Zionsville Architectural Review Committee (ZARC)

Minutes of the January 22, 2013 meeting of the Zionsville Architectural Review Committee In Attendance were David Rausch, Brad Johnson, Chris Bucher, Tom Casalini, and Director of Planning Wayne DeLong. David Rausch, Chair, started the meeting at approximately 7:30. The Agenda was Adopted and Minutes of December Meeting Approved Moved by Brad Johnson, seconded by Tom Casalini -With only a bare quorum in attendance, the election of officers was tabled until the next meeting. Old Business -Centerpoint Ventures a. This item is ongoing from last fall’s approval b. There has been no additional progress since the concrete was poured in Oct/Nov c. Any additional progress on this project will happen after the weather changes. -Dumpster Enclosures a. Betsy Harris had worked on this previously. b. No additional information on this was discussed Ball State Streetscape a. David Rausch has recently reached out to his contacts at Ball State regarding the streetscape, but has not heard back since that time. b. A consideration to bring this to the Notre Dame Architecture School was discussed, if things with Ball State didn’t pan out. c. There was further discussion on how visualization from our committee would be a great compliment to the proposed Joint EDC and Zionsville Chamber of Commerce Downtown Master Plan project. New Business Wessel Building It was reported that Ron Wessel has approached a committee member about discussing a project in the future. No further information was available.  20 E Cedar St a. Barbara Jennings has made some very preliminary inquiries regarding this property. b. This property was discussed and toured by Tom Casalini, Chris Bucher, and Eileen Davis approx. 1 year ago. This was to get a feel for all the projects that she could potentially have on her hands. c. No further information was available at this time Eagle Creek Coffee a. The was a report that Eagle Creek Coffee is gauging interest in doing a project that would be applicable to the Façade Grant program. b. It was noted that Chris Bucher discussed some potential opportunities with the ECCC management late last fall, with no specifics in mind. They have further worked with the RDC’s microloan program for some kitchen and interior improvements. Informal Discussion a. There was a short discussion about the merits of additional properties part of the Zionsville Business District/The Façade Grant Program boundaries. b. These properties would need to be contiguous properties to the ZBD c. The thought of bringing the Harris Property into the purview of the ZARC is interesting to some members of the committee due to its high visibility and proximity to new development. d. Other committee members were more cautious about over extending and reaching into an area where there is much new development and investing in the buildings currently happening. e. There was a short discussion about the desire to reach out to the Zionsville Chamber of Commerce regarding making a presentation to them regarding what the Façade Grant program is and how it might benefit ZBD building owners. 2012 Financials a. The Façade grant program was allocated the standard annual funding of $50,000 for 2013 b. There is $36,500 encumbered from 2012, and carried over to 2013 to pay for the already approved Centerpoint project. c. It appears that is approximately $26,000 left over from 2012. Director of Development and Planning Wayne DeLong discussed how the actual encumbrance of money from one year to another happens. Without something specific that the money is planned for, such as the Centerpoint project, the money would just revert back to the Town. Both David Rausch and Chris Bucher remember discussions with a previous Town Planner who explained that there was the ability for the committee could simply “roll over” unspent money to the next year. d. This item is to be discussed further and perhaps with the Town Clerk Treasurer. No further action was taken. Brad Johnson made a motion to adjourn at approx. 8:30. Seconded by Tom Casalini.
