ZIONSVILLE TOWN COUNCIL MEETING MEMORANDA FOR Monday, August 7, 2017 at 7:00 PM Zionsville Town Hall Beverly Harves Meeting Room 1100 West Oak Street Date of Preparation: Members Present: Elizabeth Hopper, President; Josh Garrett, Vice-President; Jason Plunkett, Tom Schuler, Kevin Spees, Bryan Traylor, and Susana Suarez Members Absent: None Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Adam Steuerwald, Town Attorney; Amy Lacy, Director of Finance & Records and Town Department Staff. 1. OPENING A. Call meeting to order B. Pledge of Allegiance 2. APPROVAL OF THE MEMORANDUM OF THE July 17, 2017 REGULAR MEETING (copy posted). COUNCIL ACTION: Councilor Spees moved to approve the Memoranda of the July 17, 2017 Town Council Meeting. Councilor Suarez seconded the motion. The Memoranda of the July 17, 2017 meeting was approved by a vote of seven in favor, zero opposed. 3. DEPARTMENTAL MONTHLY REPORTS Monthly Reports submitted by the Town Management staff for Council review and posted on the Town’s website (www.zionsvillle-in.gov). 4. REQUEST TO SPEAK 5. APPOINTMENT TO THE ZIONSVILLE BOARD OF PARKS AND RECREATION COUNCIL ACTION: Vice President Garrett moved to nominate Steve Bullington to fill a vacancy on the Zionsville Board of Parks and Recreation. Councilor Suarez seconded the motion. Steve Bullington was appointed to the Board by a vote of seven in favor, zero opposed. 6. OLD BUSINESS – A. Consideration of an Ordinance to Amend Chapter 74, Schedule I of the Traffic Code of the Town of Zionsville Code of Ordinances (one way street designation on Sixth Street) ORDINANCE #2017-07. (SECOND READING) Captain Robert Musgrave reviewed Ordinance #2017-07 and answered questions from the Council. COUNCIL ACTION: Councilor Suarez moved to adopt Ordinance #2017-07 on final reading. Councilor Traylor seconded the motion. Ordinance #2017-07 was adopted on final reading by a vote of seven in favor, zero opposed. B. Consideration of an Ordinance to Amend Chapter 74, Schedule II of the Traffic Code of the Town of Zionsville Code of Ordinances (through streets and stope intersections in the Hidden Pines Subdivision). ORDINANCE #2017-08 (SECOND READING) Street and Stormwater Superintendent Lance Lantz reviewed the ordinance and answered questions from the Council. COUNCIL ACTION: Councilor Traylor moved to adopt Ordinance #2017-08 on final reading. Vice President Garrett seconded the motion. Ordinance #2017-08 was adopted on final reading by a vote of seven in favor, zero opposed. 7. NEW BUSINESS - A. Consideration of an Additional Appropriation Resolution for $78,000.00 from the General Fund (Plan Commission Engineering pass-through reimbursement). RESOLUTION #2017-19 (PUBLIC HEARING) Director of Planning and Economic Development Wayne DeLong reviewed Resolution #2017-19 and the need for the pass through funds. He answered questions from the Council. With Proof of Publication for a Public Hearing noted, President Hopper opened the Public Hearing for comment. With no further public comment, President Hopper closed the Public Hearing and called for discussion or a motion. COUNCIL ACTION: Councilor Suarez moved to approve Resolution #2017-19. Councilor Spees seconded the motion. Resolution #2017-19 was approved by a vote of seven in favor, zero opposed. B. Consideration of an Additional Appropriation Resolution for $10,000.00 from the Food & Beverage Fund (Capstone Benefits Group incentive). RESOLUTION #2017-20 (PUBLIC HEARING) Boone County Economic Development Corporation Deputy Director Ben Worrell reviewed the project and the positive impact it would have on Boone County and the Zionsville community. He explained that the additional appropriation outlined in Resolution # 2017-20 would allow a reimbursable cash grant to provide incentive for the Capstone Benefits Group to relocate to Zionsville. Much discussion followed, with Mr. Worrell answering questions and addressing concerns from the Council. With Proof of Publication for a Public Hearing noted, President Hopper opened the Public Hearing for comment. With no further public comment, President Hopper closed the Public Hearing and called for discussion or a motion. COUNCIL ACTION: Councilor Traylor moved to approve Resolution #2017-20. Councilor Schuler seconded the motion. Resolution #2017-20 was approved by a vote of six in favor, one opposed, with Councilor Spees opposing. 8. OTHER MATTERS There were no other matters to be discussed. 9. APPROVAL OF CLAIMS COUNCIL ACTION: Vice President Garrett moved to approve claims as presented. Councilor Suarez seconded the motion. Claims were approved by a vote of seven in favor, zero opposed. 10. ADJOURN COUNCIL ACTION: Vice President Garrett moved to adjourn the meeting and Councilor Suarez seconded the motion. The motion was approved by a vote of seven in favor, zero opposed. The next regular Town Council meeting is scheduled for Monday August 21, 2017 @ 7:30 AM in the Zionsville Town Hall Community Room.
