Box A * Withee, Wisconsin 54498 The Village of Withee Board met on July 10, 2023, in the Municipal Building Conference Room at 6:30 p.m. for the regular board meeting. ROLL CALL President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Gehrke, Frankewicz, and Kalepp.Clerk Niemi recorded the minutes. Also present were DPW Derek Schad, Cindy Cardinal, and Police Chief Patrick Fehlman. MINUTES A Frankewicz/Kalepp motion to approve the minutes of the June 12, 2023, regular meeting carried with all ayes. FINANCIAL STATEMENTS A Kalepp/Frankewicz motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS A Shelton/Frankewicz motion to approve paying the General Account checks 36256 thru 36295, Water Account checks 7245 thru 7257, and Sewer Account checks 2555 thru 2557 carried with all ayes. PAYROLL REPORT The board reviewed the employee time cards and payroll report. COMMUNITY INPUT There was no community input. COMMITTEE REPORT Trustee Kalepp stated that the library board met last month and finished preparing for Withee Days. POLICE REPORT The police committee is going from monthly meetings to quarterly, unless a special meeting is required. The six-month police incident report for 2023 compared to the entire 2022 was reviewed which shows almost as many calls in 2023 as the entire year of 2022 were handled. Officer Haugstad’s vehicle had the air conditioning fixed, and tires rotated. The department wants to budget for dash cams that would link with the body cameras and upload automatically, with redacting capability. Chief Fehlman has moved to Greenwood. Trustee Frankewicz asked where the police radar trailer is located. In the past it was used by Owen, Withee, and Thorp. Chief Fehlman will look for it. A Gehrke/Shelton motion to approve the police accounts payable disbursements from 06/08/2023 to 7/06/2023 carried with all ayes. DEPARTMENT OF PUBLIC WORKS DPW Schad reported that the streets were crack sealed, the sewer was jetted at the intersection of Cty Hwy X and T which had a lot of sand and grease, the evaporation pond is purple while regenerating the filters, and N.L. Stock unplugged and televised the toilets at the municipal building. The water samples showed no detection of PFAS so will receive a testing waiver, possibly up to six years. Schad is still waiting for Visu-Sewer and the high service pump. He is looking at Diamond Maps for GPS in the Village and four-wheelers. The manhole outside of 408 W Mill Street was plugged and Dave Laabs had to jet to unplug, so the department plans to maintain monthly. CLOSED SESSION A Kalepp/Frankewicz motion at 6:50 pm to enter Closed Session pursuant to §Ch. 19.85 (l)(c), “considering employment, promotion, compensation or performance evaluation data of any public employee (employee call- in wage)” carried with all ayes. A Kalepp/Frankewicz motion to invite Derek Schad and Ellen Niemi into closed session at 6:51 p.m. carried with all ayes. A Kalepp/Shelton motion to reconvene into open session at 7:05 p.m. carried with all ayes. A Frankewicz/Gehrke motion to approve a minimum call-in of two hours at overtime wage effective 07/01/2023 for DPW Derek Schad carried with all ayes. GENERAL DEPARTMENT A Gehrke/Frankewicz motion to approve cyber liability insurance premium of $2,115.00 included with the Liability and Property Insurance renewal from Spectrum Insurance through LWMMI with the no-fault sewer backup for a total premium cost of $21,406 carried with all ayes. A Shelton/Kalepp motion to approve applying for the Wisconsin Election Commission 2023 Accessible Voting Equipment Subgrant and purchasing items costing up to $750 carried with all ayes. A Gehrke/Frankewicz motion to approve Resolution 01-07-23 to amend the 2022 budget and appropriate funds carried with all ayes. A Shelton/Kalepp motion to approve closing the Public Works and General Savings accounts, depositing $200,000 each into two (2) 3D-CD (19 Months), depositing the remaining savings money into a Business Charitable Money Market Account (BCMMA) selecting the Owen-Withee Community Ambulance Service as the charity, with President Everett Lindgren and Clerk Ellen Niemi as authorized signers on both 3D-CDs and the BCMMA at Forward Bank carried with all ayes. Clerk Niemi mentioned she received her Wisconsin Certified Municipal Clerk designation for education and experience requirements from the WMCA. A Kalepp/Shelton motion to adjourn at 7:44 p.m. carried with all ayes.
