MEETING MEMORANDA
FOR

Members Present: Josh Garrett, Vice-President; Jason Plunkett, Tom Schuler, Kevin Spees, Bryan Traylor, and Susana Suarez
Members Absent: Elizabeth Hopper, President
Also Present: Ed Mitro, Deputy Mayor; Heather Willey, Town Attorney; Amy Lacy, Director of Finance & Records and Town Department

1. OPENING

2. APPROVAL OF THE MEMORANDUM OF THE August 7, 2017 REGULAR MEETING (copy posted).
COUNCIL ACTION: Councilor Spees moved to approve the Memoranda of the August 7, 2017 Town Council Meeting.
Councilor Suarez seconded the motion.
The Memoranda of the August 7, 2017 meeting was approved by a vote of six in favor, zero opposed.
3. REQUEST TO SPEAK
There were no requests to speak.
4. PRESENTATION ––
Boone County Economic Development Corporation Executive Director Molly Whitehead discussed compliance on economic
development projects. She explained that for the Town of Zionsville these were typically reimbursement grants. Though there
is not currently a compliance form attached to these sorts of projects in Zionsville, Ms. Whitehead stated she was working with
Mayor Haak, Deputy Mayor Mitro and Director of Planning and Economic Development Wayne DeLong to create something in
order for the Town to better track their investment in and the progress of the businesses in question. Ms. Whitehead
answered questions from the Council.

6. NEW BUSINESS -
A. Consideration of an Additional Appropriation Resolution for $96,500.00 from the General Fund (to cover legal expenses and
direct relief – shelter). (PUBLIC HEARING) RESOLUTION #2017-21
Deputy Mayor Mitro presented Resolution #2017-21 and explained the need for the additional appropriation to cover legal
expenses for the remainder of the year, adding that the Mayor added a new Legal line item for the 2018 budget in order to
avoid shortfalls in the future. He answered questions from the Council regarding the Legal additional appropriation. Councilor
Suarez asked for a breakdown of legal costs for 2017, which Deputy Mayor Mitro assured her he would provide.
Director of Finance and Records Amy Lacy reviewed Resolution #2017-21 and the need for the Direct Relief Shelter
additional appropriation in order to cover the costs of relocation for six mobile home owners who were forced by order of the
Indiana State Board of Health to move their homes from the unsanitary conditions in Zionsville Mobile Home Park. Deputy
Mayor Mitro, Attorney Heather Willey and Ms. Lacy answered questions from the Council. Councilors Schuler and Spees
asked if it possible that the owner of Zionsville Mobile Home Park could be liable for reimbursing the Town for the monies
spent through its Public Assistance program to relocate the homes. Ms. Willey said she would research that and come back
to the Council with an answer.
With Proof of Publication for a Public Hearing noted, Vice President Garrett opened the Public Hearing for comment.
With no public comment, Vice President Garrett closed the Public Hearing and called for discussion or a motion.
COUNCIL ACTION: Councilor Traylor moved to approve Resolution #2017-21. Councilor Suarez seconded the motion.
Resolution #2017-21 was approved by a vote of six in favor, zero opposed.
B. Consideration of a Re-Appropriation Resolution (mid-year budget rectification). RESOLUTION #2017-22
Deputy Mayor Mitro reviewed Resolution #2017-22 and the need for mid-year re-appropriations, explaining these were not
additional funds requested but taking funds from one line item and moving to another line item to help balance the budget mid-
year. He answered questions from the Council. Chief Knox also answered questions relating to the Police Department.
COUNCIL ACTION: Councilor Suarez moved to approve Resolution #2017-22. Councilor Spees seconded the motion.
Resolution #2017-22 was approved by a vote of six in favor, zero opposed.
7. OTHER MATTERS
Deputy Mayor Mitro stated that the proposed 2018 budget submitted on behalf of Mayor Haak would be sent out to all Councilors
electronically later today, as well as the Department’s individual Budget Justification, for review and discussion at the upcoming
Budget Workshop on Wednesday Sept. 6, 2017 at 6:30 pm.
8. ADJOURN
COUNCIL ACTION: Councilor Traylor moved to adjourn the meeting and Councilor Suarez seconded the motion. The motion was
approved by a vote of six in favor, zero opposed.
The next regular Town Council meeting is scheduled for Tuesday September 5, 2017 @ 7:00 PM in the Zionsville Town Hall
