January 5, 2016 Minutes Board of Police Commissioners West Haven, Connecticut The regular meeting of the West Haven Board of Police Commissioners was held on Tuesday, January 5, 2016 at Police Headquarters, 200 Saw Mill Rd., West Haven, CT. Present were Commissioners Raymond Collins III, R.K. Smith, Deborah B. Wright, Paul Butler and Andrew Giaquinto. Also present were Chief John Karajanis, Deputy Chief Joseph Perno, and Det Sgt Walter Casey, President of Local 895. Brent Watt, Council Liaison, was absent. After the Pledge of Allegiance, Chairperson Collins called the meeting order at 7:00 p.m. There was a motion made to add item 10.1 – Personnel to the agenda. Motion made by Commissioner Smith with a second by Commissioner Giaquinto and approved unanimously. A motion was then presented by Commissioner Smith to accept the January 5, 2016 Agenda. The motion was seconded by Commissioner Giaquinto and approved unanimously. 1. Minutes of December 15, 2015 – A motion was presented by Commissioner Smith to accept the minutes of December 15, 2015. The motion was seconded by Commissioner Giaquinto and approved unanimously. 2. Public input – Det/Sgt Walter Casey of 40 Harding Avenue West Haven, addressed the Commissioners regarding his concern of getting the Board to hire another Detective Sergeant because as of Friday, there will only be 2 in the department. He then gave accolades to retiring Detective Sergeant Paul Raucci. He gave a couple of stories regarding his service and perseverance as a Detective and said that his knowledge and work ethic will truly be missed. 3. Communications a. 3.1 Training Division Monthly Reports – November 2015 b. 3.2 Monthly Injury and Lost Time Report – November 2015 c. 3.3 Monthly Overtime Report – November 2015 i. Commissioner Wright to sit with Cindy to help revamp report d. 3.4 Letter of Appreciation – WHPD – Pauline Manley e. 3.5 Letter of Appreciation – WHPD – Robert Sorensen 4. Report of the Chief a. Met with Lee Tiernan regarding ongoing litigation b. Met with Asst Chief of NHPD regarding intelligence meeting with New Haven and Hamden and West Haven to form collaborative working network. c. Started working with Deputy Chief Perno on the budget for Fiscal Year 2016- 2017 5. Old Business a. 5.1 – Ordinance Violation Hearing – Frank Viera – Chickens in yard – motion to table to next meeting made by Commissioner Butler, seconded by Commissioner Giaquinto and approved unanimously. 6. New Business a. 6.1 – Request for Disability Retirement – Det/Sgt Paul Raucci - Deputy Chief Perno took a few moments to present the career of Detective Sergeant Raucci  and the great asset he has been to the department. We are sorry to see him leave, but wish him well in his future endeavors. i. Motion by Commissioner Smith , 2nd by Commissioners Butler and Giaquinto to accept package and approve request – unanimously approved b. 6.2 – Ordinance violation Hearing – Robert Maselli - Blight i. Motion by Commissioner Smith , 2nd by Commissioner Butler to table hearing until next meeting – unanimously approved 7. Pension Board – turned meeting over to Pension Chair – Commissioner Wright a. 7.1. – Request for Disability Retirement Benefits – Det/Sgt Paul Raucci – Motion was made by Commissioner Collins and second by Det Sgt Casey to approve the Disability Retirement Benefit package as presented. 8. Report of Committees - None 9. Commissioner Reports – None 10. Executive Session – The meeting entered into Executive Session at 7:31 pm to discuss a. 10.1 – Personnel The meeting returned to the public session at 7:40 p.m. Motion was made by Commissioner Smith and 2nd by Commissioner Wright to adjourn the meeting. Meeting was adjourned at 7:41 pm.
