Yukon City Council Minutes February 2, 2021 The Yukon City Council met in regular session on February 2, 2021 at 7: 00 p. m. in the Council Chambers of the Centennial Building, 12 South Fifth Street, Yukon, Oklahoma. The invocation was given by Pastor Gene Newberry, South Yukon Church of Christ The flag salute was given in unison. ROLL CALL: ( Present) Shelli Selby, Mayor Jeff Wootton, Vice Mayor Donna Yanda, Council Member Rick Cacini, Council Member Aric Gilliland, Council Member OTHERS PRESENT: Tammy Kretchmar, City Manager Doug Shivers, City Clerk Mitch Hort, Assistant City Manager Roger Rinehart, City Attorney Robbie Williams, City Engineer Shawn Vogt, Fire Chief John Corn, Police Chief Arnold Adams, Public Works Director Philip Merry, City Treasurer Mike Roach, Deputy Police Chief Matt Fairchild, Police Traci Dunning, Police Presentations and Proclamations Mayor Selby proclaimed February 2021 as " Children' s Dental Health Month" in Yukon. Dr. Deason thanked the City and stated local dentists have provided 3rd grade classes with dental screenings for 47 years in Yukon. Mike Fina, OML Executive Director, presented Oklahoma Municipal League 25- year service pins to Matt Fairchild and Traci Dunning Visitors None Recess as Yukon City Council and Reconvene as Yukon Municipal Authority) 1A. YMA Consent Docket This item is placed on the agenda so the Yukon Municipal Authority, by unanimous consent, can designate those routine items they wish to be approved by one motion. If an item does not meet with the approval of all Authority Members, that item will be heard in regular order. The City Manager recommends a motion to approve: A) The minutes of the regular meeting of January 19, 2021 B) Payment of material claims in the amount of $ 261, 751. 08 The motion to approve the YMA Consent Docket, consisting of the approval of the minutes of the regular meeting of January 19, 2021 ; payment of material claims in the amount of $ 261 , 751 . 08, was made by Trustee Wootton and seconded by Trustee Gilliland. The vote: AYES: Gilliland, Cacini, Wootton, Yanda, Selby NAYS: None VOTE: 5- 0 MOTION CARRIED Adjourn as YMA and Reconvene as Yukon City Council) City Council Minutes - February 2, 2021 Page 2 1. Consent Docket This item is placed on the agenda so the City Council, by unanimous consent, can designate those routine items they wish to be approved by one motion. The City Manager recommends a motion that will approve: A) The minutes of the regular meeting of January 19, 2021 B) Payment of material claims in the amount of $ 174, 637. 68 C) Designating the items on the attached list from the Technology Department as surplus and authorizing their sale, donation or trade D) Setting the date for the next regular Council meeting for February 16, 2021, 7: 00 p. m., in the Council Chambers of the Centennial Building, 12 S. Fifth St. The motion to approve the Consent Docket consisting of the minutes of the regular meeting of January 19, 2021 ; payment of material claims in the amount of 174, 637. 68; designating the items on the attached list from the Technology Department as surplus and authorizing their sale, donation or trade; setting the date for the next Council meeting for February 16, 2021 , 7: 00 p. m., in the Council regular Chambers of the Centennial Building, 12 S. Fifth St., was made by Council Member Yanda and seconded by Council Member Wootton. The vote: AYES: Cacini, Yanda, Wootton, Selby, Gilliland NAYS: None VOTE: 5- 0 MOTION CARRIED 2. Reports of Boards, Commissions and City Officials - Ms. Kretchmar gave an update on Capital Projects including Hwy 4 Phase I & II, Garth Brooks Boulevard traffic lights improvement and the 1- 40 & Frisco Road Interchange. 3. Consider approving the expenditure of funds in the amount of $ 178, 447. 00, to Bearcom, for digital communications consoles, to be paid from Capital Improvement Funds, State Contract SW1053M, as recommended by the Police Chief The motion to approve the expenditure of funds in the amount of $ 178, 447. 00, to Bearcom, for digital communications consoles, to be paid from Capital Improvement Funds, State Contract SW 1053M, as recommended by the Police Chief, was made by Council Member Wootton and seconded by Council Member Gilliland. Chief Corn stated the issues with the tones used by Police & Fire. He stated the consoles will be digital based and expandable. The vote: AYES: Wootton, Gilliland, Selby, Cacini, Yanda NAYS: None VOTE: 5- 0 MOTION CARRIED City Council Minutes - February 2, 2021 Page 2 4. Consider approving a Budget Amendment for Fiscal Year 2021 The motion to approve a Budget Amendment for Fiscal Year 2021 , was made by Council Member Wootton and seconded by Council Member Yanda. The vote: AYES: Yanda, Selby, Wootton, Gilliland, Cacini NAYS: None VOTE: 5- 0 MOTION CARRIED 5. New Business - no new business. 6. Council Discussion Council Member Gilliland had no discussion. Council Member Cacini thanked the City for supporting the mobile Veteran' s Museum display and stated he will have information coming up about a museum committee for the Yukon museums downtown. Council Member Wootton thanked Matt Fairchild and Traci Dunning for their service to the City. Council Member Yanda thanked Dr. Deason and congratulated Matt Fairchild and Traci Dunning.
