Page 1 of 2 The regular meeting of the Mayor and Council was held in the Council room of West Point City Hall August 13, 2018 at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Mayor Pro-Tem Sandra Thornton Councilmember Joseph R. Downs III Councilmember Alanteo “Henry” Hutchinson Councilmember Gerald W. Ledbetter Councilmember Gloria R. Marshall Councilmember Benjamin F. Wilcox Mayor Tramell called Matthew Thrower from Refuge Point Church for opening prayer. Mayor Tramell led the Pledge of allegiance. Mayor Steven Tramell thanked Troup County Commissioner Lewis Davis and Patrick Crews for continuing to support and represent the citizens of West Point. He also thanked Harris County Commissioner Jim Wood. Mayor Tramell called the meeting of the Council to order and welcomed everyone. MINUTES Mayor Tramell asked for a motion to approve the minutes from the June 11, 2018 meeting. Councilmember Gloria R. Marshall made said motion and was seconded by Councilmember Gerald W. Ledbetter; the minutes were approved unanimously without change. FINANCIAL REPORT Councilmember Gerald W. Ledbetter presented the July financial report with the August cash position and forecast and made a motion to accept the report; motion seconded by Councilmember Benjamin F. Wilcox and passed unanimously. 1 Page 2 of 2 AGENDA Mayor Tramell asked for a motion to approve the agenda. Councilmember Gloria R. Marshall made said motion and seconded by Councilmember Sandra Thornton and passed unanimously. SWEARING IN OF POLICE OFFICERS Police Chief Donald Britt introduce Police Officers Gary Johnson, Jorge Olmo Noroa, Quallan Perrigan, and Chris Samra to the Mayor and Council. Municipal Court Judge Wesley Leonard read the oath of office to the new officers. The Mayor and Council welcome them to the City of West Point. EXTEND TEMPORARY STRUCTURE VARIANCE Councilmember Henry Hutchinson made a motion to extend the variance for the temporary structure located at 1009 U. S. Highway 29 for the purpose of operating a physician office for 24 months. The motion was seconded by Councilmember Joseph R. Downs III; passed on a 5 to 0 Vote. Councilmember Gloria R. Marshall abstained citing she was employed by WellStar. SPECIAL EVENT PERMIT Councilmember Sandra Thornton made a motion to approve a special event permit application, associated policy and amend the city code of ordinances to include language for special events and serving alcohol at special events. The motion was seconded by Councilmember Gloria R. Marshall; passed unanimously. OTHER ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Joseph R. Downs III made said motion and seconded by Councilmember Sandra Thornton; passed unanimously.
