REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS May 16, 2017 The regular meeting of the West Haven Board of Police Commissioners was held on Tuesday, May 16, 2017 at 7:00PM at the Police Headquarters, 200 Saw Mill Rd. West Haven. Present were Commissioner, Raymond Collins, Paul Butler, Jr., Peter BonTempo Jr., and Keith Sweeney. Also present were Chief John Karajanis, Jr. and Deputy Chief Joseph Perno. Absent were Commissioner Deborah Wright and Dave Russell, City Liaison. After the Pledge of Allegiance, Acting Chairperson Wright called the meeting to order at 7:02PM 1. Minutes of May 2, 2017 A motion was presented by Commissioner Sweeney to accept the Minutes of May 02, 2017. The motion was seconded by Commissioner BonTempo and approved unanimously. 2. Public Input Sarah Martone (currently homeless) Ms. Martone came in to dispute her parking ticket. On 3/13, there was a snowstorm, her car broke down on second avenue. She received a ticket and told the officer that she was homeless so she cannot pay the ticket. She went to the Mayor’s office on 5/5 regarding it. She went through the process to appeal, but never received anything back. Per Ms. Martone, her ticket went from $100 to $200 because she did not pay it, and they never got back to her about her dispute request. She stated that the car is registered and she is the owner of the vehicle. Chairperson Collins that they cannot hear dispute requests during the public session, but will bring this to the proper channels so they can hear her dispute request. Since no one else from the public came forth, public session was closed at 7:07PM. 3. Report of the Chief Chief Karajanis met with a gentleman that specializes in gyms and gym equipment had him look at the current set up of the gym to evaluate it. Chief Karajanis wants to see if they can make it a more efficient space down there. Bring it more into what is currently the type of training and exercise that is being done now. Chief Karajanis also attend the de-escalation training down at Richard place. There was positive feedback about the training there, so they are going to continue them. They are currently training for scenarios of Domestic call, individuals with guns, and other situations that can be become violent. The officers are learning best practices for tactical approach. The ultimate objective is to minimize the use of force and the equipment to control the situation. Chief Karajanis also met with William Ryan who was hired by the city for Officer Gonce’s CHR complaint. Chief Karajanis will also be going to Hartford for the fact-finding portion of the case as well. He also had a meeting with the special agent in charge of the case in the FBI. They were discussing the taskforce. Chief Karajanis also spoke with Victor Borras, who wants to run a Spanish festival at the Old Grove Park on June 23. He is going through the process with John Lewis at City Hall. Once the Chief gets a better handle on it, he will tell Victor Borras how much police coverage he is going to need. Commissioner Sweeney had some concerns about the body cameras. He asked the chief if the city council knew exactly how much it would cost to maintain the body worn cameras. The Chief said he will make sure the Counsel knows exactly how much it costs to maintain the information from the camera on the servers on May 22 during the next meeting with them. 5. Old Business None 6. New Business 6.1 Memorial Day Parade – Monday, 5/29/2017 A motion was presented by Commissioner Sweeney for the Memorial Day Parade, seconded by Commissioner BonTempo. 7. Pension Board Dave Moran came to talk about the pension. The balance as of 04/18/2017 was $114,998,852.03. The return for the last 12 months was 8.50%. He also talked about the current asset allocation with equities at 47.1% and structured investments at 13%. Per Dave Moran, they are more invested in stocks this week, last week they were down the middle between stocks and bond. Per his prediction, stocks will be better than bonds in the future. From now until 2018, the stocks will continue to go up. Dave Moran also talked about the current market and its effect on the returns on investments. 8. Executive Session 10.1 Special Victims Unit Monthly Activity Report – April 2017 Commissioner Sweeney motioned to go into executive session, seconded by Commissioner BonTempo, and approved unanimously at 7:42PM.
