Yukon Municipal Authority Minutes March 5, 2024 ROLL CALL: ( Present) Shelli Selby, Mayor Jeff Wootton, Vice- Mayor Rodney Zimmerman, Council Member Donna Yanda, Council Member Absent) David Enmark, Council Member Recess as Yukon City Council and Reconvene as Yukon Municipal Authority) 1A. YMA Consent Docket This item is placed on the agenda so the Yukon Municipal Authority, by unanimous consent, can designate those routine items they wish to be approved by one motion. If an item does not meet with the approval of all Authority Members, that item will be heard in regular order. The City Manager recommends a motion to approve: A) The minutes of the regular meeting of February 20, 2024 The motion to approve the YMA Consent Docket, consisting of the minutes of the regular meeting of February 20, 2024, was made by Council Member Yanda and seconded by Council Member Zimmerman. The vote: AYES: Wootton, Zimmerman, Yanda, Selby NAYS: None VOTE: 4- 0 MOTION CARRIED 2A. Consider approving the amendment of the Employee Contract Section 5H, pertaining to benefit calculation, of the February 1, 2022 contract between the City, the Authority and the City Manager, Tammy Kretchmar The motion to approve the amendment of the Employee Contract Section 5H, pertaining to benefit calculation, of the February 1 , 2022 contract between the City, the Authority and the City Manager, Tammy Kretchmar, was made by Council Member Yanda and seconded by Council Member Zimmerman. The vote: AYES: Zimmerman, Yanda, Selby, Wootton NAYS: None VOTE: 4- 0 MOTION CARRIED Yukon City Council Minutes March 4, 2024 The Yukon City Council met in regular session on March 4, 2024, at 7: 00 p. m. in the Council Chambers of the Centennial Building, 12 South Fifth Street, Yukon, Oklahoma. The invocation was given by Pastor Bryan Thiessen, Pathway Church The flag salute was given in unison. City Manager Jason Beal, Asst. to the City Manager Roger Rinehart, City Attorney Doug Shivers, City Clerk Robbie Williams, City Engineer Ryan McClure, Parks & Rec Director John Corn, Police Chief Jerome Brown, Information Technology Shawn Vogt, Fire Chief Cindi Shivers, HR Director Presentations and Proclamations Presentation of 25 Year Awards to Dana Deckard and Cindi Shivers by Mike Fina, Executive Director of the Oklahoma Municipal League Mayor Selby introduced Mike Fina. Mr. Fina explained the background of the 25- year awards and likes the term " Municipal Professionals." Mr. Fina presented the awards to Cindi and Dana. Visitors Anyone having an item of business to present to the City Council that DOES NOT appear on the agenda, please come to the podium at this time and state your name and address. You are requested to limit your presentation to three ( 3) minutes. The City Manager recommends a motion that will approve: A) The minutes of the regular meeting of February 20, 2024 B) Payment of material claims in the amount of $ 783, 485. 36 C) Designating the items on the attached list from the Technology Department as -- surplus and authorizing their sale, trade, donation, or disposal The motion to approve the Consent Docket, consisting of the minutes of the regular meeting of February 20, 2024; payment of material claims in the amount of 783, 485. 36; designating the items on the attached list from the Technology Department as surplus and authorizing their sale, trade, donation, or disposal, was made by Council Member Wootton and seconded by Council Member Zimmerman. The vote: AYES: Selby, Zimmerman, Wootton, Yanda NAYS: None VOTE: 4- 0 MOTION CARRIED 2. Reports of Boards, Commissions City Officials: ( This item is reserved for and announcements, recognitions, etc. and is not intended for the conduct of City business by members of the public body) - James Montgomery, Chairman, Traffic Commission explained the role of the Traffic Commission. A few things that were done last year, 2023, is that we took citizens concerns of the traffic throughout the city and speeding in residential areas. There were parking signs requested in many areas and a no left turn lane from Yukon Public Schools City Council Minutes - March 4, 2024 Page 3 3. Consider approving FY 2024 Budget Amendment increasing appropriations by a total of $ 559, 718. 30, from the Police PEST Account The motion to table FY 2024 Budget Amendment increasing appropriations by a total of $ 559, 718. 30, from the Police PEST Account until the next Council meeting, was made by Council Member Wootton and seconded by Council Member Zimmerman. The vote: AYES: Zimmerman, Selby, Wootton, Yanda NAYS: None VOTE: 4- 0 MOTION CARRIED 4. Council Discussion: ( This item is reserved for announcements, recognitions, etc. and is not intended for the conduct of City business by members of the public body) Council Member Zimmerman had a family member who had an occurrence at a City Park and just wants to encourage citizens to call 911 if something isn' t right. It' s better to be on the safe side of any situation. Council Member Wootton nothing further tonight. Council Member Yanda congratulated Cindi and Dana on 25 years and thanked the Traffic Commission for their hard work. Mayor Selby gave an upcoming events recap. Congratulations to Cindi and Dana. 13.
