This notice was posted at the Municipal Center and was emailed to local media outlets
on 09/04/2019 @ 2:20 p.m. Wisconsin State Statutes require all agendas for Board,
Commission, and meetings be posted in final form, 24 hours prior to the meeting. Any
posted agenda is subject to change up until 24 hours prior to the date and time of the
meeting.
A quorum of members from other Village governmental bodies (boards, commissions, and
committees) may attend the above-noticed meeting to gather information. Should a

to State ex rel. Badke v. Greendale Village Bd., 173 Wis.2d 553,494 N.W.2d 408 (1993).

Question: Should the Village Board award the Margaret Street
Utility construction contract to Switlick & Sons, Inc.
for a Bid Amount of $344,978.00?
Background
The Village of Weston owns and maintains the water and sanitary sewer infrastructure
within the Margaret Street project area in Rothschild. Bids for the project were opened
on August 20, 2019 and the overall low bidder on the project was Switlick & Sons, Inc.
with a total bid price of $2,065,466.00. Of that amount, $344,978.00 is the water and
sewer utility costs for the project. There was an error in the bid tab for the watermain,
valves and hydrant totals which was initially missed when the bid tab and award letter
were drafted. The extra costs amount to $35,118 which is still under budget for the
entire project.
The overall CIP estimate for the project was $441,258, the total costs after bids and
with design and construction services the revised estimated total is $405,678 which is
$35,580 under budget.

Question: Should the Village Board approve the Margaret
Street Utility engineering services contract to MSA
for an estimated amount of $34,900.00?
Background
The Village of Weston owns and maintains the water and sanitary sewer infrastructure
within the project area in the Village of Rothschild. Bids for the project were opened on
August 20, 2019 and construction will be starting in the next few weeks.
The Village of Rothschild is contracting with MSA Professional Services, Inc. to provide
construction services. Since MSA designed the project and is already going to be
onsite to oversee the work related to the Village of Rothschild, staff recommends that
the Village of Weston approve the contract with MSA to oversee the utility work as well.
The estimated cost for engineering services is 10.1% of the construction costs and a
general rule is these costs are typically in the 10%-12% range which this contract is
within.

Scope of Services
CONSTRUCTION PHASE – SCOPE OF SERVICES
Construction Administration
1. Project Administration: Manage and coordinate project team, budget and schedules, maintain
communication with Owner and stakeholders on the project.
2. Contractor Communication: Respond to contractor requests for information and assist in
interpretation of the contract documents in person, in writing, or by telephone.
3. Coordinate and facilitate preconstruction meeting and minutes documenting the meeting.
4. Submittal Review: Review contractor shop drawings, submittals, schedules and samples for
compliance with the construction documents.
5. Provide line and grade construction staking for sanitary sewer, watermain, watermain offsets,
hydrant relocations.
6. Applications for Payment: Review Contractor applications for payment; make payment
recommendation to the owner as appropriate.
7. Change Orders: Review change order requests from contractor; recommend change orders to
owner as appropriate.
8. Meetings: attend meetings of Owner board/Council/Committee for processing pay applications,
change orders and construction updates - three (3).
9. Facilitate Bi-weekly project progress meetings in conjunction with Rothschild progress meetings
for the duration of the project - ten (10).
10. Project Closeout: Prepare Punchlist (items to be completed or corrected) and substantial
completion certificate. Review contractor work and completion documents for compliance with
construction contract and readiness for final payment. This will include a project walk through
with Village, Contractor and MSA.
11. Prepare record drawings and provide to Village.
Construction Observation
Provide full time construction observation throughout construction of the project. Estimated 265
hours for Resident Project Representative for 20 days at approximately 10 hours/day.

xi. Preparation of record drawings (as-builts) of the completed facilities in accordance with
the Village’s standard requirements.
xii. Perform one-year warranty inspection with Village staff and Contractor.
xiii. The Construction Management Phase will be considered complete upon Village’s
acceptance of completed improvements, Contractor’s contract closeout, and
acceptance of any record drawings.
xiv. Prepare a construction binder consisting of project photos, the project manual and plans,
bids, measurements of items, truck tickets, material certifications, shop drawings,
change orders, pay requests, inspectors field book, record drawings. Deliverables
include a hard copy binder and a .PDF digital copy.
