Box A * Withee, Wisconsin 54498 The Village of Withee Board met on November 14, 2022, in the Municipal Building, Conference Room, at 6:30 p.m. for the regular board meeting. ROLL CALL President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Gehrke, Frankewicz, and Kalepp. Clerk Niemi recorded the minutes. Also, present were Cindy Cardinal and DPW Troy Hatlestad. MINUTES A Frankewicz/Kalepp motion to approve the minutes for the October 10, 2022 regular meeting, October 24, 2022 budget meeting and November 7, 2022 budget meeting carried with all ayes. FINANCIAL STATEMENTS A Shelton/Frankewicz motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS A Frankewicz/Gehrke motion to approve paying the General Account checks 35825 thru 35877, Water Account checks 7134 thru 7144, and Sewer Account check 2527 thru 2530 carried with all ayes. PAYROLL REPORT The board reviewed the employee time cards and payroll report. COMMUNITY INPUT There was no community input. COMMITTEE REPORT Trustee Kalepp reported that a long-time benefactor to the library passed and willed a percentage of the estate to the library. President Lindgren reported on the 11/01/2022 committee meeting that the police had training, school calls, several OWIs, gas drive offs, and budget review. The City of Owen will not charge rent but will charge for half the utilities. The committee approved a raise for Police Chief Fehlman. There was discussion about a few residences that the police need to enforce cleanup. Trustee Shelton asked about underground dog fences which President Lindgren stated that the ordinances require a physical fence or to be tied. POLICE REPORT A Gehrke/Shelton motion to approve the bills paid from 10/06/2022 through 11/02/2022 carried with all ayes. A Gehrke/Shelton motion to approve the 6.55% wage increase from $29.80 to $31.75 per hour effective January 1, 2023, for Patrick Fehlman carried with four ayes and Frankewicz voting nay. Trustee Frankewicz commented that the police aren’t doing anything in the Village as the speeding on the north end of town continues and the ordinances are not being enforced. DEPARTMENT OF PUBLIC WORKS DPW Hatlestad reported that a backup processor was ordered. The pump at the lift station is experiencing seal fail. The pump was lifted out last week for inspection, but nothing was caught in the impeller. B&M Tech is going to bring a spare pump while ours gets rebuilt. Christmas lights will be hung tomorrow. LED lights are in at the municipal building. CLOSED SESSION A Kalepp/Shelton motion at 6:54 p.m. to enter Closed Session pursuant to §Ch. 19.85 (1)(c), “considering employment, promotion, compensation or performance evaluation data of any public employee for employee benefits” carried with all ayes. A Shelton/Kalepp motion to invite DPW Hatlestad and Clerk Niemi into closed session carried with all ayes. A Frankewicz/Kalepp motion to reconvene into open session at 7:02 p.m. carried with all ayes. A Gehrke/Frankewicz motion to approve renewing health insurance with Security Health Plan option H02025X2-UMB-T which has a $6,000 family deductible and depositing $3500 per full-time employee into HSA accounts which will be paid in quarterly amounts carried with all ayes. GENERAL DEPARTMENT A Kalepp/Frankewicz motion to accept the 2022 Year-to-date budget carried with all ayes. Clerk Niemi presented a 2018 survey of election worker pay. A Frankewicz/Shelton motion to increase election poll worker pay from $8.50 to $10.50 per hour to include mileage and hourly wage for any training attended carried with all ayes. A Kalepp/Frankewicz motion to approve the Travelers crime insurance policy renewal carried with all ayes. A Kalepp/Shelton motion to adjourn at 7:04 p.m. carried with all ayes.
