THE WEST VALLEY CITY COUNCIL MET IN REGULAR SESSION ON TUESDAY,
AUGUST 28, 2018, AT 6:30 P.M. IN THE COUNCIL CHAMBERS, WEST VALLEY CITY
HALL, 3600 CONSTITUTION BOULEVARD, WEST VALLEY CITY, UTAH. THE
MEETING WAS CALLED TO ORDER AND CONDUCTED BY MAYOR BIGELOW.
THE FOLLOWING MEMBERS WERE PRESENT:

OPENING CEREMONY
Mayor Bigelow conducted the Opening Ceremony. He invited Jim Spensen to the podium
who discussed “Women of Trachis” by Sophocles which will be performed at the Utah
Cultural Celebration Center by Westminster College’s Classical Greek Theatre. The event
will take place on September 21, 2018.

SPECIAL RECOGNITIONS- SCOUTS
Mayor Bigelow welcomed Scout Troop No.’s 761 and 479 in attendance at the meeting to
complete requirements for the Citizenship in the Community and Communications merit
badges.
APPROVAL OF MINUTES OF REGULAR MEETING HELD AUGUST 21, 2018
The Council considered the Minutes of the Regular Meeting held August 21, 2018. There
were no changes, corrections or deletions.
Councilmember Buhler moved to approve the Minutes of the Regular Meeting held August
21, 2018. Councilmember Christensen seconded the motion.
A voice vote was taken and all members voted in favor of the motion.
COMMENT PERIOD
A. PUBLIC COMMENTS
Upon inquiry, there were no members of the public wishing to speak.
B. CITY MANAGER COMMENTS
Wayne Pyle, City Manager, had no comments.
C. CITY COUNCIL COMMENTS
Upon inquiry, members of the City Council had no comments.
PUBLIC HEARINGS
A. ACCEPT PUBLIC INPUT REGARDING APPLICATION Z-9-2018, FILED
BY WEST VALLEY CITY, REQUESTING A ZONE CHANGE FROM 'A'
(AGRICULTURE, MINIMUM LOT SIZE 1/2 ACRE) TO 'C-2' (GENERAL
COMMERCIAL) FOR PROPERTY LOCATED AT 3316 SOUTH 5600
WEST
Mayor Bigelow informed a public hearing had been advertised for the Regular
Council Meeting scheduled August 28, 2018, in order for the City Council to hear
and consider public comments regarding application Z-9-2018, filed by West Valley
City, requesting a Zone Change from 'A' (Agriculture, Minimum Lot Size 1/2 Acre) to
'C-2' (General Commercial) for property located at 3316 South 5600 West.
Written documentation previously provided to the City Council included
information as follows:
West Valley City staff has submitted a zone change application for 1.01
acres of property located at 3316 South 5600 West. The parcel is currently
zoned A (Agriculture, minimum lot size ½ acre) with a General Plan

designation of office/education. The proposed zone is C-2 (General
Commercial).
The subject property serves as a storm water retention pond for the
neighboring commercial development to the east. The property is
surrounded by C-2 zoning. Surrounding land uses include Walmart to the
north, a shopping center slatted for renovations to the east, vacant property
to the south and vacant property to the west that will soon be developed as
part of the Mountain View Corridor.
Maintaining the current A zone would require the adjoining shopping
center, which will soon be renovated, to install a masonry wall along the
east side of the property. Where residential use on the subject property is
not anticipated, a masonry wall would not serve the intended purpose of a
screen and buffer for residential uses next to commercial. In fact, installing
a wall here could create a problem in that the City has already seen vagrants
on this property.
Where the property is used as a retention pond for commercial development,
C-2 zoning seems the most appropriate from staff’s perspective.
Mayor Bigelow opened the Public Hearing. There being no one to speak in favor
or opposition, Mayor Bigelow closed the Public Hearing.
ACTION: ORDINANCE NO. 18-31, AMEND THE ZONING MAP TO
SHOW A CHANGE OF ZONE FOR PROPERTY LOCATED AT 3316
SOUTH 5600 WEST FROM 'A' (AGRICULTURE, MINIMUM LOT SIZE
1/2 ACRE) TO 'C-2' (GENERAL COMMERCIAL)
The City Council previously held a public hearing regarding proposed Ordinance
18-31 that would amend the zoning map to show a change of zone for property
located at 3316 South 5600 West from 'A' (Agriculture, Minimum Lot Size 1/2 Acre)
to 'C-2' (General Commercial).
Upon inquiry by Mayor Bigelow there were no further questions from members of
the City Council, and he called for a motion.
Councilmember Nordfelt moved to approve Ordinance 18-31.
Councilmember Lang seconded the motion.

RESOLUTION 18-156: AUTHORIZE THE PURCHASE OF A PUMP TRACK
FROM AMERICAN RAMP COMPANY
Mayor Bigelow presented proposed Resolution 18-156 that would authorize the purchase
of a Pump Track from American Ramp Company.
Written documentation previously provided to the City Council included information as
follows:
With the success of the skate park, including high demand from bicyclists, it has
been determined that a pump track course should be located in close proximity to
the skate park. This will increase the usable area of the skate park, reduce
congestion, and increase safety for all participants. This will be a new element
which will enhance the park for all wheeled users.
As Centennial Park continues to be developed, it has been determined that a pump
track should be installed. This pump track will help alleviate some congestion at
the skate park and will add another element that would increase the draw to the
skate park from users of all skill levels. Pump tracks are features that allow users
to go around the track without putting a foot down or having to pedal a bike. It is
all done through body control, balance and coordination. Because of this, a pump
track is a fantastic way to help people become better users on whatever it is they
choose to ride; be it a bike, board, scooter or skates.
These ramps are modular in design, which will allow the shape of the track to be
changed from time to time if desired.
The new pump track and installation can be obtained from American Ramp
Company using Sourcewell Cooperative Purchasing contract number 030117-
ARC.
Councilmember Buhler stated he was excited for the skate park and is excited for this
addition. He indicated this will be a great opportunity for youth in the City and will increase
safety.

Upon inquiry by Mayor Bigelow there were no further questions from members of the City
Council, and he called for a motion.
Councilmember Buhler moved to approve Resolution 18-156.
Councilmember Lang seconded the motion.
