1 April 7, 2025 CITY OF WYANDOTTE REGULAR CITY COUNCIL MEETING A Regular Session of the Wyandotte City Council was held in Council Chambers and via Virtual Telecommunication methods, due to COVID-19 in accordance with Wayne County Local Public Health Department “Guidance for Meetings of Governmental Bodies” and PA228 of 2020, using the Zoom Audio platform, on Monday, April 7, 2025, and was called to order at 7:00 pm with Honorable Mayor Robert A. DeSana presiding. The meeting began with the Pledge of Allegiance, followed by roll call. Present: Mayor Robert A. DeSana, Councilpersons Robert Alderman, Christopher Calvin, Kaylyn Crayne, Todd Hanna, Rosemary Shuryan, Kelly Stec ABSENT: None Also Present: Todd Browning, City Treasurer; Theodore Galeski, City Assessor; William R. Motion unanimously carried. 2025-90 DUWA ODOR MITIGATION EFFORTS By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the communication from Dan Alford, DUWA System Manager, regarding DUWA odor mitigation efforts as of March 2025 is hereby received and placed on file. Motion unanimously carried. 2025-91 2025 FISCAL YEAR BUDGET AMENDMENTS By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the Council hereby concurs in the recommendations of the Deputy Treasurer/Assistant Finance Director and approves the necessary 2025 Fiscal Year Budget amendments as presented at the meeting on April 7, 2025. Motion unanimously carried. 2 April 7, 2025 2025-92 CITY OF WYANDOTTE GRANTS FUND DEFICIT ELIMINATION PLAN By Councilperson Stec, supported by Councilperson Shuryan WHEREAS, the financial statements of the City of Wyandotte show a deficit in the Grants Fund; and WHEREAS, the City of Wyandotte is required to adopt A Deficit Elimination Plan that addresses said deficit in the Grants Fund; and WHEREAS, the staff has prepared the attached proposed Deficit Elimination Plan to address the requirement BE IT RESOLVED that the Council adopts the attached Deficit Elimination Plan; and BE IT FURTHER RESOLVED BY CITY COUNCIL, That the Deputy Treasurer/Assistant Finance Director be and hereby is directed to make any necessary filings of the Deficit Elimination Plan to ensure compliance with accounting requirements. Motion unanimously carried. 2025-93 RENEWAL OF CROSS CONNECTION CONTROL PROGRAM – WATER DEPT. By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the Council concurs with the Municipal Services Commission, authorizing the General Manager to sign the two-year cross-connection control program renewal agreement for the period June 1, 2025 – May 31, 2027, with HydroCorp., in the amount of $39,131.38 and conformance with the professional services procurement procedures, as recommended by WMS management. Motion unanimously carried. 2025-94 GARFIELD ELEMENTARY ROAD CLOSURE REQUEST – SPRING 2025 EVENTS By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the Council approves the request of James Pack, Family Engagement Coordinator at Garfield Elementary School, to close east- and westbound Superior Blvd. between 3rd and 4th Streets for events at the following dates and times: 2025 Fun Run - April 25, 8:30 AM – 3 PM 2025 Family Picnic - May 16, 3:30 PM – 9 PM 2025 Water Party - June 9, 8:30 AM - 3:30 PM BE IT FURTHER RESOLVED that the Department of Public Service shall deliver and pick up barricades prior to, and at the end of, each event for use by the school. BE IT FURTHER RESOLVED that the appropriate school representative, or its district office, shall complete a Hold Harmless Agreement, as prepared by the Department of Legal Affairs. Motion unanimously carried. 2025-95 RENEWAL OF LICENSE AGREEMENT: BLUE WATER EXPLORATIONS By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the Council has received the communication from the City Engineer and Superintendent of Recreation, Leisure & Culture regarding the Renewal of License Agreement with Blue Water Explorations, Ltd., DBA Diamond Jack's River Tours, and concurs with the recommendation to approve the Renewal of License, AND BE IT FURTHER RESOLVED that the Mayor and the City Clerk are authorized to execute the Renewal of License for the period from May 30, 2025, to October 3, 2025, to utilize the Bishop Park dock for a fee of $250 for each private tour. Motion unanimously carried. 2025-96 2025 BISHOP PARK CONCESSION LEASE By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the City Council concurs in the recommendation of the Superintendent of Recreation to award a one-year extension to operate the Bishop Park Concession Stand for the 2025 3 April 7, 2025 season to Mohammed Motahhar, in the amount of $1,000, provided the proper insurance is placed on file in the City Clerk's Office and all stipulations are adhered to as outlined in said lease; AND BE IT FURTHER RESOLVED that the Council authorizes the Mayor and City Clerk to sign said lease agreement on behalf of the City of Wyandotte Motion unanimously carried. 2025-97 SPECIAL EVENTS: 2025 WYANDOTTE BOAT CLUB REGATTAS By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the Council approves the application of the Wyandotte Boat Club to hold the 2025 Rowing Regattas. April 26th, 2025: Hebda Cup 6 am to 6 pm BASF Waterfront Park Biddle Avenue from Pine to Plum Street May 3rd, 2025: WY-HI Rowing Regatta 6 am to 6 pm BASF Waterfront Park Biddle Avenue from Pine to Plum Street Items noted are per event: 15 water barrels 25 cones 2 arrow boards Signage to be created - Stop, Do Not Enter, No Parking, etc. 150 feet of fencing 20 trash barrels with trash bags BE IT FURTHER RESOLVED that if there is bad weather, the events will run on the following days. The Chief of Police, Fire Chief and Superintendent of the Department of Public Service have reviewed this application/event and approved with the recommendation the organization sign a hold harmless agreement as well as add the City of Wyandotte as additional insured as well as pay the $500 fee per event that totals $1,500 associated with the use of city property and staff time. 25% of the $1,500 = $375 is due the following business day after this council meeting date. Motion unanimously carried. 2025-98 SPECIAL EVENT APPLICATION: WOW 360 By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the Council approves the special events application and use of city property: Name of Event: Bark on Biddle Dates to use city property: May 29th - June 1st, 2025 Dates of event: May 30th - June 1st, 2025 Property to be used: Portion of Parking Lot #1 and portion of Bishop Park - fencing must not go to the railing of the waterfront, so the public can walk along the water during set-up and when the event is taking place. City Needs: Water and Electrical hook-up - to be paid in full to the Special Events Office prior to the event set up. Fencing, barricades, showmobile, tables, chairs, dumpsters, etc. A detailed list is to be sent to the Special Events Office and emailed to the departments prior to the event set up. Cost for the use of city property: A fee of $3,500 for the first day of use of Parking Lot #1 and a portion of Bishop Park for an event with the sale of alcohol $300 - days for the use of city property after the first day 25% of the $3,800 is due the following business day after if council approves the event application. Amount due - $950 Name of Event: Swiggin' Pig Dates to use the city property: June 5th - June 8th, 2025 Dates of event: June 6 - June 7th, 2025 4 April 7, 2025 Property to be used: Portion of Parking Lot #1 and portion of Bishop Park - fencing must not go to the railing of the waterfront, so the public can walk along the water during set-up and when the event is taking place. City Needs: Water and Electrical hook-up - to be paid in full to the Special Events Office prior to the event set up. Fencing, barricades, showmobile, tables, chairs, dumpsters, etc. A detailed list is to be sent to the Special Events Office and emailed to the departments prior to the event set up. Cost for the use of city property: A fee of $3,500 for the first day of use of Parking Lot #1 and a portion of Bishop Park for an event with the sale of alcohol $450 - days for the use of city property after the first day 25% of the $3,950 is due the following business day after if council approves the event application. Amount due - $987.50 Name of Event: Wyandotte Wine Crawl Dates to use the city property: August 15th and 16th, 2025 Dates of event: August 16th, 2025 Property to be used: Portion of Parking Lot #1 City Needs: Water and Electrical hook-up - to be paid in full to the Special Events Office prior to the event set up. Fencing, barricades, showmobile, tables, chairs, dumpsters, etc. A detailed list is to be sent to the Special Events Office and emailed to the departments prior to the event set up. Cost for the use of city property: A fee of $2,500 for the first day of use of Parking Lot #1 and a portion of Bishop Park for an event with the sale of alcohol $150 - days for the use of city property after the first day 25% of the $2,650 is due the following business day after if council approves the event application. Amount due - $662.50 Name of Event: Wyandotte Beer Fest Dates to use city property: September 18th and 19th, 2025 Dates of event: September 19th, 2025 Property to be used: Portion of Parking Lot #1 and portion of Bishop Park City Needs: Water and Electrical hook-up - to be paid in full to the Special Events Office prior to the event set up. Fencing, barricades, showmobile, tables, chairs, dumpsters, etc. A detailed list is to be sent to the Special Events Office and emailed to the departments prior to the event set up. Cost for the use of city property: A fee of $2,500 for the first day of use of Parking Lot #1 and a portion of Bishop Park for an event with the sale of alcohol $105 - days for the use of city property after the first day 25% of the $2,650 is due the following business day after if council approves the event application. Amount due - $662.50 Name of Event: Fire and Flannel Fest Dates to use city property: September 25th- 27th, 2025 Dates of event: September 26-27th 2025 Property to be used: Portion of Parking Lot #1 and portion of Bishop Park - fencing must not go to the railing of the waterfront, so the public can walk along the water during set-up and when the event is taking place. City Needs: Water and Electrical hook-up - to be paid in full to the Special Events Office prior to the event set up. Fencing, barricades, showmobile, tables, chairs, dumpsters, etc. A detailed list is to be sent to the Special Events Office and emailed to the departments prior to the event set up. Cost for the use of city property: A fee of $3,500 for the first day of use of Parking Lot #1 and a portion of Bishop Park for an event with the sale of alcohol $300 - days for the use of city property after the first day 25% of the $3,800 is due the following business day after if council approves the event application. Amount due - $950 Name of Event: Tacos, Hops, and Tequila Dates to use city property: October 3rd-4th, 2025 Dates of event: October 4th, 2025 Property to be used: Portion of Parking Lot #1 and portion of Bishop Park 5 April 7, 2025 City Needs: Water and Electrical hook-up - to be paid in full to the Special Events Office prior to the event set up. Fencing, barricades, showmobile, tables, chairs, dumpsters, etc. A detailed list is to be sent to the Special Events Office and emailed to the departments prior to the event set up. Cost for the use of city property: A fee of $2,500 for the first day of use of Parking Lot #1 and a portion of Bishop Park for an event with the sale of alcohol $150 - days for the use of city property after the first day 25% of the $2,650 is due the following business day after if council approves the event application. Amount due - $662.50 Total 25% of all requested events/use of city property - $4,875.00 plus the Special Events fee per application of $100 ($600 for 6 event applications) for the total amount due - $5,475.00 Any tents on city property must be weighted (no stakes are allowed to be used to anchor tents) to prevent collapse. Clean up before/during, and after the event must be done by WOW 360 LLC. This means any glass, spills, and broken items will need to be cleaned during the event. WOW 360 LLC must add the City of Wyandotte as additional insurance to their insurance policy and sign a hold harmless agreement. Bounce House Companies - All Sons Rentals Inc - that will be at any WOW 360 LLC event, must add the City of Wyandotte as additional insured to their insurance policy. Any requests made after this letter is reviewed and approved will be evaluated by the Special Events Coordinator and necessary Department Heads for approval/denial Motion unanimously carried. 2025-99 TRAFFIC CONTROL ORDER 2025-1 By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the Council concurs with the recommendation of Chief Hamilton as set forth in Traffic Control Order 2025-1 for the installation of "Handicap Signs" at 156 Vinewood, Wyandotte, MI 48192. BE IT FURTHER RESOLVED that the Department of Public Service be directed to install said signs and the City Clerk be authorized to sign said order. Motion unanimously carried. 2025-100 TRAFFIC CONTROL ORDER 2025-2 By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the Council concurs with the recommendation of Chief Hamilton as set forth in Traffic Control Order 2025-2 for the installation of "Handicap Signs" at 3326 11th Street, Wyandotte, MI 48192. BE IT FURTHER RESOLVED that the Department of Public Service be directed to install said signs and the City Clerk be authorized to sign said order. Motion unanimously carried. 2025-101 PLANNED DEVELOPMENT APPLICATION: 2000 BIDDLE AVENUE By Councilperson Stec, supported by Councilperson Shuryan RESOLVED that the communication from the Planning Commission regarding the Phase I Preliminary Site Plan and Phase II Final Site Plan for the project at 2000 Biddle Avenue, Wyandotte, is hereby received and placed on file; AND WHEREAS the Planning Commission held a public hearing on March 20, 2025, and after said public hearing the Planning Commission determined that said use is in compliance with the planned development representations made at the time of approval and, with the recommendation of the City Engineer, approved the plan as a final plan, meeting the requirements set forth in §190.279 of the Zoning Ordinance along with the following to be incorporated into the final plan: • Planting areas along Ford Avenue and Biddle Avenue approved as presented. • Irrigated, landscaping detail, and lighting associated with Section 190.325Q-R to be submitted and approved by the City Engineer. 6 April 7, 2025 • The existing pole sign is to be removed, and a new sign is to be constructed in compliance with the City’s Zoning Ordinance and approval by the City Engineer. • Removal of the driveway apron off of Biddle Avenue (one (1) entrance off Biddle Avenue and one (1) entrance off of Ford Avenue). •Dumpster enclosure details are required as indicated on page C3.1 dated 11/01/2024, with approval by the City Engineer; AND BE IT FURTHER RESOLVED, that the Council approves the 43 parking spaces. BE IT FURTHER RESOLVED that the Council hereby APPROVES plans for a new gas station at 2000 Biddle Avenue and will now become an integral part of the PD District, and for purposes of recordation shall be referred to as Planned Development No. 2025-101. Approval of the final site plan shall be effective for a period of three (3) years, providing that development is commenced within one (1) year, as evidenced, at a minimum, by issuance of a building permit. Suppose development is not commenced within one (1) year or not completed within three (3) years. In that case, the Planning Commission shall review progress to date and make a recommendation to the City Council as to action relative to permitting continuation under the original approval. Motion unanimously carried. NEW BUSINESS 2025-102 PLANNED DEVELOPMENT APPLICATION: 1794 OAK STREET By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the Council that the communication from the Planning Commission and the City Engineer regarding the proposed use as kitchen space at 1794 Oak Street is hereby received and placed on file; AND WHEREAS the Planning Commission held a public hearing on March 20, 2025, and after said public hearing the Planning Commission determined that said use is in compliance with the planned development representations made at the time of approval and, with the recommendation of the City Engineer, approved the plan as a final plan, meeting the requirements set forth in §190.279 of the Zoning Ordinance along with a parking variance of 30 parking spots for entire building. BE IT FURTHER RESOLVED that the Council hereby APPROVES the use of a baking space for making loose teas and herbs at 1794 Oak and will now become an integral part of the PD District, and for purposes of recordation shall be referred to as Planned Development No. 2025-102. Approval of the final site plan shall be effective for a period of three (3) years, providing that development is commenced within one (1) year, as evidenced, at a minimum, by issuance of a building permit. If development is not commenced within one (1) year or not completed within three (3) years, the Planning Commission shall review progress to date and make a recommendation to the City Council as to action relative to permitting continuation under the original approval. Yays: Councilpersons Alderman, Calvin, Hanna, Shuryan, Stec Nays: None Abstain: Crayne 2025-103 PROCLAIM WORKERS' MEMORIAL DAY By Councilperson Stec, supported by Councilperson Shuryan WHEREAS, on April 28th, 1971, the Occupational Safety and Health Act (OSHA) went into effect, promising every worker the right to a safe job, AND WHEREAS, every year on April 28th, communities and worksites around the world honor friends, family members, and colleagues who have been killed or injured on the job; AND WHEREAS, the U.S. Department of Labor, and the Federal Bureau of Labor Statistics estimates that Michiganders have died while on the job at an average rate of 147 people per year over the past decade1; AND 7 April 7, 2025 WHEREAS, the 2024 National Census of Fatal Occupational Injuries found that a worker died every 99 minutes from a work-related injury; AND WHEREAS, it is appropriate to honor the memory of the courageous and dedicated members of Michigan's labor force who have been injured or disabled or have died as a result of workplace accidents; AND WHEREAS, we remember those who have died in workplace catastrophes, suffered occupational-related diseases, or have been injured due to dangerous conditions; AND WHEREAS, recognition of the integrity of Michigan's workforce and its achievements on behalf of the economic growth of our state is necessary; AND WHEREAS, the City of Wyandotte, Michigan, wishes to pay tribute to the workers who have died or been injured or disabled in workplace accidents. We honor the contributions of Michigan's workforce and call for increased workplace safety; AND WHEREAS, the City of Wyandotte renews our efforts to seek stronger workplace safety and health protections, better standards and enforcement, and fair and just compensation; and by rededicating ourselves to improving safety and health in every city workplace; NOW, THEREFORE, BE IT RESOLVED by the Wyandotte City Council that the members of this legislative body declare April 28, 2025, as Workers Memorial Day in the City of Wyandotte, Michigan. Motion unanimously carried. 2025-104 REAPPOINTMENTS TO VARIOUS COMMISSIONS By Councilperson Stec, supported by Councilperson Shuryan RESOLVED that City Council hereby CONCURS with the recommendation of Mayor DeSana to reappoint the following residents: BEAUTIFICATION COMMISSION – Term to Expire April 2028 Jacqueline Blackmore Joanna Brookshire Wendy Leach Mary Pilon Alice Ugljesa MUNICIPAL SERVICE COMMISSION – Term to Expire April 2030 Carolyn Harris Motion unanimously carried. 2025-105 APPOINTMENT OF CITY ENGINEER – JESUS R. PLASENCIA By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the City Council hereby CONCURS in the recommendation of Mayor Robert DeSana to appoint Jesus R. Plasencia as the City Engineer; AND BE IT FURTHER RESOLVED that the Council recognizes and APPROVES the Employment Agreement commencing on April 21, 2025, through April 22, 2027; AND BE IT FURTHER RESOLVED, Council authorizes the Mayor and City Clerk to sign said agreement. AND FURTHER that the City Attorney be directed to prepare the appropriate ordinance. Motion unanimously carried. 2025-106 HIRING: TWO FULL-TIME DISPATCHERS – P. NGUYEN & L. GALLORO By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the Council acknowledges receipt of the communication from the Human Resource Specialist regarding the Full Time Dispatcher positions at the Downriver Central Dispatch/Police Department and concurs with the recommendation therein and hereby declares said position vacant and authorizes the filling of such vacancy AND; 8 April 7, 2025 BE IT FURTHER RESOLVED that the Council approves the hiring of Phuong Anh Nguyen and Leanne Galloro as Full-Time Dispatchers in the Downriver Central Dispatch/Police Department contingent on successful completion of pre-employment physical, drug screening, background check, and psychological evaluations. Motion unanimously carried. 2025-107 HIRING: 2 PROBATIONARY POLICE OFFICERS – B. SMITH & C. FERRER-PEREZ By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the Council acknowledges receipt of the communication from the Human Resource Specialist regarding the Probationary Police Officer positions within the Police Department and concurs with the recommendation therein and hereby declares said positions vacant and authorizes the filling of such vacancies AND; BE IT FURTHER RESOLVED that the Council approves the hiring of Bradd Smith and Christian Ferrer- Perez as Probationary Police Officers in the Police Department, contingent on the successful completion of physical, drug screening, and psychological examinations. Motion unanimously carried. 2025-108 HIRING: DPS MECHANIC – K. POWERS JR. By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the Council acknowledges receipt of the communication from the Human Resource Specialist regarding the Mechanic position at the Department of Public Service and concurs with the recommendation therein and hereby declares said position vacant and authorizes the filling of such vacancy AND; BE IT FURTHER RESOLVED that the Council approves the hiring of Kenneth Powers Jr. as a Mechanic in the Department of Public Services contingent on successful completion of physical, drug screen, and background check. Motion unanimously carried. 2025-109 PULASKI PARK OUTDOOR FITNESS COURT INSTALLATION QUOTE By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the Council approves and accepts the quote from Nationwide Fixture Installations for the labor of the outdoor fitness court that will be installed at Pulaski Park for $28,500, funded from the TIFA Parks account (#492-200-850-524). BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to sign the quote from the National Fitness Campaign. Motion unanimously carried. 2025-110 2025 COMPOSTING AGREEMENT By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the Council approves the Composting Agreement with Regulated Resource Recovery, Inc. to provide processing of compost materials for the City at the unit rate of $8.75 per cubic yard, and BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to execute said Composting Agreement, and the Department of Public Services is authorized to deliver compost materials to Regulated Resource Recovery as necessary. Motion unanimously carried. 9 April 7, 2025 2025-111 REZONING OF PROPERTY AT 2909-2911 BIDDLE AVENUE By Councilperson Stec, supported by Councilperson Shuryan BE IT RESOLVED that the communication from the Planning Commission regarding the rezoning of the property known as 2909-2911 Biddle Avenue is hereby received and placed on file; AND BE IT FURTHER RESOLVED that Council concurs with the recommendation of the Planning Commission and hereby denies the rezoning of the property known as 2909-2911 Biddle Avenue, and that the property remains zoned as Central Business District (CBD). Motion unanimously carried. 2025-112 SALE OF VACANT PROPERTY – CORNER OF PERRY PLACE & JAMES ST. By Councilperson Stec, supported by Councilperson Shuryan RESOLVED that the Council concurs with the recommendation of the City Engineer regarding the sale of the vacant property on the southeast corner of Perry Place and James Street; AND BE IT RESOLVED that the Council accepts the offer from Carrie Wieckowski, 317 Perry Place, to acquire the vacant lot on the southeast corner of Perry Place and James Street for the amount of $1,800; AND BE IT FURTHER RESOLVED that the Department of Legal Affairs is hereby directed to prepare the necessary documents, and the Mayor and Clerk are hereby authorized to sign said documents. Motion unanimously carried. 2025-113 SALE OF FORMER 910 ANTOINE STREET By Councilperson Stec, supported by Councilperson Shuryan RESOLVED that the communication from the City Engineer regarding the City-owned property located at the former 910 Antoine is hereby received and placed on file; AND BE IT FURTHER RESOLVED that the Council concurs with the recommendation to sell the property known as the former 910 Antoine to Dylan Neal for the amount of $10,000.00; AND BE IT FURTHER RESOLVED that if the Purchaser(s), Dylan Neal, does not undertake development within six (6) months, or complete construction within one (1) year, it will result in the Seller’s right to repurchase property, including any improvements, for one ($1.00) dollar. Motion unanimously carried. 2025-114 SALE OF FORMER 1117 7TH STREET By Councilperson Stec, supported by Councilperson Shuryan RESOLVED that the communication from the City Engineer regarding the City-owned property located at the former 1117 7th Street is hereby received and placed on file; AND BE IT FURTHER RESOLVED that the Council concurs with the recommendation to sell the property known as the former 1117 7th Street for the amount of $10,000.00; AND BE IT FURTHER RESOLVED that if the Purchaser(s), Tony Manzella, does not undertake development within six (6) months, or complete construction within one (1) year, it will result in the Seller’s right to repurchase the property, including any improvements, for eight thousand ($8,000.00) dollars. Motion unanimously carried. 10 April 7, 2025 2025-115 SPECIAL ASSESSMENT DISTRICT #951 – GRADING AND PAVING OF ALLEY By Councilperson Stec, supported by Councilperson Shuryan WHEREAS the time has arrived for the hearing before this Council and the Finance Department on Special Assessment District #951 for the purpose of defraying that part of the cost which Council decided should be paid and borne by a special assessment (alley pavement reconstruction from Oak, Chestnut, 2nd Street and 1st Street) within the City of Wyandotte, County of Wayne, State of Michigan and said roll having been duly presented to this Council by the Finance Department, AND WHEREAS after such hearing this council is of the opinion that said roll should be approved and confirmed; NOWBE IT RESOLVED that Special Assessment Roll #951 as filed by the Finance Department with the City Clerk be hereby approved and confirmed that this Council does hereby estimate that the period of usefulness of said improvements is not less than five (5) years and that the assessments shown on said roll be divided by 5 annual installments, payable by the first day of June each year from 2025 to 2029; AND FURTHER RESOLVED that the City Clerk transmit said roll to the City Treasurer with his warrant for collection accordingly; AND FURTHER RESOLVED that the installments for each Special Assessment Roll shall bear interest at the rate of six percent (6%) per annum commencing July 1, 2025, with said interest to be paid annually on the due dates of the principal installments of said Special Assessment Roll.
