The issue is that officials need to do what citizens want, not what they want. Please pass rules. Susan Burris, 300 E Platt, said there are differences between Airbnb' s and long- term rentals. Reports of Boards, Commissions City Officials: ( This item is reserved for and announcements, recognitions, etc. and is not intended for the conduct of City business by members of the public body) - Joe Horn, Chairman, Board of Adjustments decides appeals, exceptions to zoning ordinances, elements of variance. The Board of Adjustments only meets when action is needed. Mr. Horn believes staff should bring all the variances to the Board of Adjustments. Mayor Selby thanked Mr. Horn. 3. Consider approving Ordinance No. 1447, an ordinance amending the Code of Ordinances, City of Yukon, Oklahoma, by adding a new section 2- 52 " Retiree Health and Dental Insurance Benefits" to chapter 2 " Administration", Article III Officers and Employees", providing for severability; repealing all ordinances in conflict; and declaring an emergency The motion to approve Ordinance No. 1447, an ordinance amending the Code of Ordinances, City of Yukon, Oklahoma, by adding a new section 2- 52 " Retiree Health and Dental Insurance Benefits" to chapter 2 " Administration", Article III " Officers and Employees", providing for severability; repealing all ordinances in conflict; and declaring an emergency, was made by Council Member Zimmerman and seconded by Council Member Wootton. City Council Minutes — April 2, 2024 Page 3 Council Member Wootton asked about what this includes. Ms. Kretchmar informed Council that Human Resources developed a formula that will enable the City to offer Health and Insurance to retirees for up to three years after retirement. They will receive 100% if they have worked for the City for 25 years, their age and years is 85, and they had insurance with the City for 25 years ( 25- 85- 25). They will receive 50% if they have worked for the City for 15 years, their age and years is 75, and they had insurance with the City for 15 years ( 15- 75- 15). With it being hard to keep the City staffed, we are hoping this will help keep employees for longer durations. This is well deserved for long- term employees. The cost is hard to determine since the date of retirement is unknown. This money will come from the PEST accounts. This hasn' t already been budgeted for FY ' 23 but we can use the accounts and budget for next year. In the next five years, we can estimate about six employees that will benefit from this addition. Some of the employees who retire at 65 will already have Medicare so they won' t need this benefit. Council Member Zimmerman asked if employees could use it before reaching age 62. Ms. Kretchmar advised they would have to fit the formula. Council Member Enmark believes the projected amounts have been overstated. Council Member Zimmerman amended his original motion to include tabling this item for the next council meeting, seconded by Council Member Wootton. Adopting the 2018 International Property Maintenance Code to regulate the minimum requirements for existing buildings, making certain additions, insertions, and deletions; repealing ordinances in conflict; providing for severability; and declaring an emergency The motion to approve Ordinance No. 1448, an ordinance of the City Council of the City of Yukon, Oklahoma amending Chapter 204 " Buildings and Building Regulations" of the Yukon Municipal Code by adding a new article IX. - Property Maintenance Code with new sections 204- 175 and 204- 176. Council Member Wootton seconded Council Member Yanda. Council Member Zimmerman said the employees do a great job. Council Member Enmark said staff does good work, thank you. Mayor Selby gave an upcoming events recap. She thanked staff for their work and let everyone know the City received $ 500K from the Federal Government to go towards the wastewater treatment plant. 13.
