October 18, 2023 A regular meeting of the Board of City Commissioners was held on October 18, 2023, at 7:00 p.m. at the City Meeting Room. Present Commissioners John Clausen, Bill Kary, Lisa Hedstrom and Jim Schacher and President LeeAnn Domonoske-Kellar. Motion made by Hedstrom and seconded by Schacher to approve the minutes from the budget hearing held on October 4, 2023 as presented. All present voted aye, motion carried. Motion made by Kary and seconded by Hedstrom to approve the minutes from the October 4, 2023 meeting as presented. All present voted aye, motion carried. Motion made by Clausen and seconded by Schacher to approve the agenda as presented. All present voted aye, motion carried. Motion made by Clausen and seconded by Schacher to approve Delta Waterfowls gaming application to hold a raffle on January 20, 2024. All present voted aye, motion carried. Motion made by Clausen and seconded by Kary to approve Tand Construction pay application 10 for the 2022 Improvement project for $286,345.57. All present voted aye, motion carried. Motion made by Schacher and seconded by Kary to approve Tand Construction pay application 3 for the 2023 Improvement project for $2,228.18. All present voted aye, motion carried. The commission discussed a request to install poles around the pond. Concerns of high ground water, possible heaving and multiple other concerns, the board denied the request. Motion made by Hedstrom and seconded by Schacher to approve the renewal for the Blue Cross Blue Shield health insurance plan. All present voted aye, motion carried. Motion made by Clausen and seconded by Kary to approve the Wilton Lions Club gaming application to conduct bingo and a raffle board on November 10, 2023, and a raffle on December 9, 2023. All present voted aye, motion carried. Motion made by Schacher and seconded by Hedstrom to assess the following bills if not paid in full by October 30, 2023 by 10:00 am. All present voted aye, motion carried. Parcel Service Amount 82-3001-00008-005 Mowing $1.763.91 82-0001-00004-000 Utility Bill $819.20 SW-142-80-03-04-010 Utility Bill $264.92 SW-142-80-03-03-100 Abatement $8,500 Motion made by Hedstrom and seconded by Clausen to pay bills as presented. Roll call vote. Aye: Comm. Clausen, Kary, Hedstrom, Schacher and Pres. Domonoske-Kellar. Motion carried. With no other items for discussion, Pres.
