Members Present: Elizabeth Hopper, President; Josh Garrett, Vice-President; Jason Plunkett, Tom Schuler, Kevin Spees, and Bryan

Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Adam Steuerwald, Town Attorney; Amy Lacy, Director of Finance & Records
and Town Department Staff.
1. OPENING

2. APPROVAL OF THE MEMORANDUM OF THE June 19, 2017 REGULAR MEETING (copy posted).
COUNCIL ACTION: Vice President Garrett moved to approve the Memoranda of the June 19, 2017 Town Council Meeting.
Councilor Spees seconded the motion.
The Memoranda of the June 19, 2017 meeting was approved by a vote of six in favor, zero opposed.
3. DEPARTMENTAL MONTHLY REPORTS
Monthly Reports submitted by the Town Management staff for Council review and posted on the Town’s website
(www.zionsvillle-in.gov).
4. SWEARING IN – COUNCILOR JASON PLUNKETT
Mayor Haak swore in Jason Plunkett to the Zionsville Town Council.
5. PRESENTATION HONORING THE COMMUNITY SERVICE OF JEAN APPLE.
Mayor Haak read a proclamation declaring July 17, 2017 Jean Apple Day in the Town of Zionsville. The proclamation outlined Ms.
Apple’s many contributions to the Town of Zionsville and recognized her commitment to community service. Mayor Haak thanked
Ms. Apple for her dedication and contributions to the community.
6. REQUEST TO SPEAK
Brad Cozza, Director of the Indianapolis Executive Airport invited the Council to attend the 11th Annual Open House, Fly-In and Air
Race at the airport on August 5, 2017. He described the activities available for all ages and explained that all proceeds from the
event would benefit Down Syndrome Indiana.
7. OLD BUSINESS –
A. Consideration of an Ordinance Vacating Portion of Public Right-of-Way within Zionsville’s Corporate Boundaries (SECOND
READING). ORDINANCE #2017-06
Deputy Mayor Mitro reviewed Ordinance #2017-06 and answered questions from the Council.
COUNCIL ACTION: Vice President Garrett moved to adopt Ordinance #2017-06 on final reading. Councilor Spees seconded
the motion. Ordinance #2017-06 was adopted on final reading by a vote of six in favor, zero opposed.
8. NEW BUSINESS -
A. Consideration of an Additional Appropriation Resolution for $17,500.00 from the Police Operating Fund (K-9 Officer ESO
replacement). (PUBLIC HEARING) RESOLUTION #2017-17
Chief Knox reviewed Resolution #2017-17 and the need for the additional appropriation in order to replace retired K-9 Officer
Esso. He answered questions from the Council.
With Proof of Publication for a Public Hearing noted, President Hopper opened the Public Hearing for comment.
With no public comment, President Hopper closed the Public Hearing and called for discussion or a motion.
COUNCIL ACTION: Councilor Traylor moved to approve Resolution #2017-17. Vice President Garrett seconded the motion.
Resolution #2017-17 was approved by a vote of six in favor, zero opposed.
B. Consideration of an Additional Appropriation Resolution for $220,000.00 from the Cumulative Capital Development Fund
(scope expansion for the North-South Connector project – engineering and survey work). (PUBLIC HEARING)
RESOLUTION #2017-18
Mayor Haak reviewed Resolution #2017-18 and the need for the additional appropriation in order to fund engineering and
survey work for the project. He answered questions from the Council.
With Proof of Publication for a Public Hearing noted, President Hopper opened the Public Hearing for comment.
Zionsville resident Ralph Stacy questioned why bids were not taken for the engineering work. Deputy Mayor Mitro and Mayor
Haak addressed his question.
With no further public comment, President Hopper closed the Public Hearing and called for discussion or a motion.
COUNCIL ACTION: Councilor Spees moved to approve Resolution #2017-18. Councilor Traylor seconded the motion.
Resolution #2017-18 was approved by a vote of six in favor, zero opposed.
C. Consideration of an Ordinance to Amend Chapter 74, Schedule I of the Traffic Code of the Town of Zionsville Code of
Ordinances (one way street designation on Sixth Street). (FIRST READING) ORDINANCE #2017-07
Captain Robert Musgrave reviewed Ordinance #2017-07 and answered questions from the Council.
COUNCIL ACTION: Vice President Garrett moved to introduce Ordinance # 2017-07 on first reading. Councilor Traylor
seconded the motion. The motion passed with a vote of six in favor, zero opposed. Ordinance 2017-07 was introduced on first
reading. No further action taken.
D. Consideration of an Ordinance to Amend Chapter 74, Schedule II of the Traffic Code of the Town of Zionsville Code of
Ordinances (through streets and stop intersections in the Hidden Pines Subdivision). (FIRST READING)
ORDINANCE #2017-08
Deputy Mayor Mitro reviewed Ordinance #2017-08 and answered questions from the Council.
COUNCIL ACTION: Vice President Garrett moved to introduce Ordinance # 2017-08 on first reading. Councilor Spees
seconded the motion. The motion passed with a vote of six in favor, zero opposed. Ordinance 2017-08 was introduced on first
reading. No further action taken.
9. OTHER MATTERS
There were no other matters to be discussed.
10. APPROVAL OF CLAIMS
COUNCIL ACTION: Councilor Traylor moved to approve claims as presented. Councilor Spees seconded the motion.
Claims were approved by a vote of six in favor, zero opposed.
11. ADJOURN
COUNCIL ACTION: Vice President Garrett moved to adjourn the meeting and Councilor Traylor seconded the motion. The motion
was approved by a vote of six in favor, zero opposed.
The next regular Town Council meeting is scheduled for Monday August 7 2017 @ 7:00 PM in the Zionsville Town Hall Beverly
Harves Meeting Room.
