CITY OF WYANDOTTE
REGULAR CITY COUNCIL MEETING
A Regular Session of the Wyandotte City Council was held in Council Chambers and via Virtual
Telecommunication methods, due to COVID-19 in accordance with Wayne County Local Public Health
Department “Guidance for Meetings of Governmental Bodies” and PA228 of 2020, using the Zoom
Audio platform, on Monday, April 28, 2025, and was called to order at 7:00 pm with Honorable Mayor
Robert A. DeSana presiding.
The meeting began with the Pledge of Allegiance, followed by roll call.
Present: Mayor Robert A. DeSana, Councilpersons Robert Alderman, Christopher Calvin, Kaylyn
Crayne, Todd Hanna, Rosemary Shuryan, Kelly Stec

2025-119 MINUTES

RESOLVED that the minutes of the meeting held under the date of April 7, 2025, be approved as
recorded without objection.

2025-120 VARIOUS SERVICES PERFORMED BY THE CITY OF WYANDOTTE

BE IT RESOLVED that the Council hereby concurs in the recommendation of the City Administrator in
his communication regarding the list of various services performed by the Department of Public Service;
AND
BE IT FURTHER RESOLVED that Council directs the City Treasurer to spread said charges on the 2025
Summer Tax Roll.

2025-121 ENTERPRISE MANAGEMENT SOFTWARE – BS&A CLOUD MIGRATION

WHEREAS the City of Wyandotte and Wyandotte Municipal Services currently use an outdated version
of BS&A for enterprise activity on aging hardware that requires replacement, the IT Director recommends
updating to the modern BS&A Cloud platform.
BE IT RESOLVED that the Council approves the request by the IT Director to authorize the Mayor and
City Clerk to sign the agreement with BS&A to migrate to BS&A Cloud.

BE IT FURTHER RESOLVED that the contracted costs of $379,870 will be provided by various City of
Wyandotte and Wyandotte Municipal budgeted funds.

2025-122 SHOP THE DOTTE – PROFESSIONAL SERVICES AGREEMENT 2025

BE IT RESOLVED that the Council hereby concurs with the recommendation of the DDA to approve the
Professional Services Agreement with Shop the Dotte LLC for Marketing, Communications, and Event-
related Services for the 2025 calendar year in the amount of $16,000 per year, pro-rated to the date of
contract execution, AND
BE IT FURTHER RESOLVED that the Council hereby authorizes the Mayor and City Clerk to execute
the professional services agreement.

2025-123 SPECIAL EVENT APPLICATION: USA SUP EVENT

WHEREAS the Special Events Coordinator has received an application from the USA SUP- National
Championships to hold an event on July 18-19th, 2025.
BE IT RESOLVED that the Council approves the requests and use of city property as listed below for
said event:
a. A portion of BASF Park and a portion of BASF Park parking lot
BE IT FURTHER RESOLVED that the USA SUP will comply with the following:
• A fee of $250 for the use of BASF Park for the first day of the event and $100 for the second day of
the event. A total cost of $350 for the use of city property.
• Any tents on the street or sidewalk must be weighted (no stakes are allowed to be used to anchor tents)
to prevent collapse.
• The USA SUP will be responsible for clean-up (glass, spills, broken items, etc.) before, during, and
after the event.
BE IT FURTHER RESOLVED that the USA SUP must add the City of Wyandotte as additional insured
to their insurance policy and sign a hold harmless agreement as prepared by the Department of Legal
Affairs.

NEW BUSINESS
2025-124 EXECUTE AGREEMENT – TETRA TECH

WHEREAS, the City of Wyandotte, in partnership with the City of Southgate, is part of the Southgate-
Wyandotte Relief Drain District (SWRDD), which is subject to new regulatory requirements from the
The Michigan Department of Environment, Great Lakes, and Energy (EGLE) to implement screening and
disinfection of combined sewer overflows; and
WHEREAS, the district’s engineer of record, Hubbell, Roth & Clark (HRC), has proposed a $50 million
screening and disinfection facility that would be constructed on Pine St., thereby obstructing access to a
public rowing and kayak launch on the Detroit River; and
WHEREAS, the City of Wyandotte opposes the proposed location due to its impact on public amenities
and seeks to explore reasonable and viable alternatives to the current proposal; and
WHEREAS, Tetra Tech has submitted a proposal to provide independent engineering review and
technical assistance to ensure that the interests of the City of Wyandotte and its residents are adequately
represented; and
WHEREAS, the total cost of services outlined in the proposal shall not exceed $89,000 and will be shared
between the City of Wyandotte and the City of Southgate;

NOW, THEREFORE, BE IT RESOLVED that the Wyandotte City Council hereby authorizes the Mayor
and City Clerk to execute an agreement with Tetra Tech.

2025-125 HIRING: 2 PROBATIONARY POLICE OFFICERS-A. JORDAN & C. KEGLEY

BE IT RESOLVED that the Council acknowledges receipt of the communication from the Human
Resource Specialist regarding the Probationary Police Officer positions within the Police Department; and
CONCURS with the recommendation therein and hereby declares said positions vacant and authorizes the
filling of such vacancies; and
BE IT FURTHER RESOLVED that the Council approves the hiring of Aden Jordan and Cade Kegley as
Probationary Police Officers in the Police Department, following their successful completion of the Police
Academy.

2025-126 HIRING: DPS LABORER/EQUIPMENT OPERATOR – W. KNAPP

BE IT RESOLVED that the Council acknowledges receipt of the communication from the Human
Resource Specialist regarding the Laborer/Equipment Operator position at the Department of Public
Service; AND
CONCURS with the recommendation therein and hereby declares said position vacant and authorizes the
filling of such vacancy; AND
BE IT FURTHER RESOLVED that the Council approves the hiring of Wayne Knapp as a Full-Time
Laborer/Equipment Operator in the Department of Public Services, contingent on successful completion
of physical, drug screen, and background check.

2025-127 K-9 VEHICLE PURCHASE

BE IT RESOLVED that the Council concurs with the Chief of Police to purchase the 2021 Ford Explorer
K-9 vehicle from the City of Grosse Ile for the amount of $25,000.00 using funds for this expenditure
made available in account 101-301-850-530 of the police department's 24/25 FY budget.

2025-128 UPGRADE OF DEPARTMENT FIREARMS

BE IT RESOLVED that the Council concurs with the Chief of Police to trade in (94) abandoned firearms
from the property room and purchase (50) new Glock firearms from Kiesler Police Supply using funds for
this expenditure made available in line-item #101-301-825-430 of the police department's 24/25 FY
budget.

2025-129 PURCHASE MOTOROLA PORTABLE RADIOS

BE IT RESOLVED that the Council concurs with the Chief of Police to purchase (6) Motorola APX6000
Radios from Motorola Solutions for the amount of $35,742.66 using funds for this expenditure made
available in line-item #101-301-825-430 of the police department's 24/25 FY budget.

2025-130 PROFESSIONAL SERVICES - WATER SERVICE LINE REPLACEMENT

BE IT RESOLVED that Council concurs with the Municipal Services Commission authorizing the
General Manager to sign a professional services contract with C.E. Raines Company to assist with service
line specifications, inspection, and contract administration for the Water Service Line Replacement
Program for an amount not to exceed $428,780.00, as recommended by WMS management.

2025-131 HENRY FORD HEALTH – WELLNESS WEDNESDAYS PROGRAM PARTNERSHIP

BE IT RESOLVED that the Council hereby approves the use of City Property for Henry Ford Health:
Wyandotte Hospital's Wellness Wednesdays are as follows;
- The stage and grassy area of Theater Square, located at 1st and Elm, for free Outdoor Summer Yoga
from 6:30 PM to 7:30 PM every Wednesday starting June 4th through August 27th. (No classes will be
held on Wednesday, 7/2 or Wednesday, 7/9). Set up to begin at 5:30 PM.
- The large covered pavilion area at Bishop Park for Art in the Park from 5:00 PM to 6:00 PM every
Wednesday starting June 4th through August 27th. (No classes will be held on Wednesday, 7/2 or
Wednesday, 7/9). Set up to begin at 2:00 PM. Use of the pavilion area is conditional upon availability and
approval from the Recreation Superintendent.

2025-132 WEBSITE UPDATE – CITY OF WYANDOTTE & MUNICIPAL SERVICES

WHEREAS the City of Wyandotte and Wyandotte Municipal Services currently have an outdated website
that requires updating to serve residents and ratepayers effectively, the IT Director recommends the
qualified vendor CivicPlus based on specific required criteria, including integration with agenda software
and potential integration with ordinances.
BE IT RESOLVED that the Council approves the request by the IT Director to authorize the Mayor and
City Clerk to sign the agreement with CivicPlus to upgrade the City of Wyandotte and Wyandotte
Municipal Services websites.
BE IT FURTHER RESOLVED that the initial cost of $37,293.30 and annual recurring cost of
$19,407.60 will be provided by various City of Wyandotte and Wyandotte Municipal budgeted funds.

2025-133 PEDESTRIAN SIGNALS AT OAK & 4TH STREET

BE IT RESOLVED that the Council concurs with the recommendation of the City Engineer and
authorizes the Mayor and City Clerk to execute the proposal from Michael Baker International for the
design and installation oversight for pedestrian signals at the intersection of Oak Street and 4th Street, at a
cost of $15,000. The additional cost of $10,000 is approved for the material needed for the project. All
costs will be paid from account 202-440-825-460.

2025-134 REZONING OF THE PROPERTY AT 1803 – 1829 FORD AVENUE

BE IT RESOLVED that the communication from the Planning Commission regarding the rezoning of the
property known as 1803-1829 Ford Avenue is hereby received and placed on file; AND
BE IT FURTHER RESOLVED that the Council concurs with the recommendation of the Planning
Commission and hereby denies the rezoning of the property known as 1803-1829 Ford Avenue, and that
the property remains zoned as O-S (Office Service District).

2025-135 SALE OF 20 FEET OF FORMER 1075 CORA STREET

BE IT RESOLVED that the Council concurs with the recommendation of the City Engineer regarding the
sale of 20 feet of the former 1075 Cora, Wyandotte; AND
BE IT RESOLVED that the Council accepts the offer from Renee Sterner, 1083 Cora, to acquire 20 feet
of the former 1075 Cora for the amount of $1,000; AND
BE IT FURTHER RESOLVED that the Department of Legal Affairs is hereby directed to prepare the
necessary documents, and the Mayor and Clerk are hereby authorized to sign said documents.

2025-136 FORD AVENUE PARKING CONSTRUCTION

BE IT RESOLVED that the City Council receives the communication from the City Engineer regarding
the commencement of construction of the off-street parking spaces on Ford Avenue as requested by
Wayne Metro and originally approved by Council per resolution 2020-362.

2025-137 SAD #956 REQUEST – BISHOP CO-OP PARKING

BE IT RESOLVED that the City Council of the City of Wyandotte deems it advisable and necessary for
the public health, safety, and welfare of said City and its inhabitants, and it is a necessary public
improvement and beneficial to the City of Wyandotte and its inhabitants, to construct off-street parking
adjacent to the Bishop Co-Op in the City of Wyandotte, more particularly described as:
The south 23.5 feet of the north 43.5 feet of the 120 feet wide Superior Boulevard, between Biddle
Avenue and Van Alstyne.
RESOLVED FURTHER that the City Engineer has prepared estimates of the cost and expenses, plats,
and diagrams of said improvement and of the locality to be improved, and the same are available for
public examination at the Engineering Department office: and
RESOLVED FURTHER that the improvement is hereby tentatively designated as a special assessment
district #956 against which the cost and expenses of said improvements are to be assessed, consisting of
lots, parts of lots, and parcels of land in the City of Wyandotte, Wayne County, Michigan, more
particularly described as:
Lots 5 to 8 incl. also adj vac alley 20 ft wide, also n’ly 20 ft of vac st adjacent to s’ly line of lots 6 and 7
plat of part of Wyandotte, part 3, block 28, T3S R11E, L57 of Deeds, P5, Wayne County Records.
RESOLVED FURTHER that the cost and expenses of constructing off-street parking spaces in the 120-
feet-wide public street known as Superior Boulevard, between Biddle Avenue and Van Alstyne, shall be
defrayed by special assessment upon the lots, parts of lots, and parcels of land abutting and adjoining said
improvement, as well as benefiting therefrom, excepting from said assessment, however, the improvement
expense attributable to alley and street intersections, City-owned land, owner occupied single family
dwellings, owner occupied multi-family rental dwellings will be assessed in that proportion that the
property is used for purposes other than that of the owner occupying same in comparison to the total
assessable portion of the entire property, and other property not assessable by law, the expense of which,
together with any improvement expenses remaining after the aforesaid assessment, shall be defrayed from
the general fund of the City.
RESOLVED FURTHER, that a public hearing upon such plans, district, and estimate of costs will be
held in the Council Chambers of Wyandotte City Hall at 3200 Biddle Avenue, Wyandotte, Michigan,
within The City Council meeting commencing at 7:00 PM on Monday, May 12, 2025, where the Council
will meet to consider the proposed district and to hear the objections of any owner of, or party in interest
of the property to be assessed, whose name appears upon the last local tax assessment records, and that a

notice shall be sent by the City Clerk by first class mail addressed to such owner(s) or party(ies) at the
address shown on the tax records, at least ten (10) days before the date of such hearing.

RESOLVED that the total bills and accounts of $2,372,888.61 as presented by the Mayor and City Clerk
are hereby approved for payment.
