CITY OF WILLARD BOARD OF ALDERMEN NOVEMBER 26TH, 2007 7:00 P.M. Board present: Mayor, Jamie Schoolcraft; Aldermen Charlie Gugel; Aldermen Paul Hood; Aldermen Gordon O’Quinn; and Aldermen Louie Amodeo. Also in attendance: City Clerk, Kathy Blakemore; CFO, Karen Robson; Municipal Court Clerk, Linda Murray; Director of Development, Randy Brown; Director of Public Works, Charlie Jones; Planning & Zoning Executive Secretary, Lucille Murray; and City Attorney, Doug Harpool. Guest present: Pat Lloyd, Nick Shuler, and Ruth Hunter with the Cross Country Times. Mayor led the Pledge of Allegiance. Mayor called the meeting to order. Roll Call City Clerk, Kathy Blakemore called the roll call, Aldermen Gugel-present, Aldermen Hood-present; Mayor Schoolcraft-present, Aldermen O’Quinn-present, and Aldermen Amodeo-present. Agenda Amendments/Approval of agenda Motion made by Gordon O’Quinn with second by Charlie Gugel to approve the agenda. All votes yes. Motion carried. Minutes Motion made by Gordon O’Quinn with second by Paul Hood to approve the minutes of the Closed Meeting November 13th, 2007 (6:00 p.m.) and the Regular Meeting/Closed Session on November 13th, 2007 (7:00 p.m.). All votes yes. Motion carried. Citizens Input None Financial Report CFO, Karen Robson requested approval of the October Financial Statements. Motion made by Gordon O’Quinn with second by Charlie Gugel to approve the October Financial Statements. All votes yes. Motion carried. Ordinance-Amendment to LDR’s, Alternative to concrete stormwater pipe BILL NO. 07-40 ORDINANCE NO. 071113 Board of Aldermen Minutes Page 1 of 3 November 26th, 2007 AN ORDINANCE ADOPTING AMENDMENTS TO THE WILLARD DESIGN STANDARDS FOR THE CITY OF WILLARD, MISSOURI; REPEALING OR AMENDING INCONSISTENT ORDINANCES AND PROVIDING FOR PENALTIES FOR VIOLATION HEREOF. Second reading by City Clerk, Kathy Blakemore. Motion made by Louie Amodeo with second by Gordon O’Quinn to approve the second reading. Charlie Gugel-yes. Paul Hood-yes. Gordon O’Quinn-yes. Louie Amodeo-yes. All votes yes. Motion carried. Ordinance-Water Rate BILL NO. 07-42 ORDINANCE NO. 071113B AN ORDINANCE RELATING TO THE RATES TO BE CHARGED FOR THE USE OF WATER FROM THE WATER WORKS SYSTEM OF THE CITY OF WILLARD, MISSOURI, PROVIDING FOR A METHOD FOR THE COLLECTION OF SAME, PROVIDING FOR DEPOSITS AND FEES FOR THE USE OF WATER SOLD FROM SAID SYSTEM, PROVIDING FOR AND ESTABLISHING THE COSTS OF THE METER AND INSTALLATION, AND PROVIDING PENALTIES FOR THE VIOLATION OF SAID ORDINANCE. Ordinance-Park Board Advisory Committee BILL NO. 07-43 ORDINANCE NO. 071113C AN ORDINANCE TO RE-ESTABLISH, REORGANIZE AND PROVIDE FOR MAINTENANCE OF PUBLIC PARKS FOR THE CITY OF WILLARD; AUTHORIZE THE MAYOR TO PROCEED WITH THE APPOINTMENT OF A SEVEN-MEMBER ADVISORY BOARD, WITH THE APPROVAL OF THE BOARD OF ALDERMEN, TO SERVE AS THE PARK BOARD, RESCINDING ORDINANCE NUMBER 990111B, AND AMENDING ORDINANCES INCONSISTENT WITH THIS ORDINANCE. Second reading by City Clerk, Kathy Blakemore. Motion made by Gordon O’Quinn with second by Charlie Gugel to approve the second reading. Charlie Gugel-yes. Paul Hood-yes. Gordon O’Quinn-yes. Louie Amodeo-yes. All votes yes. Motion carried. Old Business Mayor stated that at the last board meeting a bid was awarded to Seal Safe for the driveway at the new soccer complex. One of the businesses that placed a bid included Board of Aldermen Minutes Page 2 of 3 November 26th, 2007 gravel. Conco Quarries donated all of the gravel therefore the gravel did not need to be included in the bid. The city allowed the business to re-submit a bid without the gravel. Staff recommendation was Seal Safe. Director of Development, Randy Brown stated that Gary Weber with Missouri Rural Water Association will be at the December 10th, 2007 Board of Aldermen Meeting to speak about the Wellhead Protection Plan. Mayor Jamie Schoolcraft stated that the board would be going into closed session to discuss issues regarding Chapter 610.021 #1-legal and #3-personnel. Motion made by Gordon O’Quinn with second by Louie Amodeo to adjourn the open meeting to executive session. All votes yes. Motion carried.
