Planning and Zoning Meeting

CITY OF WILLARD PLANNING & ZONING OCTOBER 28TH, 2008 7:00 P.M. Commission present: Mayor Jamie Schoolcraft; Chairmen, Dale Duvall; Vice Chairmen, Lucille Murray; Executive Secretary, Bradley Dalton; Valorie Simpson; Charlie Gugel; and Robert Taylor. Also in attendance: City Clerk, Kathy Blakemore; Community Relations Officer, Kate Gould; Director of Development, Randy Brown; and City Attorney, Doug Harpool. Chairmen Dale Duvall stated that she would turn the meeting over to City Attorney, Doug Harpool for the Public Hearing. City Attorney, Doug Harpool opened the PUBLIC HEARING TO CONSIDER THE CODIFICATION AND REORGANIZATION OF PREVIOUSLY ENACTED ORDINANCES FOR THE CITY OF WILLARD WITH CLEAN-UP LANGUAGE TO COMPLY WITH STATE STATUTES. ALSO, CROSS CONNECTION CONTROL FOR THE WATER SYSTEM AND THE CITY OF SPRINGFIELD’S AIRPORT DISTRICT REGULATIONS. City Attorney, Doug Harpool asked if anyone wished to speak in favor or opposition. No one spoke. Doug closed the Public Hearing. Chairmen Dale Duvall called the meeting to order. Roll Call City Clerk, Kathy Blakemore called the roll call-Robert Taylor-present; Charlie Gugel-present; Valorie Simpson-present; Dale Duvall-present; Mayor Jamie Schoolcraft-present; Bradley Dalton-present; and Lucille Murray-present. Agenda Amendments/Approval of agenda Motion made by Lucille Murray with second by Mayor Jamie Schoolcraft to approve the agenda. All votes yes. Motion carried. Minutes 09/23/08 Motion made by Lucille Murray with second by Mayor Jamie Schoolcraft to approve the minutes of the September 23th, 2008 meeting. All votes yes. Motion carried. Citizens Input None Codification Planning & Zoning Minutes Page 1 of 2 October 28th, 2008 City Attorney, Doug Harpool stated that the codification was just reorganizing our previously enacted regulations to be more accessible. Motion made by Mayor Jamie Schoolcraft with second by Charlie Gugel to recommend to the Board of Aldermen to approve the codification. All votes yes. Motion carried. Cross Connection Control for the Water System City Attorney, Doug Harpool stated that this proposed regulation was to comply with Department of Natural Resources (DNR) on water systems. Director of Development, Randy Brown stated that “Cross Connection Control” was a backflow prevention program that requires backflow prevention devises to be tested annually per DNR. (This item will be voted on at a future meeting.) Airport District Regulations City Attorney, Doug Harpool stated the in the Intergovernmental Agreement with the City of Springfield, the City of Willard agreed to put in place the same type of restricts for land within the airport zone that the City of Springfield has in place. (This item will be voted on at a future meeting.) Old Business Mayor Jamie Schoolcraft stated that the city has recently been put on the priority list for getting four lanes on Highway 160. The City of Willard is number four (4) on the list. Mayor asked for commission members to make phone calls to help reinforce this project. Motion made by Lucille Murray with second by Valorie Simpson to adjourn the meeting. All votes yes. Motion carried.
