Box A * Withee, Wisconsin 54498 The Withee Village Board met on Wednesday, August 7, 2024, at 5 p.m. in the Municipal Building, Conference Room for the Board of Review (BOR). Board of Review Chair, Randy Shelton, called the meeting to order at 5 p.m. Roll call was answered by Everett Lindgren, Randy Shelton, Heather Mueller, William Kroeplin, Susan Kalepp, and Clerk Ellen Niemi. Clerk Niemi recorded the meeting. Also, in attendance was Mike Kochaver of Bowmar Appraisal, Inc and Cindy Cardinal. Clerk Niemi confirmed that all the appropriate notices were made for the Board of Review. The notice was placed on the Village website, published in the Enterprise Sentinel and Rural News, and posted at the Village Municipal Building, Forward Bank, and Withee Post Office. Clerk Niemi received the mandatory 2024 board of review training on May 8, 2024, completed the exam and submitted the notarized affidavit of training participation. Clerk Niemi verified that Everett Lindgren, Randy Shelton, Heather Mueller, William Kroeplin, and Susan Kalepp received the mandatory 2024 board of review training on July 24, 2024, completed the exams, and submitted the notarized affidavits of training participation. The Board of Review Member Training affidavit was filed with the Department of Revenue. Clerk Niemi verified that the Village has an ordinance for the confidentiality of income and expense information provided to the Assessor under state law (Wis. Stat. §70.47(7)(af)). Ordinance #01-07-2024 was approved by the Village Board at the July 8, 2024 regular meeting and notice of the ordinance was published in the Enterprise Sentinel and Rural News on July 17, 2024. The assessor presented the board with an assessor update for 2024. Bowmar Appraisal completed the full revaluation for every piece of property in the village where they picked up a lot of new construction. Revaluation caused an increase of overall value from $19.2 million to $33 million. The Village gained $1.6 million in net new construction. The Village is now back in compliance at 102% with values set at market value. Bowmar received under 20 calls, with less than five properties receiving minor changes to revalue during Open Book. The Board of Review received the assessment roll and the sworn statement from the clerk. The assessment roll was reviewed for errors and omitted property; none were found. No taxpayers were present to examine the assessment roll. Clerk Niemi did not have to swear in the Assessor for testimony, as there were no objectors. There were no objections received 48 hours in advance. There were no objectors present; therefore, the clerk did not have to report on notification of the decisions.
