APPOINTMENTS:
1. Communication from the Mayor in relation to the appointment of Councilwoman
Nadine Hunt-Robinson as Chair of the Youth Board to a term which will expire on
December 31, 2016, and recommending the appointment of Donna McLaughin as a
Member of the Budget and Management Advisory Committee to a term which will
expire on December 31, 2014.
2. Communication from Council President recommending the appointment of
Lawrence Salley to the Board of Ethics to a term which will expire on December 31,
2016.
PUBLIC HEARINGS:
3. Public Hearing in relation to the proposed discontinuance of a portion of Middle
Road contiguous with residential properties at 181 and 189 Hillair Circle and an
amendment to the Official Map of the City of White Plains.

4. Communication from Corporation Counsel in relation to settlement of tax review
proceedings.
5. Ordinance authorizing settlement of certain tax review proceedings.
6. Communication from the Mayor in relation a stipulation of agreement to extend the
collective bargaining agreement between the City and Local 456, I.B.T., which
expired on June 30, 2011 for an additional four years, and tentatively agreeing to
increase the differential to employees operating the front loaders to side loader
operators.
7. Ordinance approving and ratifying the stipulations of agreement entered into
January 28, 2014, between the negotiating representatives of the City of
White Plains and Local 456, I.B.T., settling the negotiations for successor
collective bargaining agreement to the one which expired on June 30, 2011,
and resolving the impact negotiations concerning the City’s implementation of
the side loader apparatus, authorizing the Mayor to direct the Budget Director
to make the necessary transfers from the Reserves for Financing, authorizing
the Mayor to direct the Commissioner of Finance to start payments under the
agreements, and authorizing the Mayor to enter into a collective bargaining
agreement containing the terms of the January 28, 2014 agreements.
8. Communication from Chairman, Capital Projects Board, in relation to Capital Project
No. C5419, Delfino Park Improvements - Ebersole Ice Rink.

aggregate principal amount serial bonds of the City of White Plains, County
of Westchester, State of New York, to finance the costs of the acquisition,
construction and reconstruction of improvements to City Parks.

of Westchester, State of New York, to finance the costs of the installation or
reconstruction of a heating, ventilation and air conditioning system in a Class
A Building.

aggregate principal amount serial bonds of the City of White Plains, County
of Westchester, State of New York, to finance the costs of the acquisition and
installation of fire or police alarm, telephone or other system of
communication or transmission.
23. Communication from Commissioner of Public Works in relation to the closure of
certain public streets and appropriate parking restrictions on Saturday, March 8,
2014 for the 17th Annual White Plains St. Patrick’s Day Parade.
24. Ordinance of the Common Council of the City of White Plains authorizing the
closure of certain public streets and appropriate parking restrictions on March
8, 2014 for the Saint Patrick’s Day Parade sponsored by the White Plains
Saint Patrick’s Day Parade Committee and the White Plains Business
Improvement District (BID).
25. Communication from Commissioner of Public Safety in relation to acceptance of the
Edward Byrne Memorial Justice Assistance Grant (JAG), in the amount of $10,592
26. Ordinance of the Common Council of the City of White Plains authorizing the
Mayor or his designee to execute grant documents on behalf of the City of
White Plains, including an Inter-municipal Agreement (IMA), in relation to the
acceptance of the Edward Byrne Memorial Justice Assistance Grant (JAG)
Program for funds to be used by the Department of Public Safety.
27. Communication from Commissioner of Public Safety in relation to a grant in the
amount of $5,000 from the Fenway Golf Club Charitable Foundation.
28. Ordinance of the Common Council of the City of White Plains authorizing the
Mayor or his designee to accept, on behalf of the City of White Plains, a
donation in the amount of $5,000 from the Fenway Golf Club Charitable
Foundation to be used for expenditures related to a fire radio recording
device.
29. Communication from Commissioner of Finance in relation to the annual budget of
the White Plains Downtown Business Improvement District.
30. Ordinance accepting the 2014-2015 Budget for the White Plains Downtown
Business Improvement District and directing the preparation of an
Assessment Roll based thereon.
31. Communication from Commissioner of Finance in relation to a grant from the New
York State Energy Research and Development Authority (NYSERDA) Cleaner
Greener Communities in the amount of $5000 to be used for the New York State
Unified Solar Permit Process for small scale photovoltaic systems.
32. Ordinance of the Common Council of the City of White Plains authorizing the
Mayor or his designee to accept, on behalf of the City of White Plains, a grant
from the New York State Energy Research and Development Authority
(NYSERDA) in the amount of $5000.
33. Communication from Commissioner of Recreation and Parks in relation to an
agreement between the City and Tennis Innovators at Delfino Park LLC, which will
provide year round tennis at Delfino Park.

35. Ordinance authorizing the Mayor or his designee to execute a license
agreement with Tennis Innovators at Delfino Park LLC, pursuant to which
Tennis Innovators will build, maintain and operate a Tennis Center at Delfino
Park.
36. Communication from Commissioner of Recreation and Parks in relation to an
agreement between the City and Bensidoun USA, Inc., to operate a Farmers Market
on City owned property.
37. Ordinance of the Common Council of the City of White Plains authorizing the
Mayor to enter into a non-exclusive license agreement between the City of
White Plains and Bensidoun USA, Inc., for the purpose of operating a
Farmers Market on real property owned by the City.
38. Communication from Commissioner of Recreation and Parks in relation to an
agreement between the City and the White Plains Performing Arts Center to extend
the lease and operating agreement for an additional five years to June 30, 2019.
39. Ordinance of the Common Council of the City of White Plains to enter into an
agreement with the White Plains Performing Arts Center extending the lease
and operating agreement to a Visual and Performing Arts Center located in
Unit F of the White Plains City Center Condominium.
40. Communication from Director, Youth Bureau, in relation to a grant in the amount of
$24,222, funded by the Drug Free Communities Grant Award.
41. Ordinance of the Common Council of the City of White Plains authorizing the
Mayor or his designee to execute on behalf of the City, an agreement with
Passage to Excellence Corp., to provide a Coalition Coordinator, funded by
the Drug Free Communities Grant Award.
42. Communication from Director, Youth Bureau, in relation to an amendment a
previously approved ordinance to increase the amount of a grant from the
Westchester Clubmen Foundation from $25,000 to $40,000 to operate the Clubmen
Higher Aims Program.
43. Ordinance amending an ordinance adopted October 7, 2013, entitled “An
ordinance of the Common Council of the City of White Plains authorizing the
Mayor, or his designee, to enter into a contract to accept, on behalf of the
City of White Plains (Youth Bureau), an award from the Westchester
Clubmen Foundation to be used to operate the Clubmen Higher Aims
Program and to authorize the Budget Director to amend the FY 2013-2014
Youth Development Fund to reflect this award.”
44. Communication from Acting Chairman, Traffic Commission, in relation to
amendments to the Traffic Ordinance at various locations around the City.
45. Ordinance amending the Traffic Ordinance of the City of White Plains in
relation to modifying the description of “Overnight Flashing of Intersection
Traffic Control Signals - Under Computer Control.”

on behalf of White Plains Hospital Center, 71 East Post Road and 2-4 Longview
Avenue, for a minor amendment to a previously approved site plan for the relocation
of a glass stairwell to the south side of the hospital office building, from the interior
of the building to improve the efficiency for interior circulation and layout.
