November 16, 2022
A regular meeting of the Board of City Commissioners was held on November 16, 2022, at 7:00 p.m. at
the city Meeting Room. Present Commissioners John Clausen, Bill Kary, Lisa Hedstrom, Jim Schacher and
Pres. LeeAnn Domonoske-Kellar.
Motion made by Hedstrom and seconded by Clausen to approve the minutes from November 2, 2022
meeting as presented. All present voted aye, motion carried.
Motion made by Schacher and seconded by Kary to approve the agenda with the addition of health
insurance under new business. All present voted aye, motion carried.
Pres. Domonoske-Kellar updated the commission on the Huisman properties and the Time Out Tavern.
City Court was held on November 9, 2022. Ken Huisman was sited for maintaining a blighted structure,
storage and accumulation of trash or junk and accumulation of refuse. Husiman failed to appear for
court. Judge Schurhamer ordered the properties to be abated.
Adam Aarhus, owner of the Time Out Tavern, was cited for maintaining a blighted structure. Aarhus was
present for court and fined $250.00 and given 30 days to have the west side of the structure sided.
Motion made by Schacher and seconded by Clausen to approve Tand Construction request for payment
for the sum of $94,535.87. All present voted aye, motion carried.
General discussion was held about hiring someone to clean the Memorial Hall.
Discussion was held about the Memorial Hall rentals. The rental rates have not changed since 2013.
Due to the increase in utility costs the Commission agreed the hall rates need to be adjusted. Motion
made by Schacher and seconded by Kary to approve changing the rental rates for the Memorial Hall to
$75.00 for the backroom and $250.00 for the whole hall effective immediately. All present voted aye,
motion carried. Prices quoted for reservation made prior to November 16, 2022 will be honored.
Motion made by Schacher and seconded by Kary to approve the Wilton Fire Departments gaming
application to sell raffle tickets from February 1, 2023 through June 9, 2023. All present voted aye,
motion carried.
General discussion was held about the current employee health plan.
Motion made by Schacher and seconded by Clausen to pay bills as presented. Roll call vote. Aye:
Comm. Clausen, Kary, Hedstrom, Schacher, and Pres. Domonoske-Kellar. Motion carried.
With no other items for discussion Pres. LeeAnn Domonoske-Kellar declared the meeting adjourned at
8:17 p.m.
