This project involves removing and replacing existing chillers. On January 3, 2023 the Common Council adopted an ordinance authorizing the establishment of Capital Project No. C5610 entitled “Public Safety Building Chillers” for the design phase of the project in the amount of $300,000. On September 5, 2023 the Common Council adopted an ordinance amending the project for the purchase of equipment in the amount of $1,200,000. The amount now being requested is $1,800,000 for the construction phase of this project. Submitted herewith is legislation which would authorize the Mayor to direct the Commissioner of Public Works to enter into various contracts as required to complete the capital improvements. The Common Council funded certain light duty vehicles in the adopted 2024-2025 General and Water Fund budgets. This legislation pertains to the remainder of the rolling stock vehicles (heavy- duty) as included in the Capital Improvement Program. The purpose of this project is to perform rehabilitative structural repairs in the garages which includes repairs to membranes, joint repairs, lighting and fans. Submitted herewith is legislation which would authorize the Mayor to direct the Commissioner of Public Works to enter into various contracts, as required, to complete these capital improvements. ROACH t: 914.422.1411 MAYOR f: 914.422.1395 TO: THE HONORABLE COMMON COUNCIL OF THE CITY OF WHITE PLAINS Attached for your consideration is a proposed Ordinance amending the White Plains Municipal Code to implement a demonstration program to impose monetary liability on the owners of vehicles that are recorded on video passing stopped school buses with their stop arms engaged. The State has authorized municipalities to implement this program pursuant to Section 1174-a of the Vehicle and Traffic Law. The ordinance would authorize the City to enter into an agreement with the White Plains City School District to install cameras on the District’s buses in order to monitor vehicles that pass stopped buses. The ordinance would also authorize the City to enter into an agreement with a service provider to provide the cameras and other necessary equipment and otherwise manage and administer the program. The proposed penalties for violations are proposed at the maximum amounts allowed by State law: $250 for a first offense, $275 for a second offense within eighteen months, $300 for a third or subsequent offense within eighteen months and $25 for failing to respond to a notice of violation in a timely fashion. Liability for violations would be placed on the owner of the vehicle. However, a determination of liability is not considered a moving violation against the owner and is not made part of the owner’s driving record. ______________________________ Thomas M.
