Village of Weston, Wisconsin MEETING MINUTES OF THE PARK & RECREATION COMMITTEE MEETING Monday, October 28, 2019, 4:30 p.m. AGENDA ITEMS 1. Meeting called to order by Vice Chairman Ziegler @ 4:30 P.M. 2. None EDUCATIONAL PRESENTATIONS & REPORTS 5. Highway J Canoe and Kayak Launch. Osterbrink stated the Department of Public Works staff completed tree and stump removals and topsoil stripping for the parking lot. Staff is currently placing base material on the parking lot and will be replacing a culvert in the driveway entrance. The goal is to have the parking lot paved before the end of the construction season. Once completed, the village will have met the requirements of the grant, which the village was approved to receive from Marathon County. Village of Weston Parks and Recreation Committee Meeting Minutes October 28, 2019  6. Park and Aquatic Center Proposed CIP Osterbrink discussed the proposed CIP budget items with the committee. Osterbrink specifically discussed the failing restroom facility at Yellow Banks Park and presented possible options for upgrading or replacing the facility. Possible options: abandoning current facility and replacing with portable restrooms, build a facility with running water and septic system, or replace with an upgraded pit toilet facility. All options consider handicap accessibility for users. POLICY ISSUES – DISCUSSIONS/RECOMMENDATIONS 7. Discussion and possible action Aquatic Center Prices. Osterbrink and Mroczenski discussed Aquatic Center prices with the committee. Prices have been the same since 2014. The committee would like Osterbrink and Mroczenski to meet with Rothschild to discuss prices on Joint Pool passes and to meet with concession stand operator to discuss food packages or discounted foods for rentals before moving forward with any price increases. Mroczenski discussed staffing wages and how they compare with surrounding communities. Wausau is increasing staffing wages for 2020 season and will be paying staff fifty cents more than current Weston Aquatic Center staff. Osterbrink and Mroczenski stated recruiting numbers increased this past season and there was no shortage of staff and feel that even though Wausau is offering more it will not affect the recruitment process for staffing the Aquatic Center for the 2020 season. The committee stated that a wage adjust could be made in the future if needed. No action taken. 8. Discussion and possible action Seasonal Staff Wage Rates. Osterbrink discussed the current wage rates of $10.70/hr for a seasonal maintainer and $9.79/hr for ice rink attendants. These rates are below the minimum wage rate proposed on the pay matrix. At the current wages recruitment numbers and returning staff have decreased making it hard to fill the positions. Staff is proposing an increase to $13/hr for seasonal maintainers and an increase to $11/hr for ice rink attendants. The proposed wage rate increases will have to be approved by both the Human Resources Committee and Board of Trustees to go into effect. Remarks from Staff Osterbrink gave background information on the Weston Warming House Conversion and where the village currently stands with the process. D.C.Everest School District is offering assistance with the conversion because they would like the building removed from their property. More information about the progress will be presented at future meetings. Osterbrink commented that the memorial at Kennedy Park for the March 22, 2017 victims is completed and a ribbon cutting was held. Many people and media attended the ribbon cutting. The Village is still waiting for the completion two benches which will be installed near the memorial. Osterbrink stated that the sign for Canoe and Kayak Launch on Ross is completed and will be installed by the end of the week. Mroczenski asked if the committee had any comments or questions about his Aquatic Center Report from the September meeting. Committee had none.
