OFFICIAL MEETING MINUTES OF THE BOARD OF TRUSTEES
Wednesday, October 12, 2016, at 6:00 p.m.
OPENING OF SESSION
Meeting called to order by President Ermeling at, 6:02 p.m.
ROLL CALL
Members present: Barbara Ermeling, Fred Schuster, Scott Berger, Loren White,
Trustee Jon Ziegler absent and excused, Trustee Porlier absent.
Village Staff in attendance: Guild, Jacobs, Donner, Weinkauf, Crowe, Hodell,
Osterbrink, Stroik, and Tritten. SAFER Fire Chief Savage, Finance Committee Members
Yaeger and Bender and CDA member Jelmeland were also in attendance.
Request by President Ermeling to silence phones and other electronic devices.

Administrator Guild announced the following:
1. Announcement - 10/19 League of Municipalities Annual Conference, Stevens Point.
2. Announcement - 10/24 MCDEVCO Annual Mtg @ Dale’s Weston Lanes from 4:30 p.m. to 6:30 p.m.
3. Announcement - 10/26 Budget Workshop #2 from 6:00 p.m. to 7:30 p.m.
4. Announcement - 11/09 Budget Workshop #3 from 6:00 p.m. to 7:30 p.m.
5. Announcement - 11/21 Annual Budget Hearing for fy2017 budget.
6. Announcement - 12/05 Annual Budget Hearing for Utility budgets.
PRESENTATIONS.
7. Presentation from Administrator Guild on the fy2017 budget and fy2018 financial plan.
Guild gave a presentation on the 2017 Budget and 2018 financial plan. There was also a short discussion on the
expenditure restraint program.
8. Presentation from Ehlers and Associates re: Utility Rate Case Analysis.
Jon Cameron of Ehlers and Associates gave a presentation on Village of Weston Water Rate Study.
9. Presentation from Ehlers and Associates re: TID #1 Debt Refinancing and Project Plan Amendment.
Greg Johnson of Ehlers and Associates gave a presentation on TID #1, TID #1 Analysis: Draft #2.
CONVENE INTO CLOSE SESSION UNDER WISCONSIN STATE STATUTES 19.85(1)(c) for the purpose of
considering employment, promotion, compensation or performance evaluation data of any public employee over which
the governmental body has jurisdiction or exercises responsibility to continue discussion on the annual performance
evaluation of the Village Administrator.
Motion by White, second by Ostrowski to convene into closed session. 7:44 p.m.

REMAIN IN CLOSED SESSION UNDER WISCONSIN STATE STATUTES 19.85(1)(e) for the purpose of
deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session to continue discussion on
negotiations with Gymsport Gymnastics on purchasing their building located on Business Park North.
Motion by White, second by Berger to convene into closed session. 7:45 p.m.

This special meeting of the Village of Weston Board of Trustees, in its 20th legislative session, is composed of seven (7)
members, as well as other committee, commission, and staff members, who will convene at the Weston Municipal
Center’s Board Room, located at 5500 Schofield Ave., Weston, on Wednesday, October 12, 2016, at 6:00 p.m., to
consider the following matters:

outlets (Print, TV, and Radio) on 10/11/2016 @ 4:30 p.m. A quorum of members from other Village governmental bodies (boards,
commissions, and committees) may attend the above noticed meeting in order to gather information. Should a quorum be other
government bodies be present, this would constitute a meeting pursuant to State ex rel. Badke v. Greendale Village Bd., 173 Wis.2d
553,494 N.W.2d 408 (1993). Wisconsin State Statutes require all agendas for Committee, Commission, or Board meetings be posted
in final form, 24 hours prior to the meeting. Any posted agenda is subject to change up until 24 hours prior to the date and time of the
