This Special Worksession/Retreat is an opportunity for the Mayor and City Council, City
Administrator and staff to identify and review goals and priorities for the City. Based on time
limitations, it is possible that not all agenda items will be reviewed and discussed. No action or
vote will be taken at this Special Worksession/Retreat. Any items requiring further discussion,
action or vote will be placed on a future City Council meeting agenda.
CALL TO ORDER
I. WELCOMING COMMENTS
Welcoming comments by Mayor Nicholls and Acting City Administrator, Jay Simonton.
II. SETTING THE STAGE
The facilitator, Julia Novak, Executive Vice President of Raftelis, will provide an overview of
the agenda and ask attendees to introduce themselves and share their expectation for the
retreat.
III. GOVERNING TOGETHER AND COUNCIL-MANAGER GOVERNMENT
Novak will share some thoughts on governance and the Council-Management form of
government, leading into City Council exploring a series of questions and sharing their
thoughts on what it means to govern well together.
IV. THE IDEAL COUNCIL MEMBER
Consideration and discussions of how different groups, such as the public, staff and City
Council colleagues, might describe an "ideal" member of the City Council.
V. EXPECTATIONS
Discussion regarding communication expectations between and among members of the
governing body, the City Administrator and his team; including the assessment of what
individuals can commit to ensure open communication.

VI. PEER ACCOUNTABILITY
Discussions regarding the concept of peer accountability and what it means to be
accountable to one another.
VI. CLOSING
Parting thoughts will be shared on how the attendees feel about the work done during Day
One of the retreat.
