June 1, 2022
A regular meeting of the Board of City Commissioners was held on June 1, 2022, at 7:00 p.m. at the City
Meeting Room. Present Commissioners John Clausen, Bill Kary, Jim Schacher and Pres. LeeAnn
Domonoske-Kellar.
Motion made by Schacher and seconded Clausen to approve the minutes of the last regular meeting (5-
18-22) as presented. All present voted aye, motion carried.
Motion made by Kary and seconded by Clausen to approve the agenda as presented. All present voted
aye, motion carried.
Jackie Fakler and Nevin Jenson with RJR Maintenance and Management and trailer park owner Colton
Schults were present to discuss the compliance issues with the Wilton Trailer Park. Fakler and Schults
presented the Commission with a written plan to improve the conditions in the trailer park.
Analytical reports show the City’s website gets about 100 visitors a week. Adding features to the
website and updating the overall look of the website was discussed.
Motian made by Schacher and seconded by Kary to approve the first reading of the updates to
ordinance 8.0608 – Application for Liquor License. All present voted aye, motion carried.
Motion made by Schacher and seconded by Clausen to approve the second reading and final passage to
repeal ordinance 13.0408 – Business or Labor on Sunday. All present voted aye, motion carried.
The Commissioners agreed to set a new policy requiring all building permit renewal go through the
Commission.
Motion made by Clausen and seconded by Schacher to approve the contract from Braun Intertec for
geotechnical evaluation for boring under the Soo Line Railroad tracks as part of the Water and Sewer
Improvement Project. All present voted aye, motion carried.
Motion made by Clausen and seconded by Schacher to approve the 2023 police contact with McLean
County Sheriffs Office for $103,283.52. All present voted aye, motion carried.
Motion made by Schacher and seconded Kary to approve reallocating budgeted funds to repair the
sidewalk in front of the City Office to the Wilton Pond and use ARPA funds to cover the remaining cost
to repair the sidewalk at the Wilton Pond. All present voted aye, motion carried.
Motion made by Clausen and seconded by Kary to pay bills as presented. Roll call vote. Aye: Comm.
Clausen, Kary, Schacher and Pres. Domonoske-Kellar. Absent: Comm. Hedstrom. Motion carried.
With no other items for discussion Pres. Domonoske-Kellar declared the meeting adjourned at 8:50 p.m.
