Page 1 of 3 The regular meeting of the Mayor and Council was held in the Council room of West Point City Hall October 9, 2017 at 5:30 P.M. with Pro-Tem Steven M. Tramell presiding. Members Present: Members Absent: Councilmember Gerald W. Ledbetter Councilmember Joseph R. Downs III Councilmember Gloria R. Marshall Councilmember Sandra Thornton Councilmember Benjamin F. Wilcox Mayor Pro-Tem Steve M. Tramell called Rev. Leonard Autry, Pilgrim Baptist Church Lanett, AL for opening prayer. Mayor Pro-Tem Tramell led the Pledge of allegiance. Proclamation Mayor Pro-Tem Tramell read a proclamation to the Troup County Prevention Coalition proclaiming October 23-31 as Red Ribbon Week and encourage the citizens to participate in drug prevention education activities, not only during Red Ribbon week, but all year long. Mayor Pro-Tem Steven Tramell thanked Harris County Commissioner Jim Wood for his support by attending the council meetings. Mayor Pro-Tem Tramell called the meeting of the Mayor and City Council to order and welcomed everyone. MINUTES Mayor Pro-Tem Tramell asked for a motion to approve the minutes from the September 26, 2017 regular meeting. Councilmember Gloria R. Marshall made said motion and was seconded by Councilmember Benjamin F. Wilcox; the minutes were approved unanimously without change. 1 Page 2 of 3 FINANCIAL REPORT Councilmember Gerald W. Ledbetter presented the September financial report with the October cash position and forecast and made a motion to accept the report; motion seconded by Councilmember Sandra Thornton and passed unanimously. AGENDA Mayor Pro-Tem asked for a motion to approve the agenda. Councilmember Gloria R. Marshall made said motion and seconded by Councilmember Benjamin F. Wilcox; passed unanimously. AMENDMENT TO ALCOHOL ORDINANCE Councilmember Benjamin F. Wilcox read on ordinance in the form of a motion to amend the City of West Point Alcohol Ordinance by changing the sale of alcohol by the drink (Class B License) from 7:00 a.m. until 1:55 a.m. to 8:00 a.m. until 11:30 p.m. Monday through Saturday. On Sunday between the hours of 12:30 p.m. until 11:30 p.m. and New Year’s Eve (January 1) until 1:00 am. A Class B license must close its doors to business and must be vacated of all persons except the licensee and any on-duty paid employees or agents, and must cease to do business at or before 12:00 midnight and remain closed until 6:00 a.m. on each day of the week. The motion was seconded by Councilmember Sandra Thornton; passed unanimously. HARRIS COUNTY SPLOST Councilmember Sandra Thornton made a motion for the City Manager to make a proposal for Harris County 2019 SPLOST to use the 1030 population for Harris County portion of West Point that will increase West Point portion to $535,500 for utility improvements purposes and request the County to include an additional $500,000 in the Economic Development Portion of the County SPLOST for development in the Harris County Industrial Park. The motion was seconded by Councilmember Gerald W. Ledbetter. After a brief discussion, the motion passed unanimously. PURCHASE PROPERTY AT 1008 AVENUE D Councilmember Gloria R. Marshall made a motion to authorize the City Manager to enter into an agreement with David Scales and Antoinette Bryan to purchase the property 1008 Avenue for $90,000. The house will be used for recreation purposes and the land will be used for additional parking for the West Point Recreation. The motion was seconded by Councilmember Gerald W. Ledbetter; passed unanimously. 2 Page 3 of 3 OTHER Councilmember Sandra Thornton stated application for the Christmas parade may be picked up at City Hall. Councilmember Gloria R. Marshall stated the last day to register to vote in the November 7, 2017 election is October 10, 2017 and early voting begin October 16, 2017 through November 3, 2017. ADJOURN Mayor Pro-Tem Steve M. Tramell asked for a motion to adjourn. Councilmember Gerald W. Ledbetter made said motion, seconded by Councilmember Gloria R. Marshall; passed unanimously.
