Communication from the Mayor requesting authorization to enter into a 2024 Memorandum of Understanding with Sustainable Westchester Inc. for the purpose of establishing continued participation by the City in the Community Choice Aggregation Program. Communication from the Mayor requesting an amendment to the White Plains Municipal Code to utilize signal photo monitoring devices to impose liability on owners of motor vehicles for failure to stop for school buses. Ordinance of the Common Council of the City of White Plains amending Title VIII of the White Plains Municipal Code to add Chapter 8-7 entitled “T raffic- Control Photo Violation Monitoring System” that authorizes the implementation of a demonstration program to impose monetary liability on owners of motor vehicles for failure to stop for school buses that have halted to receive or discharge passengers and establishes penalties for violations enforced with traffic-control signal photo monitoring devices. ADOPTED 6-0 38. Communication from the Mayor requesting authorization to accept a New York State Energy Research and Development Authority grant to purchase electric landscaping equipment. F/S 39. Ordinance of the Common Council of the City of White Plains authorizing the Mayor or his designee to enter into an agreement to accept a grant from the New York State Energy Research and Development Authority to assist in funding the purchase of electric landscaping equipment. ADOPTED 6-0 39 A Communication from the Mayor in relation to the approval and ratification of the June 25, 2024 stipulation of agreement between the negotiating representatives of the City of White Plains and Local 456, I.B.T. and a request to direct the Budget Director to make the necessary transfers from the reserve for financing to fund the increased payments under the agreement, authorizing the Mayor to direct the Commissioner of Finance to start payments under the agreement, and authorizing the Mayor to enter into a collective bargaining agreement containing the terms of the June 25, 2024 stipulation of agreement.
