Box A * Withee, Wisconsin 54498 The Village of Withee Board met on February 13, 2023, in the Municipal Building, Conference Room at 6:30 p.m. for the regular board meeting. ROLL CALL President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Gehrke, Frankewicz, and Kalepp. Clerk Niemi recorded the minutes. Also, present were Cindy Cardinal and Daniel Steiner. MINUTES A Frankewicz/Kalepp motion to approve the minutes of the January 9, 2023, regular meeting and January 16, 2023, special meeting carried with all ayes. FINANCIAL STATEMENTS A Kalepp/Frankewicz motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS A Shelton/Kalepp motion to approve paying the General Account checks 35987 thru 36044; Water Account checks 7169 thru 7188; and Sewer Account checks 2539 thru 2541 carried with all ayes. PAYROLL REPORT The board reviewed the employee time cards and payroll report. COMMUNITY INPUT Steiner talked about his property and asked if the Village wanted to extend a street. President Lindgren said the Board would need it to be an agenda item to discuss. Clerk Niemi provided the phone number for the building inspector, Bob Christensen, to Steiner for his questions on new construction. COMMITTEE REPORTS There were no reports. POLICE REPORT The police log was reviewed. There were 127 traffic warnings, 67 traffic citations, and 13 ordinance citations. A Gehrke/Shelton motion to approve the bills paid 01/04/2023 thru 2/07/2023 carried with all ayes. President Lindgren reported on a state grant secured by the department which allows expenditures up to $7,000 on items such as new body cameras, cones, reflective vests, thermal blankets, and stop sticks. Trustee Shelton reported that the current cameras are about 10 years old and will become backups. A Kalepp/Frankewicz motion to approve the equipment purchases by the department to be reimbursed by the grant carried with all ayes. DEPARTMENT OF PUBLIC WORKS Clerk Niemi reported that David Laabs has been maintaining the equipment, organizing the shop, replacing the cylinder on the blade, water testing, wiring in the meter at the new Withee Toss in Wash car wash, and plans to do numerous oil and filter changes. President Lindgren reported on the computer issues at the water plant with both filters running which flooded the basement and covered the floor. Usually, backwashing is alternated on different days with water put in the tank to settle the solids, then pumping water off the top to be sent through the filters. Chad Smith from Owen contacted the Tonka company which is the system manufacturer. There are some reports due in March that Smith will submit. CLOSED SESSION A Frankewicz/Gehrke motion at 6:49 p.m. to enter Closed Session pursuant to §Ch. 19.85 (1)(c), “considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility (to consider applications for Director of Public Works position)” carried with all ayes. A Kalepp/Frankewicz motion to reconvene into open session at 7:53 p.m. carried with all ayes. A Gehrke/Kalepp motion to interview three candidates at three separate meetings: February 16, 20, & 23 at 6 p.m. carried with all ayes. A Kalepp/Shelton motion to adjourn at 7:56 p.m. carried with all ayes.
