City of West Point Regular Council Meeting Minutes Monday, September 14, 2020 @ 5:30 PM Via teleconference The regular meeting of the Mayor and Council was held by Teleconference September 14, 2020 at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Participated: Members Non-Participate: Councilmember Joseph R. Downs III Mayor Pro-Tempore Henry Hutchinson Councilmember Gloria R. Marshall Councilmember Gerald W. Ledbetter Councilmember Sandra Thornton Councilmember Deedee Williams Councilmember Gerald W. Ledbetter gave the opening prayer. Mayor Tramell called the meeting of the Council to order and welcomed everyone. MINUTES Mayor Tramell asked for a motion to approve the minutes from the June 23 Special Called meeting, the August 10, 2020 Regular meeting, and the August 18, 2020 Special called meeting. Councilmember Gerald W. Ledbetter made said motion and was seconded by Councilmember Sandra Thornton; During the discussion Councilmember Deedee Williams stated the minutes should be recorded or video to capture everything stated during the meeting. The minutes were approved unanimously. FINANCIAL REPORT Mayor Tramell stated the financial report for approval is in the Council packet. Mayor Tramell asked for a motion to approve the August Financial report. Councilmember Gerald W. Ledbetter made said motion; seconded by Councilmember Joseph R. Downs III; passed unanimously. AGENDA Mayor Tramell asked for a motion to approve the agenda. Councilmember Joseph R. Downs III made said motion and seconded by Gerald W. Ledbetter and passed unanimously. Page 2 of 3 NEW BUSINESS • APPOINTMENT TO THE BOARD OF ADJUSTMENTS Councilmember Deedee Williams made a motion to appoint Andra Haynes to the Board of Adjustments. The motion was seconded by Councilmember Sandra Thornton; passed unanimously. • PROPERTY DONATION 100 1ST AVENUE Councilmember Sandra Thornton made a motion to accept the property donation agreement with the Morgan Real Estate Company, owner of the lot/property located 100 1st Avenue. The motion was seconded by Councilmember Joseph R. Downs III; During the discussion Councilmember Deedee Williams asked the issues from the previous meeting were and were they resolved. City Attorney Alex Dixon stated the environmental issue was one of the concerns since the property was previously used as a Gas Station but the family attorney provided a letter from the agency that cleared the environmental issue. The other issue was the use of the property and that was addressed with the agreement he provided to the family. Councilmember Deedee Williams made a motion to table the item. The motion to table the item failed for a lack of a seconded. The original motion passed on a 4-0 vote Councilmember Deedee Williams abstained citing lack of information. • OTHER Councilmember Sandra Thornton stated on behalf of the Council she wanted to thank the Morgan family for their donation. Councilmember Deedee Williams asked about the Labor Day Activities. Mayor Tramell stated he had no information. Councilmember Gloria R. Marshall stated maybe the Chief of Police would give them an updated of the activities. Councilmember Deedee Williams asked the Mayor if the Council has discontinued the Public Comment section of the meetings. Mayor Tramell stated hopefully soon the Council can begin in-person meeting again. Councilmember Joseph R. Downs stated some cities are having hybrid meeting where some members are present, and others are virtual. ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Joseph R. Downs III made said motion and seconded by Councilmember Gerald W. Ledbetter; passed unanimously.
