August 16, 2023 A regular meeting of the Board of City Commissioners was held on August 16, 2023, at 7:00 p.m. at the City Meeting Room. Present Commissioners John Clausen, Lisa Hedstrom, Jim Schacher and Pres. LeeAnn Domonoske-Kellar. Motion made by Clausen and seconded by Schacher to approve the minutes from August 2, 2023 meeting as presented. All present voted aye, motion carried. Motion made by Hedstrom and seconded by Clausen to approve the agenda as presented. All present voted aye, motion carried. Motion made by Schacher and seconded by Clausen to reallocate the $4,000 budgeted for a snow pusher to purchase a shop press. All present voted aye, motion carried. All left over funds will be used for regular operating supplies. Motion made by Hedstrom and seconded by Schacher to approve Tand Construction pay application 8 for the 2022 improvement project for $182,227.37. All present voted aye, motion carried. Motion made Schacher and seconded by Hedstrom to approve Tand Construction pay application 1 for the 2023 improvement project for $400,693.50. All present voted aye, motion carried. Motion made by Clausen and seconded by Schacher to approve Change Order 3 for the improvement project as presented. All present voted aye, motion carried. Motion made by Schacher and seconded by Hedstrom to accept the $200,000 in de-obligated USACE grant funds from Strasburg, ND. All present voted aye, motion carried. Motion made by Schacher and seconded by Hedstrom to use Arpa funds to have sewer lines in the project area televised. All present voted aye, motion carried. While running the new service line at 28 Dakota Avenue, Tand Construction discovered the stair well was never backfilled when it was closed off. An agreement will be drawn up between the City, the property owner and Tand Construction about who is responsible for repairs and releasing the City and Tand Construction from all future repairs. Motion made by Schacher and seconded by Clausen to approve the Sportsmens Bar liquor license transfer to the Memorial Hall on September 2, 2023 for a wedding reception. All present voted aye, motion carried. A notice will be published in the Leader News to inform property owners to trim all trees and bushes hanging over the City right of ways. Motion made by Clausen and seconded by Schacher to pay bills as presented. Roll call vote. Aye: Comm. Clausen, Hedstrom, Schacher and Pres. Domonoske-Kellar. Absent: Comm. Kary. Motion carried. With no other items for discussion, Pres.
