August 2, 2023
A regular meeting of the Board of City Commissioners was held on August 2, 2023, at 7:00 p.m. at the
City Meeting Room. Present Commissioners John Clausen, Bill Kary, Lisa Hedstrom, Jim Schacher and
Pres. LeeAnn Domonoske-Kellar.
Motion made by Schacher and seconded by Hedstrom to approve the minutes from July 16, 2023
meeting as presented. All present voted aye, motion carried.
Motion made by Kary and seconded by Clausen to approve the agenda as presented. All present voted
aye, motion carried.
Pres. Domonoske-Kellar opened the public hearing at this time.
The Wilton Public School District petitioned to vacate a portion of 6th Street adjacent to the back of the
school and a section of a alley. The City did not receive any written or verbal protest to the petition.
Motion made by Schacher and seconded by Hedstrom to approve the petition as presented. Aye:
Comm. Kary, Hedstrom and Schacher. Abstain: Comm. Clausen. Motion carried.
The east 80.0’ of Block 4 alley adjoining the previously vacated west 150.3’ if the Block 4 alley and the
part of 6th street North right-of-way that adjoins the east line of Lot 5 Block 4 and the west line of Lot 12
Block 3 in the Kuryllo’s Addition will be vacated by the City.
Pres. Domonoske-Kellar closed the public hearing.
Motion made by Kary and seconded by Schacher to approve the 2024 preliminary budget with a tax
levy of $194,682.35. All present voted aye, motion carried. The final budget hearing will be held on
October 4, 2023 at 6:45 pm.
Tanner IntVeld with Farmers Union Oil was present to discuss the frontage road that adjoins their
property. General discussion was held about the road and possible improvements Famers Union Oil is
considering making to their property.
Motion made Schacher and seconded by Kary to approve the building application for Matt Leidy to
construct a deck at 523 Minnesota Avenue. All present voted aye, motion carried. Leidy is a member of
the Planning and Zoning board and cannot vote on his own application.
General discussion was held about curb stops.
Comm. Kary, Clausen and Schacher met with Joel Allen with the North Dakota Forest Service on July 21,
2023. Grant funding, the Emerald Ash Bore infestation and aging trees were discussed.
Fall Clean Up was set for September 30th and October 28th. The Wilton Landfill will be open both days
from 10:00 am to 2:00 pm.
Motion made by Hedstrom and seconded by Clausen to pay bills as presented. Roll call vote. Aye:
Comm. Clausen, Kary, Hedstrom, Schacher and Pres. Domonoske-Kellar. Motion carried.
With no other items for discussion, Pres. Domonoske-Kellar declared the meeting adjourned at 8:23
p.m.
