Committee of the Whole

The Committee of the Whole of the Village of Winnebago was held on February 04, 2026, at 6:49 p.m. with President Franklin J. Eubank, Jr. presiding. The link for the employees and the public to attend remotely was made available through GoToMeeting. ROLL CALL PRESENT: ACKERMAN – GRAHAM - KIM – LEFEVRE - MCKINNON – SPRINGER Guests: Attorney Mary Gaziano, Village Administrator Joseph Dienberg, Chief Jeff White, Public Works Director Chad Insko, Treasurer Dana Novinson, Lieutenant Nick Haff 4. ESTABLISHMENT OF A QUORUM – A quorum was established. 5. MEETING GUIDELINES 6. PUBLIC COMMENT – No one requested the opportunity to address the Board. 7. APPROVAL OF MINUTES a. A motion was made by MR. MCKINNON, seconded by MR. KIM to accept the minutes of the January 21, 2026, meeting as presented. Motion carried on a voice vote. 8. DISCUSSION a. The Board discussed the budget for the General, Police, and Public Works funds. Administrator Dienberg thanked Chief White, Director Insko, and Treasurer Novinson for their help in preparing these budgets. There were questions about Lexipol for Admin because of the cost, the cost of elected officials, the cost of animal services, and where fine money goes. Mr. Insko noted the cost of Street lighting is going up, and the income has gone down because of solar, etc. Mr. Dienberg noted his plans for the 2027 budget is for it to be completed by Thanksgiving of 2026. b. The preliminary draft of the Request for Proposal for the Comprehensive Plan and UDO is open. 9. EXECUTIVE SESSION pursuant to 5ILCS 120/2(c) – None needed. 10. NEW BUSINESS 11. ADJOURNMENT A motion was made by MR. LEFEVRE, seconded by MR. KIM to adjourn at 7:59 p.m. Motion carried on a voice vote.
