MINUTES OF COUNCIL REGULAR MEETING – JULY 3, 2018 -1- THE WEST VALLEY CITY COUNCIL MET IN REGULAR SESSION ON TUESDAY, JULY 3, 2018, AT 6:30 P.M. IN THE COUNCIL CHAMBERS, WEST VALLEY CITY HALL, 3600 CONSTITUTION BOULEVARD, WEST VALLEY CITY, UTAH. THE MEETING WAS CALLED TO ORDER AND CONDUCTED BY MAYOR BIGELOW. THE FOLLOWING MEMBERS WERE PRESENT: Ron Bigelow, Mayor Don Christensen, Councilmember At-Large Lars Nordfelt, Councilmember At-Large Steve Buhler, Councilmember District 2 Jake Fitisemanu, Councilmember District 4 ABSENT: Tom Huynh, Councilmember District 1 Karen Lang, Councilmember District 3 STAFF PRESENT: Paul Isaac, Acting City Manager/Assistant City Manager/ HR Director Nichole Camac, City Recorder Nicole Cottle, Assistant City Manager/General Counsel/ CED Director Eric Bunderson, City Attorney Jim Welch, Finance Director Matt Elson, Acting Police Chief John Evans, Fire Chief Russell Willardson, Public Works Director Layne Morris, CPD Director Nancy Day, Parks and Recreation Director Sam Johnson, Strategic Communications Director Jake Arslanian, Public Works Department OPENING CEREMONY Steve Buhler conducted the Opening Ceremony. He played a video of Celine Dion singing God Bless America in honor of Independence Day. He requested that members of the audience, City Staff, and the Council rise and recite the Pledge of Allegiance. APPROVAL OF MINUTES OF REGULAR MEETING HELD JUNE 26, 2018  MINUTES OF COUNCIL REGULAR MEETING – JULY 3, 2018 -2- The Council considered the Minutes of the Regular Meeting held June 26, 2018. There were no changes, corrections or deletions. Councilmember Fitisemanu moved to approve the Minutes of the Regular Meeting held June 26, 2018. Councilmember Christensen seconded the motion. A voice vote was taken and all members voted in favor of the motion. AWARDS, CEREMONIES AND PROCLAMATIONS A. EMPLOYEE OF THE MONTH AWARD, JULY 2018- BRANDON HOWARD, FIRE DEPARTMENT Don Christensen read the nomination of Brandon Howard, Fire Department, to receive Employee of the Month Award for July 2018. Mr. Howard was nominated by Nate Hansen. The award reads as follows: It is impossible to summarize in a few words what kind of a Paramedic Brandon Howard is to the West Valley City Fire Department and the citizens of West Valley. Brandon has worked for West Valley Fire for over 10 years and dedicated himself to caring for a unique and complex group of patients and co-workers. Brandon has made countless contributions and is currently one of our pioneering CCP’s. Brandon embraces challenges and changes with innovative strategies. One of Brandon’s most notable qualities is his ability to communicate with compassion and empathy to our community. Our department was tasked with creating a new program to teach Hands Only CPR to our community. Brandon without hesitation took a leadership role in this challenging program and is the type of person you want on your side when facing a complex situation. His research and experience led to the purchase of the latest and greatest Laerdal manikins with feedback technology, production of a short 5 min CPR video, and tracking bystander CPR in our community. Brandon currently teaches Hands Only CPR to our community monthly and shares stories and experiences above and beyond what is expected which will no doubt impact survival rates of cardiac arrest patients in West Valley and beyond. Brandon is a leading force for our department, he performs his duties above and beyond and encourages others by constantly sharing and enlightening us with his knowledge. I cannot think of another person who is more deserving of the Employee of the Month, because, simply put, Brandon is an extraordinary EMS provider. See pushtosurvive.org for his video. B. PROCLAMATION DECLARING THE YEAR OF 2018 AS GREAT SALT LAKE COUNCIL 100TH SCOUTING ANNIVERSARY YEAR  MINUTES OF COUNCIL REGULAR MEETING – JULY 3, 2018 -3- Lars Nordfelt read the Proclamation declaring the year of 2018 as Great Salt Lake Council 100th Scouting Anniversary Year. A representative of the Great Salt Council thanked the Council and indicated that they are looking forward to moving into West Valley City. Mayor Bigelow and Councilmember Christensen thanked them for their contribution to the community and to the youth. COMMENT PERIOD A. PUBLIC COMMENTS Upon inquiry, there were no members of the public wishing to speak. B. CITY MANAGER COMMENTS Paul Isaac, Acting City Manager, had no comments. C. CITY COUNCIL COMMENTS Upon inquiry, members of the City Council had no comments. RESOLUTION 18-115: APPROVE THE EXECUTION OF AN INTERLOCAL AGREEMENT BETWEEN WEST VALLEY CITY AND NATIONAL PURCHASING PARTNER-GOV/FIRE RESCUE-GROUP PURCHASING ORGANIZATION Mayor Bigelow discussed proposed Resolution 18-115 that would approve the execution of an Interlocal Agreement between West Valley City and National Purchasing Partner-Gov/Fire Rescue-Group Purchasing Organization. Written documentation previously provided to the City Council included information as follows: This interlocal agreement permits the City to procure necessary equipment through the NPPGov/FR-GPO cooperative purchasing process. Governmental entities are permitted to affiliate with one another in order to obtain collective competitive pricing. Members of the NPP/FR-GPO may purchase goods and services on the same terms, conditions and pricing as other lead contracting agencies that are made available by the Public Procurement Authority. Members of the NPP/FR-GPO throughout the nation are allowed to “piggy-back” off other master price agreements. Membership with NPP/FR-GPO is free and they follow the rules and terms set by the Interlocal Cooperation Act. Upon inquiry by Mayor Bigelow there were no further questions from members of the City Council, and he called for a motion.  MINUTES OF COUNCIL REGULAR MEETING – JULY 3, 2018 -4- Councilmember Christensen moved to approve Resolution 18-115. RESOLUTION 18-116: AUTHORIZE THE CITY TO ENTER INTO A RIGHT-OF-WAY CONTRACT WITH BRYCE H. CARLSON AND TO ACCEPT A WARRANTY DEED AND A TEMPORARY CONSTRUCTION EASEMENT FOR PROPERTY LOCATED AT 4108 SOUTH HOLDER DRIVE (5130 WEST) (20-01-201-003) Mayor Bigelow discussed proposed Resolution 18-116 that would authorize the City to enter into a Right-of-Way Contract with Bryce H. Carlson and to accept a Warranty Deed and a Temporary Construction Easement for property located at 4108 South Holder Drive (5130 West) (20-01-201-003). Written documentation previously provided to the City Council included information as follows: The Bryce H. Carlson parcel located at 4108 S. Holder Drive (5130 West) is one of several parcels affected by this project and which include fee acquisitions for the 4100 South Improvements Project; Bangerter Highway to 5460 West. This project will reconstruct the pavement and curb and gutter to improve safety and ride quality of 4100 South. Compensation for the purchase of the Warranty Deed, Temporary Construction Easement and improvements is $3,300.00 based upon the compensation estimate prepared by Horrocks Engineers. The project is being funded under the Surface Transportation Program (STP) with federal funds. West Valley City executed the Federal Aid Agreement between UDOT and Federal Highways. The city is responsible 6.77% of all project costs, including right of way. The city’s portion of the matching funds on the project will be paid to UDOT. B. RESOLUTION 18-117: AUTHORIZE THE CITY TO ENTER INTO A RIGHT-OF-WAY CONTRACT WITH GRACE BAPTIST CHURCH AND TO ACCEPT A WARRANTY DEED AND A TEMPORARY CONSTRUCTION EASEMENT FOR PROPERTY LOCATED AT 4347 WEST 4100 SOUTH (21-06-101-010) Mayor Bigelow discussed proposed Resolution 18-117 that would authorize the City to enter into a Right-of-Way Contract with Grace Baptist Church and to accept a Warranty Deed and a Temporary Construction Easement for property located at 4347 West 4100 South (21-06-101-010). Written documentation previously provided to the City Council included information as follows: The Grace Baptist Church parcel located at 4737 West 4100 South is one of several parcels affected by this project and which include fee acquisitions for the 4100 South Improvements Project; Bangerter Highway to 5460 West. This project will reconstruct the pavement and curb and gutter to improve safety and ride quality of 4100 South. Compensation for the purchase of the Warranty Deed, Temporary Construction Easement and improvements is $12,300.00 based upon the compensation estimate prepared by Horrocks Engineers.
