MEETING MEMORANDA
FOR
Monday, January 7, 2019 at 7:00 PM

Members Present: Josh Garrett, President; Bryan Traylor, Vice-President; Jason Plunkett, Kevin Spees, Elizabeth Hopper and Susana Suarez
Members Absent: Tom Schuler
Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Heather Willey, Town Attorney; Amy Lacy, Director of Finance & Records, Town Department Staff
and State Representative Donna Schaibley.

I. President
Vice-President Traylor moved to nominate President Garrett as President of the Town Council.
Councilor Hopper seconded the motion.
President Garrett was re-elected President of the Town Council with a vote of six in favor, zero opposed.
II. Vice President
President Garrett moved to nominate Vice-President Traylor as Vice-President of the Town Council.
Councilor Spees seconded the motion.
Vice-President Traylor was re-elected Vice-President of the Town Council with a vote of six in favor, zero opposed.
2. APPROVAL OF THE MEMORANDUM OF THE December 17, 2018 REGULAR MEETING (copy posted).
COUNCIL ACTION: Councilor Suarez moved to approve the Memoranda of the December 17, 2018 Town Council Meeting.
Councilor Plunkett seconded the motion.
The Memoranda of the December 17, 2018 meeting was approved by a vote of six in favor, zero opposed.
3. DEPARTMENTAL MONTHLY REPORTS
Monthly Reports submitted by the Town Management staff for Council review and posted on the Town’s website (www.zionsville-in.gov).
4. SWEARING IN OF NEW POLICE OFFICERS BY MAYOR HAAK AND CHIEF KNOX – Chief Knox introduced Christopher Wheeler, Bryn Cavett and
Amanda Heitz. At the request of Chief Knox, Mayor Haak administered the Oath of Office to the three officers.
5. REQUEST TO SPEAK
There were no requests to speak.
6. OLD BUSINESS – None
7. NEW BUSINESS
A. Consideration of Appointments to Various Boards, Commissions, and Committees.
President Garrett presented the recommended appointments. (See Exhibit A)
COUNCIL ACTION: Councilor Suarez moved to adopt all appointments as recommended.
Councilor Plunkett seconded the motion. Zionsville Town Council appointments were approved in entirety by a vote of six in favor, zero
opposed.
B. Consideration of a Resolution Urging Support for the Enactment of Bias Crimes Legislation.
RESOLUTION #2019-01
Councilor Suarez introduced Resolution #2019-01 and provided background on the Zionsville Non-Discriminatory Practices Review
Committee that created the Resolution. She thanked State Representative Donna Schaibley for her support and asked Attorney Heather
Willey to give a presentation.
Attorney Heather Willey thanked State Representative Schaibley for her support of bias crimes legislation and her leadership. Attorney Willey
then presented an overview of the intent of the Resolution and the definition of bias crime, citing key elements proposed in the Indiana 2019
Legislative Session relating to the support of bias crimes legislation. She stated that Indiana is among just five states without laws allowing
additional sentencing considerations for bias crimes and that Zionsville is a leader among municipalities supporting the enactment of bias
crime legislation in Indiana.
As Chair of the Non-Discriminatory Practices Review Committee, Councilor Suarez presented the President Garrett with Resolution 2019-01
for full consideration by the Council.
COUNCIL ACTION: Councilor Suarez moved to approve Resolution #2019-01. Vice-President Traylor seconded the motion. Resolution
#2019-01 was approved by a vote of six in favor, zero opposed.
8. OTHER MATTERS
Mayor Haak thanked the Non-Discriminatory Practices Review Committee for allowing him to attend their Committee meeting which resulted in the
creation of the Resolution Urging Support for the Enactment of Bias Crimes Legislation. Mayor Haak then issued Executive Order No.1, 2019. He read
the Executive Order, urging the legislature to pass legislation in 2019 to provide protection against bias crimes for all Hoosiers and ordering the Chief of
Police and the Zionsville Police Department to establish training on ways to identify bias crimes in our community and to collect data associated with
crimes believed to be motivated by bias due to race, ethnicity, religious beliefs, nationality, gender identity or sexual orientation.
9. APPROVAL OF CLAIMS
COUNCIL ACTION: President Garrett moved to approve claims as presented. Councilor Suarez seconded the motion.
Claims were approved by a vote of six in favor, zero opposed.
10. ADJOURN
COUNCIL ACTION: Councilor Hopper moved to adjourn the meeting. Vice-President seconded the motion. The motion was
approved by a vote of six in favor, zero opposed.
The next regular Town Council meeting is scheduled for Tuesday January 22, 2019 @ 7:30 AM in the Zionsville Town Hall Council Chamber (please
note date shift due to the Martin Luther King Jr. Day holiday).
