Zionsville Architectural Review Committee - Meeting Minutes
Location: Zionsville Town Hall
Tuesday, November 26th, 2019
ATTENDEES:

• Three (3) observing Students from Zionsville High School
President Todd Rottmann opened the meeting at 7:33 am. A Quorum was present.
MEETING AGENDA and MINUTES:
A new agenda was reviewed, and a motion to adopt the agenda was made by Carol Mullet and
seconded by David Rausch. Motion was approved unanimously.
The September 24th revised meeting minutes and the October 22nd meeting minutes were reviewed.
A motion to adopt both previous minutes was made by Tom Casalini and seconded by David Rausch.
Motion was approved unanimously.
REPORTS:
The ZARC Financials were reviewed. The financial report was updated to reflect the two (2)
anticipated pay outs for both 170 S. Main and 115 S. Elm Projects. The remaining balance for 2019
is not expected to be encumbered and as so, will not carry over into 2020 unless otherwise noted
herein. The budget project titles were also reviewed and updated to match the application titles of the
projects so the records match.
OLD BUSINESS:
1. 170 South Main
• David Rausch recused himself from the committee to present on behalf of project.
• Window repair/replace is ongoing and anticipated completion is before year’s end.
• Completion of the window repairs should result in full completion of the project and
readiness for complete payout.
• Committee voted in favor of releasing funds contingent upon the final completion of
the work reviewed and approved by Todd Rottmann and Tom Casalini.
Note: David Rausch had to leave the meeting after updates from 170 South Main – he was not
affiliated with the remainder of the meeting discussions and subsequent voting.
2. Lions Club of Zionsville – 115 South Elm Street
• The committee reviewed the near-completion conditions of the project. Very minimal
scope remains, including final exterior lighting installations along the eaves of the
updated Elm Street façade.
• The committee agreed that the completion of the minimal remaining scope will
constitute full completion of the project as revised in the latest application amendment
and will then release the full payout.
• Committee voted in favor of releasing funds, in the updated amount of $38,444,
contingent upon the final completion of the work reviewed and approved by Todd
Rottmann and Tom Casalini. However, and also voted in favor by the Committee, in
the event that the work is unable to be completed by year’s end, or if work is not fully
approved by the nominated Committee members, then the money for this specific
project will be encumbered into the 2020 budget to satisfy the pending payout in the
new year.
3. ZARC Boundaries
• The Committee agreed to push this discussion into 2020
NEW BUSINESS:
1. The Committee agreed there is not a need for a December meeting, as there is no Old or New
business to resolve or introduce before the end of the year.
2. Meeting dates for the 2020 calendar were reviewed, and a motion to adopt the agenda with
an adjustment of the December date from the 22nd day to the 15th day of the month was made
by Steve Freeland and seconded by Cara Weber. Motion was approved unanimously.
3. The Committee discussed the 2020 meeting start time, and voted in favor of adjusting the start
date from 7:30am to 8:00am in 2020.
NEXT MEETING DATE:
The next meeting is scheduled for 8:00am, Tuesday, January 28th, 2020 at Zionsville Town Hall
ADJOURN:
With no other new business, Tom Casalini made a motion to adjourn the meeting, seconded by Steve
Freeland, at 8:12 am. Motion was approved unanimously.
