CITY OF WILLARD
PLANNING & ZONING
AUGUST 26TH, 2008
7:00 P.M.
Board present: Chairmen, Dale Duvall; Vice Chairmen, Lucille Murray; Executive Secretary,
Bradley Dalton; and Charlie Gugel. Mayor Jamie Schoolcraft and Robert Taylor were not
present.
Also in attendance: City Clerk, Kathy Blakemore; Director of Development, Randy Brown; and
City Attorney Representative, Sativa Boatman-Sloan.
Guest present: Paul Cox and David Melton.
Vice Chairmen, Lucille Murray called the meeting to order.
Roll Call
City Clerk, Kathy Blakemore called the roll call-Charlie Gugel-present; Valorie Simpson-
present; Bradley Dalton-present; and Lucille Murray-present. Robert Taylor, Dale Duvall, and
Mayor Jamie Schoolcraft were not present.
Agenda Amendments/Approval of agenda
Motion made by Valorie Simpson with second by Lucille Murray to approve the agenda.
Charlie Gugel-I; Valorie Simpson-I; Bradley Dalton-I; and Lucille Murray-I. All votes yes.
Motion carried.
Chairmen Dale Duvall arrived at the meeting. Vice Chairmen Lucille Murray turned the meeting
over to Chairmen Dale Duvall.
Minutes 07/22/08
Motion made by Lucille Murray with second by Charlie Gugel to approve the minutes of the
regular meeting on July 22nd, 2008. Charlie Gugel-I; Valorie Simpson-I; Bradley Dalton-I; Dale
Duvall-I; and Lucille Murray-I. All votes yes. Motion carried.
Proposed Cox Minor Subdivision
Motion made by Lucille Murray with second by Valorie Simpson to recommend approval of the
proposed Cox Minor Subdivision to the Board of Aldermen. Charlie Gugel-I; Valorie Simpson-
I; Bradley Dalton-I; Dale Duvall-I; and Lucille Murray-I. All votes yes. Motion carried.
Fox Fire Mini Storage
Director of Development, Randy Brown stated that Roscoe Killingsworth has requested approval
to build another storage building on his commercial property located at 426 W. Jackson.
According to the Land Development Regulations his development will be short 17,860 sq. ft. of
greenspace. Section 15.19 stated the parkland/recreation area of the in lieu of fee contribution is

a one-time assessment based on the number of dwelling units within the development. Any
expansion of an existing development or facility, built prior to the enactment of the
parkland/recreation area requirements shall be charged an amount based on the number of
additional dwelling units. For commercial land $.03 per square foot shall be charged for land
area within the development. Roscoe would be required to pay $535.80 to the Park Department
if this is approved.
Motion made by Lucille Murray with second by Valorie Simpson to approve the in lieu of fee
contribution for Fox Fire Mini Storage in the amount of $535.80. Charlie Gugel-I; Valorie
Simpson-I; Bradley Dalton-I; Dale Duvall-I; and Lucille Murray-I. All votes yes. Motion
carried.

None
Old Business
Director of Development, Randy Brown stated that the city is waiting on the sidewalk drawings
from Olsson Engineering. The chlorination is out for bids. The bids will be opened on
September 18th, 2008. The Jackson and 160 intersection project is still in the works. City is
awaiting design due funding.
Motion made by Lucille Murray with second by Bradley Dalton to adjourn the meeting. Charlie
Gugel-I; Valorie Simpson-I; Bradley Dalton-I; Dale Duvall-I; and Lucille Murray-I. All votes
yes. Motion carried.
