PUBLIC SAFETY RETIREMENT SYSTEM (PSPRS) SHORTFALL: Discuss City's unfunded liability to PSPRS and potential legislation to fund PSPRS for City of Yuma and other similarly situated jurisdictions. B. ROADWAY CONSTRUCTION - MAINTENANCE SHORTFALL: Discuss Highway Users' Revenue Fund (HURF) restoration and shortfalls in funding for roadway repair, construction and alternative funding revenues for roadway construction. C. SPECIAL INTEREST TAX CUTS: Discuss the proliferation of special interest tax cuts to the broad tax base and pressure on the City of Yuma's ability to fund basic services. D. SHIFTING OF LIABILITIES BACK ONTO LOCAL COMMUNITIES: Discuss the shifting of costs and liabilities onto local communities without a full funding mechanism. E.
