May 18, 2022
A regular meeting of the Board of City Commissioners was held on May 18, 2022, at 7:00 p.m. at the City
Meeting Room. Present Commissioners Bill Kary, Lisa Hedstrom, Jim Schacher and Pres. LeeAnn
Domonoske-Kellar.
Motion made by Schacher and seconded Hedstrom to approve the minutes of the last regular meeting
(5-04-22) as presented. All present voted aye, motion carried.
Motion made by Hedstrom and seconded Schacher to approve the minutes of the special meeting held
on May 10, 2022 as presented. All present voted aye, motion carried.
Motion made by Kary and seconded by Hedstrom to approve the agenda as presented. All present
voted aye, motion carried.
Motion made by Schacher and seconded by Kary to increase the City water bills by $18.00 per month.
All present voted aye, motion carried. These funds will be used to pay for the CWSRF/DWSRF loan for
the upcoming water and sewer improvement project.
Motion made by Hedstrom and seconded by Schacher to approve the liquor license transfer for the
County Line Café to serve alcohol at the South Park on July 16, 2022 for Wild in Wilton. All present
voted aye, motion carried.
Motion made by Schacher and seconded by Kary to approve the Washburn American Legions gaming
site applications for the Sportsmen’s Bar and the County Line Café as presented. All present voted aye,
motion carried.
Motion made by Schacher and seconded by Kary to discontinue the City website. All present voted
nay, motion failed.
Motion made by Schacher and seconded by Hedstrom to pay the annual maintenance fee for the City
website. All present voted aye, motion carried.
A draft for updates to ordinance 8.0608 – Application for Liquor License was presented for review.
Motion made by Hedstrom and seconded by Schacher to approve the first reading to repeal ordinance
13.0408 – Business or Labor on Sunday. All present voted aye, motion carried.
The City received a letter from the Federal Deputy Secretary of Treasury stating American Rescue Plan
Act funds can be used to provided competitive wages. The City of Wilton wages are below average. A
10% wage increase would align wages with towns of similar population in North Dakota. Motion made
by Schacher and seconded by Kary to approve using funds from the American Rescue Act Plan to give all
full-time salaried employees a 10% raise effective June 1, 20222. All present voted aye, motion carried.
Motion made by Schacher and seconded by Kary to pay bills as presented. Roll call vote. Aye: Comm.
Kary, Hedstrom, Schacher and Pres. Domonoske-Kellar. Absent: Comm. Clausen. Motion carried.
With no other items for discussion Pres. Domonoske-Kellar declared the meeting adjourned at 7:54 p.m.
