Box A * Withee, Wisconsin 54498 The Village of Withee Board met on August 12, 2024, in the Municipal Building Conference Room at 6:30 pm for the regular board meeting. ROLL CALL President Lindgren called the meeting to order. Roll call was answered by Trustees Lindgren, Shelton, Kroeplin, and Kalepp. Trustee Mueller was absent. Clerk Niemi recorded the minutes. Also present were DPW Derek Schad, Police Chief Patrick Fehlman, Mary Rosiejka, and Cindy Cardinal. MINUTES A Kalepp/Kroeplin motion to approve the minutes of the July 8, 2024, regular meeting, July 24, 2024 special meeting, and August 7, 2024 Board of Review carried with all ayes. FINANCIAL STATEMENTS A Shelton/Kalepp motion to approve the monthly financial statements for the General, Water, and Sewer Accounts carried with all ayes. PAYMENT OF BILLS A Kroeplin/Shelton motion to approve General Account checks 36848 thru 36902, Water Account checks 7404 thru 7414, and Sewer Account checks 2591 thru 2593 and online payments as presented carried with all ayes. PAYROLL REPORT The board reviewed the employee time cards and payroll report. COMMUNITY INPUT There was no community input. COMMITTEE REPORT No reports as no meeting for library board nor police committee. RESOLUTION NO. 01-08-2024 TO ACCEPT ORDINANCE ADOPTED BY O-W-C FIRE AND EMS DISTRICT COMMISSION TO CHARGE MITIGATION RATES A Lindgren/Shelton motion to approve Resolution No. 01-08-2024 accepting an ordinance adopted by O-W-C Fire and EMS District Commission to charge mitigation rates for the deployment of emergency and non- emergency services by the fire department carried with three ayes and Kroeplin abstaining. POLICE REPORT Chief Fehlman reported that the abatement was completed for 805 Dania Street and that the Silent Auction for items of value was posted with a deadline of August 21, 2024. The department has been working on cases of fraud, drugs, and domestic incidences. He plans to work on traffic patrol and junk ordinance enforcement. DEPARTMENT OF PUBLIC WORKS DPW Derek Schad reported that the overlaying was completed on Clover and Pine Streets. Shouldering of the roads will be done after it sets. He is flushing hydrants next week which is earlier than usual because the City of Owen is painting their tower. Due to railroad and county road signage requirements, the flashing signs won’t be allowed where originally planned for the Traffic Calming Grant. The Clark County Health Department approved Schad ordering another electronic sign to install by the north end of Withee to calm traffic. A Kalepp/Kroeplin motion to accept the changes for the Traffic Calming Grant purchases with an additional speed sign and eliminating the green flashing signs carried with all ayes. GENERAL DEPARTMENT A Shelton/Kroeplin motion to approve a Class “B” beer license for Liberty Square Gas Station Inc, DBA Restaurant Withee (Suite B), Agent Mellisa McPherson carried with all ayes. A Kroeplin/Kalepp motion to approve a Class “A” beer license for Liberty Square Gas Station Inc. DBA Refuel Pantry-Withee (Suite A), Agent Mellisa McPherson carried with all ayes. A Kalepp/Shelton motion to approve a “Class A” liquor license for Liberty Square Gas Station Inc DBA Refuel Pantry-Withee (Suite A), Agent Mellisa McPherson carried with all ayes. Liberty Square Gas Station Inc is purchasing the Withee Mobil Mart, Inc building at 212 Division Street on August 20, 2024. A Kalepp/Kroeplin motion to adjourn at 6:44 pm carried with all ayes.
