Changes to the Agenda None III. Public Comment None IV. Approve Previous Meeting Minutes Approved - Decision: 4 - 0 Motion by: Matt Second: Kevin V. Postpone Public Hearing on Main & Mansion Apartments Zoning Appeal Postpone the hearing on the appeal to the Main & Mansion Apartments until November 5, 2019 at 6:30pm. Decision: 4 - 0 Motion by: Kevin Second: Matt VI. Public Hearing: Conditional Use Approval: 9 George Street Mr. Johnson opened a public hearing at 6:45pm to take testimony related to the conditional use request for 9 George Street. Mr. Pajala, as the applicant, presented information related to the proposal which includes the construction of a detached cottage towards the rear of the property. Mr. Pajala noted it would be a one-bedroom unit and include off-site parking. Following Mr. Pajala’s presentation, multiple residents along George Street provided testimony related to the project. Similar themes were presented including concerns about parking; snow removal and storage; emergency service access; utility connections; and additional congestion along George Street. With no further testimony, the hearing on the conditional use request for 9 George Street concluded. VII. Public Hearing: Conditional Use Approval: 159 East Spring Street At approximately 7:25pm the Development Review Board opened a hearing to consider a conditional use application to establish a detached cottage at 159 East Spring Street. Mr. Parisi & Ms. Knowles, as the applicant, presented information related to the proposal. This included a site plan, building elevations, and floor plans. Mr. Parisi also provided information related to a letter from the Winooski Fire Department requesting expanding the access drive to the property. Following discussion with the Development Review At approximately 7:25pm the Development Review Board opened a hearing to consider a conditional use application to establish a detached cottage at 159 East Spring Street. Mr. Parisi & Ms. Knowles, as the applicant, presented information related to the proposal. This included a site plan, building elevations, and floor plans. Mr. Parisi also provided information related to a letter from the Winooski Fire Department requesting expanding the access drive to the property. Following discussion with the Development Review Board, the adjacent property owners provided testimony related to the access drive. It was specifically noted that the access drive is primarily on the property addressed as 26 Hood Street. Ms. Khouri noted the history of the property and that there were discrepancies between the property survey she had versus what was presented. Mr. Keating, representing the Winooski Fire Department provided input related to the letter he provided. Specific discussion related to the width of the fire apparatus and access. Mr. Keating noted that he was willing to work with all the property owners to identify a solution that would ensure the safety of the residents, the fire fighters, and other emergency service workers that may respond to these residents. With no further discussion, the hearing on the conditional use request for 159 East Spring Street was closed. VIII. Public Hearing: Waiver Request: 18 Forest Street At approximately 8:30pm a hearing on the waiver request for 18 Forest Street was opened. Ms. Morse provided an overview of the request noting that an encroachment of approximately 1.5 feet would be needed to accommodate the expansion of an existing mudroom. She noted that the current mudroom already encroaches on the sideyard setback by approximate 1.5 feet therefore the expansion would not encroach any further into the setback than already exists. Mr. and Ms. Bickel-Hayes, as the owners of the property, noted that the project has been discuss with the neighbors and no concerns were raised regarding the project. This was further reinforced by the Development Review Board’s recognition that no residents were in attendance. Following a discussion with the Development Review Board, the hearing was closed. At the conclusion of this hearing Mr. Lumpkin made a motion that was seconded by Mr. Weissberger to enter a closed deliberative session. The Development Review Board voted 4 – 0 to enter the deliberative session. IX. Other Business Mr. Vorwald noted the next meeting would be on November 5, 2019 to discuss the appeal of the zoning permit for the Main & Mansion Apartments. X.
