of the West Haven Board of Police Commissioners was held on Tuesday, December 15, 2015 at Police Headquarters, 200 Saw Mill Rd., West Haven, CT. Present were Commissioners Raymond Collins, R.K. Smith, Deborah Wright, Paul Butler, Jr and Andrew Giaquinto. Also present were Chief John Karajanis, Deputy Chief Joseph Perno, Det/Sgt Walter Casey, President of Local 895 and Brent Watt, Council Liaison. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00 PM. There were no items added to the December 15, 2015 Agenda. A motion was presented by Commissioner Smith to accept the December 15, 2015 Agenda . The motion was seconded by Commissioner Butler and approved unanimously. 1. Minutes of December 1, 2015 There were corrections/additions were made to the Minutes of December 1, 2015. A motion was presented by Commissioner Smith to accept the Minutes of December 1, 2015. The motion was seconded by Commissioner Butler and approved unanimously. 2. Public Input Det/Sgt Casey addressed the Commissioners regarding vacancies and asked they consider promotions for 3 Sergeants to Detective and 3 Patrol Officers to Sergeant due to the upcoming vacancies. 3. Communications 3.1 Monthly Attendance Report – November 2015 3.2 Support Services Monthly Report – November 2015 3.3 Monthly Overtime Report – November 2015 3.4 \Investigative Services Division Monthly Reports – November 2015 3.5 K-9 Monthly Report – November 2015 3.6 Letter of Appreciation – Traffic Unit – Sgt Sue See & The Pearce, Fowler & Mitchell families 3.7 Letter of Appreciation – Chief Karajanis – Diane Arduini 3.8 Letter of Appreciation – WHPD – Mary Ellen Pearce 3.9 Letter of Appreciation – Chief Karajanis, Sgt Pimer & Cole – Tom Arduini 4. Report of the Chief Chief Karajanis had no report.  -2- 5. Old Business 5.1 Ordinance Violation Hearing – Frank Vierira – Chickens in yard A motion was presented by Commissioner Smith to table this item. The motion was seconded by Commissioner Wright and approved unanimously. 6. New Business 6.1 Ordinance Violation Hearing – Patrick Perez – Dispute |Tow Mr Perez of 124 Front Ave., West Haven addressed the Commissioners regarding the tow. He stated in noticed the tag late evening and in the morning his vehicle had been towed. He had a For Sale sign on the vehicle and he also stated the vehicle was insured and registered. But he doesn’t use the vehicle every day. After his remarks a motion was presented by Commissioner Wright to lessen the tow fine by 50%. The motion was seconded by Commissioner Butler and approved unanimously. 6.2 Ordinance Violation – Maria Flores – Multiple Vehicle & Debris A motion was presented by Commissioner to have the fine stand. The motion was seconded by Commissioner Butler and approved unanimously. 6.3 No Parking anytime signs on Terrace Ave A motion was presented by Commissioner Smith to approve Traffic Management Units request for No Parking sign anytime on the north side of Terrace Ave between Campbell Ave and Care Lane. The motion was seconded by Commissioner Butler and approved unanimously. 7. Pension Board Dave Moran from Morgan Stanley presented the Commissioners an update on the Pension Fund. 8. Report of Committees – Personnel Committee Chairperson Smith had no report. 9. Commissioner Reports Commissioner Wright a thank you from the Secretary to the Board for their generosity. Commissioner Giaquinto reported to the Commissioners regarding the debris and difficult walking on California Street stating it was dangerous and unsightly.  -3- \ 10. Executive A motion was presented by Commissioner Smith to enter into Executive Session at 7:40 PM to discuss the following: 10.1 Special Victims Unit – November 2015 The motion was seconded by Commissioner Wright and approved unanimously.
