Planning Director Presentations and Proclamations Senior Nutrition Proclamation Mayor Selby read the proclamation with guests, Joanne Oltmann & Thomas Buckley, for the senior nutrition program. Ms. Oltmann thanked everyone for their support and invited anybody to join us to deliver meals. Autism Awareness & Acceptance Month Proclamation Mayor read the proclamation, even though nobody was present to receive the proclamation because she thinks it' s important to spread awareness. Visitors Anyone having an item of business to present to the City Council that DOES NOT appear on the agenda, please come to the podium at this time and state your name and address. You are requested to limit your presentation to three ( 3) minutes. Any item being presented MUST pertain to the City of Yukon business) Mike Burris, 300 E Platt, read from a prepared statement he prepared regarding City policies for Airbnb rental houses. He summarized with " Staff is working to provide tools for Council to regulate Airbnb' s in the City. Council seems to not be in favor of some of the rules that have been given to regulate Airbnb' s. No resident in Yukon wants an Airbnb next to them. I' m asking that the City adopt these rules previously stated, recommended by staff." Susan Burris, 300 E Platt, the Planning Commission has recommended those rules, the City staff are spending time and effort, researching, and listening to the citizens. Mr. Baker advised since the Spring of 2015 and wanted to let everybody know that they physically visit every address that comes before them on the agenda. 3. Consider approving FY 2024 Budget Amendment increasing appropriations by a total of $ 559, 718. 30, from the Police PEST Account The motion to approve FY 2024 Budget Amendment increasing appropriations by a total of $ 559, 718. 30, from the Police PEST Account, was made by Council Member Selby and seconded by Council Member Zimmerman. To conduct a Public Hearing to receive input regarding the submission of a grant request to the Oklahoma Tourism and Recreation Department under the Recreation Trail Program Grant. The funding would be to construct a new trail and amenities in Welch Park Mayor Selby opened the public hearing. There was no input from the public. Mayor Selby closed the public hearing. 5. Consider approving a grant submission for the 2023 Recreation Trails Program Grant for Welch Park Trails, requesting $ 300, 000. 00 in funds through the Oklahoma Tourism and Recreation Department ( OTRD), City match funds of $ 75, 000. 00, with for a total project of $ 375, 000. 00, as recommended by the Grant Writer The motion to approve a grant submission for the 2023 Recreation Trails Program Grant for Welch Park Trails, requesting $ 300, 000. 00 in funds through the Oklahoma Tourism and Recreation Department ( OTRD), with City match funds of $ 75, 000. 00, for a total project of $ 375, 000. 00, as recommended by the Grant Writer, was made by Council Member Zimmerman and seconded by Council Member Yanda. Consider approving Resolution No. 2024- 02, a resolution of the City of Yukon requesting the Oklahoma Department of Tourism and Recreation to consider a walking trail at Welch Park for approval of the 2023 Recreation Trails Program Grant, and submit same funding in the amount of $ 300, 000. 00 with matching funds of $ 75, 000. 00, as recommended by the Grant Writer The motion to approve Resolution No. 2024- 02, a resolution of the City of Yukon City Council Minutes - March 19, 2024 Page 4 7. DISCUSSION ITEM ONLY: Discussing a recommendation by the Planning Commission to adopt the 2018 International Property Maintenance Code ( IPMC) to regulate existing structures within the municipal boundaries of Yukon. Danielle O' Neal hopes that the Council had time to look over the booklets that were distributed to them. This has been brought to the Council tonight to possibly get some comments back regarding the booklet. What this booklet will do is bring a perspective to existing property owners; any existing properties in Yukon would have to follow and bring their property up to code. There are some items in here that will also address short- term rentals. We made some amendments to match the current code and some other State law regulations. — Mayor Selby asked if there is anything we can do with the apartment buildings interior staircases. Ms. O' Neal said there are some things that will address that within this booklet. Mr. Hort advised this document will help us do the exterior more than the interior. We haven' t decided to cross that threshold yet due to landlord tenant laws. This will help as a tool to hopefully address that at a later date. Council Member Zimmerman noticed that there are several references to the international building, plumbing, etc. Do we need to adopt these codes. Ms. O' Neal advised that we do have some of those codes currently adopted, we are currently working to update those. Council Member Zimmerman did notice there was a requirement with providing heat/ cool. Ms. O' Neal advised we are going to ask that be omitted due to the location of where we live. Mayor Selby thanked the staff for their hard work. 8. Consider a motion to approve the request for a Special Use Permit ( SUP) for a Short- Term Rental at 135 Chickasaw Lane, as recommended by the Planning Commission The motion to approve the request for a Special Use Permit ( SUP) for a Short- Term Rental at 135 Chickasaw Lane, as recommended by the Planning Commission, was made by Council Member Zimmerman and seconded by Council member Yanda. Consider a motion to apply for a project calling for a Transportation Alternatives Program TAP) grant for Multi- modal trails from Vandament Ave. to the Westbound 1- 40 on ramp on Garth Brooks Boulevard, total project cost of$ 990, 000. 00, with 80% Federal Funding 792, 000. 00) and 20% City match ($ 198, 000. 00), as recommended by the Assistant City Manager The motion to apply for a project calling for a Transportation Alternatives Program ( TAP) grant for Multi- modal trails from Vandament Ave. to the Westbound 1- 40 on ramp on Garth Brooks Boulevard, total project cost of $ 990, 000. 00, with 80% Federal Funding ($ 792, 000. 00) and 20% City match ($ 198, 000. 00), as recommended by the Assistant City Manager, was made by Council Member Yanda and seconded by Council member Zimmerman.
